COMMISSION
A meeting of the Fort Collins Human Relations Commission was held on Monday
evening, November 11, 1968, 700 p.m., in the City Council Chambers.
Present: Ralph Braden, Mrs. Walter Atherly, Mrs. John Matsushima, Mrs. David
Landers, A. Wendell Nelson, Thomas Wilson, Parker Preble, Eugene
Smith, S. R. Schneider, and Edward Ostertag.
Absent: Ralph M. Smith, Mrs. Mary Anderson, Mrs. Jessie Godinez, Henry Chavez,
Karl Carson, and John D. Sullivan.
The 'meeting was called to order by the President, Thomas Wilson. A. Wendall
Nelson reported for. the Grievance and Investigation Committee. The following
reporL was given: "Meeting, November 4, 1968. The Grievance and Investiga-
tion Committee met to consider the work of the past year and to anticipate the
role of the committee and Human Relations Commission during the coming year(s).
Consideriag work of the past year, this committee wishes to resubmit the pro-
posal for the development of a rental housing code to the City Council of Fort
Collins. This Committee feels that this cods is of utmost importance to the
comnnity of Fort Collins and it rpnires immadiato action. It was also felt
that this code bore no relation nor hinged on the study being conducted by
Colorado University in Boulder regarding the relationships between renters
and renters. Therefore,the following recommendation is made to the Human Re-
lations Commission for acceptance and submission to the City Council of Fort
Collins:
The Fort Collins Human Relations Commission recommends to
the Fort Collins City Council that a strong housing code which
specified minimum standards of health, safety, sanitation and
constructio'L for rental housing be adopted and provided with
avenues of e`fective anforcement. This code must also contain
specific definitions of the various types of rental units and
the facilities that these units should contain.
It was also the concern of the Grievance and Investigation Committee that the
comm=,ssion as a whole function as a more corporate body and describe in detail
some of its aims for the coming year. It has been suggested that the Human
Rela%Pions Commission act as a central coordinating group for projects dealing
witl, i maii relations that are being carried on within the community. Therefore,
it is the desire of this committee that the Human Relations Commission seriously
conside+, its role in the comunity of Fort Collins and establish a course of
action far the year 1969 and this course be established by January 1, 1969."

and carried_
14r, Eugene Smith moved "that Human Relations Commission request the City Council
to n.ake availah-ce to the Council of Churches a space for the 1f7PM project map
in the City Council chamber or in another suitable and conspicuous place in
City hall, and mat the Secretary be directed to communicate this request to
th City Council." The motion was seconded and carried.
