HomeMy WebLinkAboutHuman Relations Commission - Minutes - 10/14/19930 0 HUMAN RELATIONS COMMISSION MINUTES Regular Meeting - October 14, 1993 Council Information Center, City Hall West 5:30 - 7:00 p.m. Council Liaison: Ann Azari Staff Liaisons: Jaime Mares Becky O'Donnell A regular meeting of the Human Relations Commission was held on Thursday, October 14, 1993, in the Council Information Center, 300 LaPorte Avenue, City Hall West. HRC Members present: Rickie Calkins, Man Oberoi, Harold Wallace, Letty Coykendall, Shari Olsen, Linda Beardsley. HRC Members absent: Ramona Robertson, Arnold Gum, Rudy Garcia. Staff Member Present: Becky O'Donnell Jaime Mares Guest: Gabe Serenyi - Employee Development Department Personnel Specialist I. Meeting was called to order by Shari Olsen, vice chair at 5:40 p.m. after affirmation that enough members were present for a quorum. A motion to approve the minutes of the regular meeting of September 9, 1993 with corrections as noted, was made by Rickie Calkins, seconded by Harold Wallace. Yays: All present. Nays: None. Motion carried. Introduction were made of guest Gabe Serenyi, new staff member for Employee Development, and future HRC staff liaison. II. Subcommittee reports: CED: Discrimination Ordinance: Recommendation by Arnold Gum to replace Article II, Section 13-16, paragraph 6 definition of discrimination. Recommended ordinance wording change has been discussed by Gum, Beardsley and Garcia, with a decision to table said recommendation at this time. Voices Video: Rickie Calkins advised that she has received another request from the USDA to view the Voices video. Senior Center: Man Oberoi indicated that 3 contractor bids have been received. All bids were higher than anticipated. Senior Advisory Board consensus was to begin construction this fall instead of waiting until spring, even if the construction cost is higher. Recommendations going to council. Human Relations Award: Shari and Rickie met and defined timetable. The '94 workplan will be provided soon. Anticipate HR Award presentation in spring of 1994. 0 Human Relations Commission October 14, 1993 Page 2 CAB: Harold Wallace stated that the last CAB meeting had guests who were interested youths from all segments of the community to provide school gang activity reports. The presentation was made to educate the CAB about youths and gangs and was very informative. The CAB is planning to have a worksession to help them identify the recommendations and concerns. they have as a board. It is hoped that objectives and actions for the CAB can then be developed with the assistance of Trish Davidson, CAB member. Diversi Diversity subcommittee met to discuss the 1994 workplan. A draft of the '94 workplan was reviewed and amended. A final draft will be forwarded to staff O'Donnell. Harold Wallace advised that he and Ramona Robertson attended the Diversity Summit meeting. He stated it was very informative and a good opportunity for an overview of the work being done by the various agencies representing the CDTF. Police Subcommittee: Staff O'Donnell advised that since the newspaper article about the Citizen Liaison Program was published September 8, there had been 2 calls for assistance from citizens. CLP complaint forms were sent to CLP's and HRC members for consistent logging of complaints and to assist with year end feedback. Letty Coykendall, police subcommittee chair advised that the committee met September 14, and reviewed 5 police complaint cases. Recommendations were forwarded to Chief Rainguet on September 15. The recommendations on all 5 cases were in one memorandum, and it was suggested by Chief Rainguet, through staff O'Donnell, that each recommendation be a separate memorandum for case filing. All future cases will be responded to by separate memorandum. One of the police subcommittee's goals is to make sure that a prompt response is received by the complainant. The police subcommittee will make it their priority to expedite the review of any complaints as soon as cases are brought to their attention. Letty asked that the cover memo from Chief Rainguet be restated to indicate that 'immediate attention and response from the police subcommittee will be made upon receipt of the complaint file'. Letty also asked that police services forward cases to the police subcommittee as soon as possible. Lastly, the police subcommittee asked for feedback from Chief Rainguet, acknowledging receipt of the HRC recommendations, and what the final decision by the chief was in the complaints. Again, the police subcommittee's primary interested is in receiving some type of feedback regarding their involvement in each complaint process. III. New Business - Staff O'Donnell asked for subcommittees to advise of standing monthly meeting dates and times for public notice and press distribution. Also any other subcommittee meetings scheduled should be reported to staff for public notice. (Note: The Police Subcommittee is the only subcommittee exempt from public meetings when in 'executive session' reviewing police complaints.) Rickie Calkins advised she would check with Rudy and Arnold for the CED standing meeting date and time and reply to staff O'Donnell. The Diversity subcommittee decided to have standing monthly mtgs on the Wednesday before the HRC meeting, meetings will be held at the Egg and I restaurant on South College at 7:30 a.m. • Human Relations Commission October 14, 1993 Page 3 Other new business: Staff O'Donnell requested that the Thursday, November 11, 1993, regular meeting be rescheduled to Wednesday, November 10, 1993, due to city offices being closed on for the Veteran's Day holiday. The meeting place will also be changed to the Employee Development Conference Room, 200 West Mountain Avenue. No objections by members. Therefore, the November meeting date and location have been changed to Wednesday, November 10, 1993, Employee Development Conference Room, 5:30 p.m. - 7:00 p.m. IV. Old Business - 1994 Subcommittee workplans need to be submitted to Becky O'Donnell FAX 221-6238 prior to the November 10 regular meeting time Workplan due to City Council on November 30. Workplan drafts have been received from the CED, Diversity, and Police subcommittees. V. Meeting adjourned at 6:30 p.m.
