MINUTES OF HUMAN RELATIONS COMMISSION
March 13, 1980
The meeting of the Fort Collins Human Relations Commission was
called to order at 7:30 p.m. on March 13, 1980, by Chairperson,
Bob Zimdahl. The following members and guests were present:

After a discussion regarding why a commission member was responsible
for taking minutes, it was agreed that in the future a staff person would
take minutes for the commission meetings.
The minutes of the January 10, 1980 meeting were read and approved.
A report of the HRC subcommittee presentation to the City Council
was given. Although no action was taken at the Council meeting, the
subcommittee will meet with City Council on March 25, 1980, to further
discuss the following items of concern:
1. Evaluation sheet - Are there redundant questions that
applicants are being asked to respond to? Would not boards and
commissions tend to perpetuate themselves if they were responsible
for rating applicants?.
2. Legality of Voluntary Statistical Information Sheet.
3. Why have information printed bi-lingually since there is
presumption that applicant should have adequate English skills
to be active board or commission;
Bob Zimdahl brought to our attention an article that appeared on
page 3 of the March 6, 1980, CSU Journal. The article accurately
summarizes the subcommittee's presentation to the City Council, but the
headline for the article is misleading and suggests that the proposed
procedure is meant to promote reverse discrimination.
Mr. Ed Gibbs from the Colorado Civil Rights Commission reported on
activities and concerns of their office. They are interested in becoming
involved with needs assessment programs in various communities. This is
being done in an effort to address preventative programs versus only
responding to complaints.

The office that Mr. Gibbs represents is located in Greeley but
works with a nine county area.
B. Zimdahl read a letter from Police Chief Ralph Smith concerning the
Stephen Vey case, and a general discussion regarding the police grievance
procedure ensued.
Don Shoemaker will enumerate items, with help from the Police -Community
Relations team, that need to be changed and present these to HRC.
Bob Zimdahl and John McGraw will meet to determine what questions and
concerns were addressed by guests at our January 10 meeting with the
Chicano community leaders.
Instead of scheduling another community meeting, the HRC will begin
work on another project, i.e., employment in the city.
The meeting was adjourned at 9:15 p.m.
The next meeting of the Human Relations Commission will be on
April 10, 1980, at 7:00 p.m. in the City Council Information Center.
