PRESENT There were present: Ralph Braden Albert Nelson Eugene. Smith Edward Ostertag Thomas Wilson Mrs. David Landers S. R. Schneider Mrs. Walter Ather?.y Parker Preble comprising a quorum of the board; also John David Sullivan . . Smith Mrs. Mary Anderson Mrs. John Matsushima Mrs. Jessie Godinez Henry Chavez Xarl Carson CALL TO OVIER Tom Wilson called t e meeting to order and Mr. Robert: Norton, secretary for the Cherry Hills Sanitai ion District, reported on the activities of the district. Pre- sented were the relief study of the district, the prcpose=.d route of the disposal .sine, and the processing plant to he used. Mr. Norton gave such additional information as th.a: proposed tap coot, the monthly useility rate, and thai_ =A; otiations with the city are in pnogwess for the pr-ocess.ng; fee. The district is engineered fen a fifteen, inch 'ine. Much organization and completing of details must he zm- complished before an application for federal funds woulia be accepted. Low cost housing Dr. Nelson Reporting 2. A joint action relationship between the University human relations Committee and the City Commission. A complaint, for instance, filed with the University will be channeled to proper authorities. 3. Work with the university in m;3king all nec- essary arrangements for a community meeting. CATION C:OM- No report MITTEE :REPORT PUBLICITY COM- No report MIVEE REPORT The date of the community meeting was set for Aug- ust 19th from 7:30 to 9:30 p.m. The function and organiza- tion of the City Commission should be explained to the aud- ience by the chairman of the commission. John David Sullivan, legal advisor, is to explain the law; local, state, and fed- eral as it applies to rental housing. A statement from CSU as pertains to their off -campus housing policy will be pre- sented. The purpose of the meeting therefore, is to educate the property owners as to the law, and also to understand the university policy on off -campus housing (University Non -Discrimination Policy) £d Ostertag then moved that the Fort Collins Human Relations Commission sponsor a community meeting to acquaint all property owners with the responsibility of the law, and to use all means possible to acquaint all -ental prroperty owners that a meeting for their benefit is being held. Seconded and carried. Tom Wilson asked Mrs. David Landers to assist Mrs. Matsushima ;with the publicity. Several means for getting out the information regard- ing the meeting to the property owners in such a way that they will want to attend was discussed. Hand bills with cir- culating newspapers and to the major food -retail houses were considered. Hinutt+s of Human Relations Commission July 1.6, 1966 Page 3 Tom Wilson read excerpts from the minutes of the campus human relations committee and commended the committee for its tremendous activity. Ed Ostertag stated that the University discrimination policy was at present in the hands of the Attorney General, Duke Dunbar for an opinion. Mr. Gascoyne mentioned th&t if and when Dunbar approves the University Policy the City Commission should endorse the University Policy and do so publicly, thereby showing the community that this is a joint effort. Dr. Glenn Dildine on the Human Relations Committee of the University, and James Reagen with vice-president Harschner attended the meeting to answer questions that applied to campus affairs. It was agreed that all City Commission members would need to serve on the investigations committee this fall if called upon. The major objective here would be joint investigation and done -so speedily. Eugene Smith moved Commission meetings for August 26th, September 30, and October 21st Seconded by Ostertag and carried. John David Sullivan requested to be placed on the mailing list for minutes and also 1'or notifications of meet- ings. Ed OsVDrtag stated that we observe closely the nature of meetings held with our community. Some are being adver- tised as one thing but are proving to treat with other mat- ters.
