I. The HRC meeting was called to order at 4:30 p.m. The statement,
"Hispanic citizens are concerned that their community is not being
properly patrolled by the FCPD", (Page 2, Section VII, Police
Committee) was removed from the February minutes. The minutes were
approved as corrected.
II. Lorie Wolfe and Deb Haack of the Human Development Department made a
presentation concerning the impact of federal funding cutbacks. This
funding, which is used by 24 social service organizations, will be
reduced over the next few years. The Human Development Department is
seeking direction on the use of future existing funds. It was
suggested by Lorie Wolfe and Deb Haack for HRC to exercise the
following role:
-utilize information on needs of Fort Collins residents:
-prioritize needs of Fort Collins citizens;
-pruvide information to City Council;
-inform local, state, and federal funders;
-obtain information and feedback from City Council; and
-alert Human Development Uepartment to changes in community needs.
Both the Larimer County Community Action Roard and the human Resource
Committee will be investigating and prioritizing existing needs. The
Committee of Executive Delegation will look into this issue.
III. IiRC Award The newspapers and radio stations have received press releases.
Deadline for accepting applicatiuns is April 4th. HRC will
review the nominations and selact a winner at next month's HRC
meeting.

IV. Police Committee At this time the FCPO will not he printing the
pamphlet, "Uisappointed with Your Contact with an Employee of the Fort
Collins Police Department", bilingually. Chief Bruce Glasscock and
Assistant Mayor Larry Estrada have attended public meetings with the
Hispanic community. These meetings were to allow open dialogue. hetw?en
citizens and the FCPU. At this point in time, another community
meeting has not been scheduled. The meetings are open to the public.
V. AIUS Committee A forum titled, "AIDS: An Enlightened Viewpoint", will he
given by Sue Zdenek un March 31, 1966. It will take place at the Larimer
County Health department from 6:30 p.n. to 8:00 p.m. Another
presentation on AIUS and its relation to cats will be given by the
Veterinary Teaching Hospital on April G, at 3:30 p.m.
VI. EEO/AA The mission statement for the bylaws will be finalized and given
to Jaime. Letters will be mailed this week to interview randomly
selected city employees. These employees will he notified and
interviewed the following two weeks. The committee will report on the
employees' responses.
VII. CEO HRC Bylaws will be finalized next month. The northern Colorado
HKCs have been contacted and have expressed interest in participating
in a regional meeting sometime around august. CFD will he
investigating the similarities in HRC and the newly approved
Commission for Women. Since HRC members serve on the Community Action
Board, CAB will be included as a standing committee in the bylaws. On
page 2 of the bylaws, under Police Subcommittee, the second statement
will now read, "To review police investigations regarding citizen
grievances when requested by the citizen." The Loveland HRC has
extended an invitation to Commission members to their March 27th
meeting.
VIII.OTHER BUSINESS Rosemary Sheridan has requested a change in HRC's
meeting day. Uiscussion will occur next month.
IX. HRC's next meeting will he April 16, 1986. The meeting adjourned at
6:3b p.m.
