HomeMy WebLinkAboutHuman Relations Commission - Minutes - 03/10/1994HUMAN RELATIONS COMMISSION MINUTES Regular Meeting - March 10, 1994 Council Information Center, City Hall West 5:30 - 7:00 p.m. Council Liaison: Ann Azari I Staff Liaisons: Jaime Mares11 II Gabe Serenyi A regular meeting of the Human Relations Commission was held on March 10, 1994, in the Council Information Center, City Hall West. HRC Members present: Linda Beardsley, Man Oberoi, Rickie Calkins, Harold Wallace, Shari Olson, Arnold Gum, Rudy Garcia, and Ramona Robertson HRC Members absent: Letty Coykendall Guest present: Lu Fisk, Commission on the Status of Women Staff Members present: Jaime Mares and Gabe Serenyi I. Meeting was called to order by Linda Beardsley, Chair, at 5:35 P.M. A motion to approve the minutes of the regular meeting of February 10, 1994 was made by Linda Beardsley. Corrections were made to the February minutes as follows: The Diversity Subcommittee met with Dr. Jim Banning, not with students from CSIJ. Some high school students will be selected to photograph City facilities and offices, and make an assessment of the City environment. A motion to approve the corrected minutes of the February 10, 1994 meeting was made by Arnold Gum, and seconded by Shari Olson. The corrected minutes were then approved by the HRC. II. Subcommittee Reports Human Relations Award. As of March 10 we had received five nominations for the HRC award. Some ideas were discussed to try to increase the number of nominations. Man Oberoi will take blank nomination forms to distribute at CAB sites. HRC members were asked to encourage individuals they know to nominate appropriate people for the awards. The decision was made to extend the deadline for the nomination to March 31 in order to give more people an opportunity to nominate individuals. The motion was also made to place a display ad in the Coloradoan if Jaime Mares' and Shari Olson's efforts to get coverage in the news section of the paper were not successful. The motion was carried. The following HRC members will help the subcommittee evaluate the nominees: Rudi Garcia, Man Oberoi and Arnold Gum. CAB. CAB will have community forums to give agencies an opportunity to find out how to better lobby for programs. A CAB subcommittee will be meeting with the CareVan Board of Directors to discuss the future of the program. Human Relations Commission March 10, 1994 Page 2 Diversity. The project with Dr. Jim Banning and Sharon Bartels from CSU will begin March 25th. They will train several high school students to take video or slides which will provide an assessment of the City's environment. The students will present this video/slide show to social studies classes, the Diversity Summit, City Council and the HRC. Police Subcommittee. Shari Olson gave all HRC members several copies of the Police Services Information Sheet. At this point the flyers are in English only, and have not been translated into Spanish. Gabe Serenyi will send copies of the flyers to the Citizen Liaisons. Committee for Executive Delegation (CED). Rickie Calkins submitted the Voices Video Agreement to all HRC members present. The HRC will review the document, and a vote to approve or disapprove the agreement will be taken at the April meeting. Jaime Mares will request the City Attorney's office to review the document as well. III. Old Business Man Oberoi indicated that construction of the Senior Center is progressing on schedule. Jaime Mares received input from the HRC on the recruiting criteria for the Human Relations Officer position. Most members of the Commission expressed the feeling that the position should be a full time position for one individual, instead of a part-time position for two individuals. The feeling was that a full time position would send a more positive message to the public. Jaime Mares indicated that he will communicate this sentiment to appropriate City officials. The 1994 Human Relations/Human Rights Conference will be co -hosted by Loveland and Fort Collins. The organizers indicated that they will need two persons from the HRC to help with the conference, and one alternate. Linda Beardsley and Shari Olson will be the designated HRC representatives, and Rickie Calkins will be the alternate. IV. New Business A motion was made by Arnold Gum and seconded by Harold Wallace to have the HRC draft a response to State Senators and CSU officials regarding the granting of CSU benefits to long-term partners. Arnold Gum will draft the letters and have HRC members review and approve them before they are sent out. The HRC will also draft a letter to City Council indicating their disappointment about the recent lost opportunity to diversify City Council. The establishment of a Youth Advisory Board/Commission was discussed and endorsed by the HRC. Gabe Serenyi indicated that Pat Kelly requested that he no longer be the police liaison with the HRC because of increased responsibilities in other areas. Pat recommended that Deryle O'Dell take over as the Police Services liaison. The HRC endorsed this recommendation. Effective with the April HRC meeting, Gabe Serenyi will assume responsibility for HRC minutes. This will allow all members of the commission to participate fully at the HRC meetings. The meeting was adjourned at 7:10 P.M.
