All present introduced themselves.
Police Sub -Committee
A.) Mary Klopfenstein reported on the work the sub -committee
has been doing on the grievance procedure for the Fort
Collins Police Department. The committee surveyed
Boulder, Aurora, Broomfield, Denver, and Longmont on
their Police grievance procedure and determined that ours
is the best one available. However, there are several
areas that could be looked into and since Bruce Glasscock
was present, he addressed those areas. Chief Glasscock
mentioned that the grievance procedure is one of the
most important services which a Police Department must
provide. And because it is important, he has begun a
revision of the procedure which will hopefully resolve
the problems which the committee brought up. The
revised grievance procedures are still in draft form and
he will send a copy to all the members of the Human Relations
Commission for their review. If there are any questions
or suggestions, he will be willing to meet again and
discuss those ideas with the members as a whole or
individually.

The Chief also gave a brief talk on "Prevention vs Deterrenca'!

While deterrence is the means of discouraging someones
action through fear, prevention is a Police and Community
effort in decreasing the chances that a crime will occur.
As to which is more important, he felt that neither was,
but rather a balance must be found.
B.) As part of the grievance procedure the Human Relation
Commission will hear any appeals of a grievance. In
order to be better prepared it was moved, seconded and
passed that:
1. Three persons will serve on the grievance appeal
committee and the term will be on a yearly basis.
2. At least one person will be from the Police
Sub -Committee and the other two people will be
from the members at large.
3. If any of the three members cannot be contacted
or cannot make the meeting the Human Relations
Commission Chair will appoint another member to
serve on the committee.
Serving on the grievance appeal committee for this next
year will be Randy Ross, Mary Klopfenstein, and Ernest
Chavez.
IV. Task Force on Women
A.) .Advertisement on the task force has come out and applications
will be taken until October 31st. Included in the
advertising is the use of newspaper editorials, posters,
flyers, columbine television spots, and public service
announcement over the radio.
Linda 'Hopkins reported that Council member Barbara Rutstein
is willing to help with the selection process. If the need
arises for two different interview committees, Council
member Kelly Olson is also willing to help.
Nora Carroll reported that the selection process will take
place from November to December. The sub -committee will
meet before the next HRC meeting and work out all the
details. The task force will begin its work in January 1985,
and will finish its findings in January 1986.
B.) Now that the members have a copy of the Bid Specifications
for the new classification system, Mike Powers encouraged
the members to submit any questions or comments which
they may have. The bids will be out for another month,
so the members input would be useful.
V. Equal Employment Opportunity Sub -Committee members were absent
and so their report was waived until next month.
VI. HRC Award Sub -Committee has submitted an address list of individuals
and organizations who should receive applications for the award.
Applications will be made available for the public at the information
booth.

VII. Other Business
The issue of the month for the next meeting is open and
suggestions should be submitted to Jaime Mares or Randy
Ross. Randy encouraged all the members to communicate
amoung each other more, and use the telephone.
VI. For scheduling purposes the Next Human Relation Commission's
Meeting is scheduled for Wednesday, November 28, 1984 at
4:30 p.m., in the CIC room.
