Bud Reed Colleen Colarelli HUMAN RELATIONS COMMISSION February 19, 1986 Minutes Members Absent Ernest Chavez Rosemary Sheridan Staff Mike Powers Jaime Mares Marianne Karafotias (Intern) I. The HRC meeting was called to order at 4:35 p.m. The January minutes and the agenda were accepted as submitted. II. Marvin Ness - The HRC received letters from Interim City Manager, Richard Shannon and Mayor Barbara S. Rutstein concerning HRC's request that the City Manager waive the 15 day time limit to allow the complaint filed by Mr. Ness to be reviewed by the Personnel Board. Mr. Ness is a former employee of the Fort Collins Police Department. The request was denied on the basis that Mr. Ness's nine month delay in responuing does not meet the intent of the waiver provision. Mayor Rutstein clarified HRC's jurisdiction concerning employees complaints. HRC has the responsibility of hearing citizens complaints filed against the Police Department. However, City Council has established a separate forum (Personnel Board) to hear complaints filed by Employees, former or current. Mayor Rutstein stated that City Council "did not intend a double hearing process." Therefore, the following motion was made. It is the Human Relation Commission's position not to review employee,,present or former, complaints concerning personnel issues. The Human' Relations commission will receive and consider evidence relating to a Citizen complaint filed against a member of the Fort Collins Police. Department. Review shall be in accordance with the state civil rights ordinance. The motion was made by Paul Loopo and seconded by David Lipp. The motion passed unanimously. III. HRC Bylaws - Jaime Mares and Marianne Karafotia, intern, revised the HRC Bylaws. These bylaws will be reviewea by the newly formed Committee of Executive Delegation (CEO). With respect to the standing Committees of the Commission, CEU has requested that each committee develop a mission statement on their purpose and function. This statement needs to be turned into Mr. Mares in 2 weeks (March 5, 1986). Further discussion of the upuated bylaws will occur at the March regular meeting. IV. Roberts Rules of Urder - It was decided that HRC business will be conducted in accordance with Roberts Rules of Order. The motion was maue by Susan Lamb and seconded by Sam Blanco. The motion carried with Paul Loopo voting no and David Lipp abstaining. V. HRC Award - The 4th Annual HRC Award ceremony will take place on Friday, May 9, 1986 from 7:4 a.m. to 8:3U a.m. at the Lincoln Center. Deadline for accepting all applications will be Friday, April 4th, 1986. The nominee's applications will be reviewed for selection by HRC at the regular meeting on April 16, 1986. The mailing list for distributing applications was developed. Letters and applications will be mailed this week. V1. EEU/AA - The committee is in the process of finalizing questions for interviewing randomly selected City employees (21-22 individuals). Input from minority City Employees is being sought concerning their perceptions of promotions and questions involved in interviews. Vii. Police Committee- Cummittee members are trying to determine the impression of individual officers of the FCPD concerning the pamphlet on citizen's complaints of the FCPD. In adaition, committee members wish to observe meetings between the Hispanic community and Chief Glasscock and Council memoer, Larry Estrada. Hispanic citizens are concerned that their community is nut being properly patrolled by the FCPD. The possibility of having the FCPD pamphlet, "Disappointed with Your Contact with an Employee of the Fort Collins Police Department", printed bilingually still has not been settled. Committee mrembers will continue to try to establish communication with Chief Glasscock and Lt. Bud Reed for settlement of these issues. VIII. Task Force on Women's Issues - The Task Force presented their recommendations to the City Council during their worK session on February il, 1986. The council responded favorably to the proposals and informally aiscussed the formation of the Commission on Women. Further action on the Task Force Recommendations will be decided by City Council. IX. CEU - The newly formed miscellaneous committee is now known as the Committee on Executive Delegation (CEU). The purpose and function of this committee is to; provide problem resolution of issues brought to HRC; delegate issues for resolution to standing committees or newly formed committees; become informed about possible human relation issues within Fort Collins in order to taKe appropriate preventative action; and include the current officers of HRC. In addition, a listing of HRC members involved in committees was aistributea, as well as, a report of activities of hRC's in Longmont, Aurora, Loveland, Colorado Springs, Pueblo, Denver and Greeley. CED will be considering the idea of coordinating a meeting of the northern Colorado HRC's in uraer to share input and ideas. As stated earlier, CED will be reviewing the updated hRC bylaws. X. AIDS committee - Colleen Colarelli of the Fort cut tins AIDS Coalition was present. Committee members are continuing to meet with the Fort collins AIDS Coalition to discuss what appropriate action needs to occur in order to protect the Civil Right of Fort Collins citizens with AIDS. The committee is considering an Eaucational forum fur the community to discuss this matter. Resources for this educational forum is being investigated by Jaime Mares. XI Polygraph Committee - Chair Randy Ross took a polygraph test as if he were applying for a position with the FCPD. Discussion ana input with Ken rwrray, City polygraph operator, is continuing. X11. Other Business - Manuel Estorga, a member of the Loveland HRC and Jan Wilson, Loveland City staff liaison, have extended an invitation to fort Collins HRC members to their March V , 1986 meeting to exchange ideas. Three to four HRC members expressed interest in attenaing. The next HRC meeting will be Wednesday, March 19, 198b. The meeting adjourned at 6:12 pm.
