A regular meeting of the Human Relations Commission was held on Wednesday, November 10, 1993,
in the Employee Development Conference Room, 200 West Mountain Avenue.
HRC Members present: Linda Beardsley, Man Oberol, Rickie Calkins, Harold Wallace, Ramona
Robertson, Letty Coykendali.
HRC Members absent: Shari Olsen, Arnold Gum, Rudy Garcia.
Council Member Present: Ann Azari
Staff Member Present: Becky O'Donnell

1. Meeting was called to order by Linda Beardsley, chair, at 5:40pm. A motion to approve the
minutes of the regular meeting of October 14 was made by Rickie Calkins, seconded by Harold
Wallace. Motion carried.
Ann Azari, Mayor and Council Liaison to the HRC, talked in general with HRC members regarding the
Police Complaint Process and the Citizen Liaison Program, and the City Diversity Plan to include HRC
review and recommendations.
It. Subcommittee reports:
Human Relations Award: No report
CAB: Human Resource Committee recommendations have been forwarded and approved,
DIVERSITY:. Linda Beardsley advised the Diversity Committee is reviewing the City Diversity Plan in
conjunction with the 1994 Workplan for the HRC.
CED: Rickie Calkins advised she did not have an opportunity to talk with Arnold about a regular
meeting time for the CED. Staff O'Donnell did contact chairperson Gum and he indicated that CED
standing meetings would be held at Colorado State University, Natural Resources Building #102, the
Tuesday following the regularly scheduled HRC meeting.

CED (continued): Voices Video: Rickie Calkins advised that she has had requests for Voices Video
from the Senior Center and USDA.
Senior Center: Man Oberoi indicated that the Senior Center will be built on schedule. Money savings
were made by cutting costs on materials and labor.
Police Subcommittee: No further complaints have been received by the Police Subcommittee for
review. Discussion regarding developing a brochure informing citizens about the Police Complaint
Procedure and the Citizen Liaison Process ensued, follow-up would be conducted by Letty.
111. New Business The HRC members reviewed the draft 1994 workplan to be submitted to City
Council on November 30, 1993. No changes to the workplan were made. Members approved that
1994 Workplan be submitted to Council.
IV. Old Business Staff O'Donnell reminded members that the 1993 Annual report is due to City
Council on January 31, 1994. The 1993 Annual Report should display similar format to the the 1993
Workplan. 1993 subcommittee chairpersons were asked to bring to the January meeting draft repot
V. Meeting adjourned at 6:30 p.m. The December regular meeting was cancelled. The next regular
meeting will be held Thursday, January 13, 1994 in the Council Information Center, City Hall West.
