I. Meeting was called to order by Rudy Garcia at 5:40 p.m. A motion was made to approve the
November minutes by Letty Coykendall and seconded by Rickie Calkins.
II. Subcommittee Reports.
A. Police Sub -committee - The press release for the CLP program was reviewed by HRC
staff, with minor changes to it and the application and information sheet recommended
by Linda Beardsley. Those changes being: including a statement of applicants being
interviewed by HRC members in the advertisement; and in the introductory letter
accompanying the application for the CLP program, add a section regarding
recruitment/selection and interviewing, and change the statement, any 'employee' in the
last paragraph of the role of the citizen liaison program to read, any 'police services
employee' Advertising for the Police Complaint Process was sent to press on December
11, with a closing date of January 15.
B. EEO/AA - A meeting on December 1 was held at 7:00 p.m. in the Employee Development
Office located at 200 West Mountain Avenue, Suite A. Becky provided EEO Information
on the City statistics of minority employment to Rudy and Linda for further analysis.
Another meeting was scheduled for Wednesday, January 6, at 5:30 p.m., at CSU. Rudy
Garcia will schedule a room.
EEO subcommittee will plan on making formal presentation to Ann Azari at the January
HRC meeting regarding EEO scats. Becky O'Donnell was asked to contact Ann requesting
her attendance at the January meeting.
C. Human Relation Award - Rickie Calkins advised that regarding advertising, she has talked
with a representative of the Poudre R-1 school district asking for ways to recruit youth
nominees. Ideas of school newspapers, civics class mailings and a current school mailing
list should be included in this year's recruitment. A meeting was scheduled for January
4 at 5:30 p.m., CSU to discuss recruitment for the HR Award.

D. Community Action Board - Elaine Boni and Harold Wallace were absent from attendance.
No report at this time.
E. CED -
Rickie Calkins advised that the Voices Video was shown on Tuesday, November
17 at 7:00 p.m. at 1245 Salem Street to Letty Coykendall and Arnold Gum. Shari
Olsen will view the video, after it is returned by Ann Azari, who will be reviewing
and promoting the Voices Video to the CDTF, for possible incorporation.
Rickie Calkins advised that Linda Beardsley will assist the HRC as facilitator for
the Voices Video for interested individuals and groups. The voices video will be
used as an education awareness. CED will be discussing how they propose to
market and advertise. The Voices Video facilitation will be tailored to the individual
or group needs. Rudy Garcia made motion that the CED work on developing a
promotional package to include a press release to bring to the HRC for review.
Beardsley seconded, motion carried.
2. Translations brochure - Elaine Boni was absent. No update obtained.
3. HRC City Code Revision - Becky O'Donnell advised that since the 1993 HRC
Workplan has been sent to council, and in that workplan included the CED review
and revision of the HRC City Code, charter changes could now be requested of
Council. City Clerk's office, advised to forward HRC Code revisions to HRC
liaison Azari who can then ask city staff to review legal content, and can proceed
with a formal agenda item summary to Council on Sec 2-263 City Code. A cover
memo will be drafted by Becky O'Donnell to Ann Azari and City Council with
attached draft revision-10/21/92 - as approved by the HRC. Motion was made,
and seconded by HRC members.
4. Human Services Policy - Becky O'Donnell talked with Debra Kaestner, committee
member who drafted the Human Services Policy, asking how to proceed with
HRC's recommendations regarding the Human Services Policy. Kaestner advised
that since policy was in approved by Council, further recommendation to consider
verbage changes will need to be made by council to the Human Services Policy
committee. Kaestner hoped the HRC would continue to brainstorm and
recommend ideas and suggestions as to the Human Services Policy purpose.
O'Donnell will draft a cover memo to Ann Azari and Council, forwarding the HRC's
recommended Human Services Policy changes.
5. Senior Center - Man Oberoi advised that there will be an open house to view the
new Senior Center Building Project, at the Raintree Village Center on December
16, from 3:00 to 6:00 p.m.
Man also advised there had been meetings with the City Transportation
Department, Transfort Division, regarding rates and bus schedules. Issues
included sidewalks, bus schedules, seniors, handicapped and cultural diversity.

III. Old Business
A. Amendment 2 - Becky O'Donnell advised, as requested by HRC to ask legal council how the
passage of Amendment 2 affects residents of Fort Collins. Response was, that the City residents
are not legally affected by the passage of Amendment 2.
Becky O'Donnell shared with staff a memorandum addressed to the HRC, dated December 3 from
Joe Stem, regarding Multicultural diversity and sexual orientation. Mr. Stem 's memo discussed
gays and lesbians as teachers in the school district; also that since Fort Collins is a home rule
city, he urges the HRC to request City Council to consider whether it should join in the law suit
by Denver, Boulder and Aspen to contest the constitutional validity of Amendment No. 2.
Arnold Gum provided drafts of recommendations to City Council and the Cultural Diversity Task
Force from the HRC, asking for their support to oppose and repeal Amendment #2.
Recommendations were reviewed and approved by HRC members to send to Council, and to Ann
Azari, as City liaison to the Cultural Diversity Task Force.
Arnold Gum stated that until the HRC charge is changed to allow the HRC to make formal
recommendations to groups and organizations regarding civil rights issues, a letter to Mims Harris
with EPOColorado was drafted. Arnold stated that as citizens they are able to support the efforts
of EPOC. Letter was reviewed by HRC members and signed. Arnold Gum will mail to EPOC.
B. 1993 Workplan was reviewed for final format. Motion to accept the 1993 HRC Workplan was
made and accepted by HRC members.
IV. New Business
A. Annual Report for 1992 due January 31, 1993.
B. Rudy Garcia advised he received a letter addressed to the chair of the HRC, from a Fort Collins
citizen stating briefly, that this person had been discriminated against at a Fort Collins Restaurant.
This person wanted to know If there were forms that needed to be completed or how to proceed.
Becky O'Donnell will send a response to the citizen, asking for further information to better assist
the citizen's needs, also making reference to Colorado Civil Rights Commission.
V. Next Meeting - Thursday, January 14, 1993, in the Council Information Center, City Hall West.
