The Human Relations Commission met February 15 in the Friendship Roam of
City Hell at 7:30 p.m. The meeting was conducted by Chairman Dildine.
Members attending this meeting were: Mrs. Mary Anderson, Rev. Henry Bakers
Karl E. Carson, Glenn Dildins, Roy Holladys Larry McMillan, S. R. Schneider,
Father Pascual, and Tam Wilson.
The proposed By -Lays were presented by Chairman Dildins. The members read
each section of the proposed By -Laws and following considerable discussion and
a few changes, Roy Hollady moved adoption -- second by Mrs. Anderson. The motion
carried by unanimous vote. Decision was made to present final draft to the City
Council for approval before printing of the By -Laws for distribution.
S. R. Schneider reported regarding a recent contact he had made with the
Human Relations Commission of Phoenix, Arizona. They have been in operation for
over a year and have no constitution or By -Laws. They have a paid Executive
Secretary and have had a rather heavy turn -over of Commission members. It was
noted that no law enforcement persons were represented on the Commission. A
number of pamphlets produced by this Commission were made available for inspection.
In regard to a previous discussion of providing library material to be
used by Fort Collins citizens for educational purposes, Chairman Dildins appointed
Roy Hollady to discuss this subject with the Library administration and report
his findings at the next Commission meeting.
A review of the Commission meeting with the Campaneros Americans was the
not order of business. Generally the impressions of the group seemed to be a
most successful venture. Tom Wilson made a most detailed and comprehensive report
regarding the transportation problems of the School District Kindergartens and
the drop -out situation. He and Don Buright had had two meetings with the school
administration and found them aware of the problems, and they provided detailed
information which was made available to each Commission member in mimeograph
form. The conclusions of this report were that transportation is not a severe
problem and that no discrimination was evident because of race, creed, or color.
The following facts ascertained from this research seems important to this
Commission:
1. Fifteen children did not attend Kindergarten from Andersonville.
Seven because of transportation problem and eight by parental
choice.
2. Sixty-two from entire district did not attend Kindergarten
during 1964.
3. Fifty-nine retained in grade had had Kindergarten.
4. Seventeen retained in grade had not had Kindergarten.
5. Child can enter Kindergarten anytime during year if he meets
age requirements.
6. Thera were only two reasons evident for not attending:
1. Transportation problem.
2. Parental choice.
7. Transportation both ways for Kindergarten students mould cost
an additional $251077.77 annually-
S. O'Dea, TAPorte Avenue, Putnam, and Bennett schools area each
running three kindergarten sessions daily.
Conclusion of subcommittees No discrimination exists because of race,
color, or creed. A small percentage do not attend Kindergarten for
two reasons mentioned above.
Two suggestions were briefly discussed to improve the lot of sores of these
students:
1. Suggest to Compaaneros Americans that they help provide
transportation for the fray who would desire it;
2. Initiate a study to detsrmins a method of improving
parental attitude toward education.
Chairman Dildine and Tom Wilson will draft a amply to the letter from
Sam Martina of the Anti -Discrimination Commission of Colorado pointing out to
him that our thorough investigation of the alleged discrimination in Andersonville
in fact does not exist as was indicated in his letter.
It was suggested that a letter of appreciation to t5r. Boltz for the excellent
cooperation of the school administration in the above matter be drafted and a coy
be sent to the school board..
A press release regarding this investigation wdll be praperad as soars as
practicable and male available to all naves media when ready for distribution.
The decision was made to have a special meeting of the Commission on f nvh 8.
This meeting will be a combined meting of the Fort Collins Human Relations
Commission, the CORE group now being organized on the CSU campus, and the CSB
Human Relations Committas. The press and radio will be invited.
The meeting adjounned at 9.20 p.m.
