I. The meeting was called to order at 4:35 p.m. The June minutes and
and agenda were accepted as submitted.
II. HUD Video Tapes - Free video tapes on fair housing produced by CCRD
through HUD Fair Housing Assistance program grant, are available for
lending. The video tapes discuss the responsibility of housing
providers to ensure fair housing and the rights of citizens to fair
housing. Randy Ross approached David Herrera of the Housing
Authority about providing such tapes to the Fort Collin's citizens.
Mr. Herrera felt the tapes were more civil rights oriented thus being
more appropriate for HRC to undertake. HRC members have decided to
pursue this issue. Any members interested in assisting with this
project need to contact Jaime Mares.
III. Committee Reports
A. CED - A cover letter and a copy of the By-laws have been
prepared for City Council. Council will consider such By-laws on
August 5. The HRC annual retreat will take place on August 20 at
the Community Center of The Farm (Lee Martinez Park). A tentative
timeframe has been set from 4:30 p.m. to 8:30 p.m. Members
suggested inviting Barbara Rutstein, City Council liaison, to the
retreat. A letter will be drafted requesting imput from all City
Council members regarding future goals for HRC. The regional
meeting for HRC's in northern Colorado will take place on August 6
at St. Luke's Episcopal Church, Parish Hall, 2000 Stover, Fort
Collins from 7:00 to 9:00 p.m. HRC members will be providing
refreshments. Nine Fort Collin's citizens have been selected for
the panel. Jim Cole has agreed to the facilitator for the meeting.
HRC representatives from Boulder, Longmont, Greeley, Estes Park and
Loveland will be present. Dr. Dorothy Porter will not be able to
attend as previously noted, due to the change of date.
Alternatives for a speaker are being sought.
HRC Award - The committee met with other representatives of
various organizations who present an annual award. Those
present decided to submit an article to The Coloradoan
clarifying for the public, the purpose and procedure for the
various awards given to citizens in Fort Collins and Larimer
County. Committee members provided HRC with a statement
describing the HRC Award. The statement, which was approved
by the HRC, will appear in the newspaper.
C. EEO/AA - Jaime Mares and David Beer presented a current
minority status report of City employees. Information from
the employee interviews have been complied. The committee
sees certain problems existing concerning the representation
of minority City employees in certain departments. It was
suggested that the committee investigate how the City can
target qualified applicants.
D. CAB - The Human Resource Committee is in the process of
Fe —fining the process for allocating funds to local service
providers. Currently, 26-27 service providers will be
submitting funding proposals for review. The Committee has
been working on establishing priorities of services.
E. AIDS - Dr. Cohen, Assistant Director of the Colorado Disease
Control at Denver General Hospital, will be willing to address
the Fort Collins community at an educational forum on AIDS if
the following conditions are met:
target the community at large,
provide media resources, such as cable, and
video tape the educational forum for future use.
The committee suggested the agenda to include an hour lecture
with a slide show by Dr. Cohen and 30 minutes for questions
and answers. A tentative date of Thursday, November 13 (7:30
- 9:00 p.m.) has been set for the educational forum, Dr.
Cohen has requested a fee between $100 - $200. It was also
noted that on August 2, (3:30 - 5:30) Dr. James Curran,
Director of AIDS Program Centers for Disease Control will
speak on Epidemiology of ApIDS: Current Status and Future
Prospects. It will take ace at the Denison Auditorium,
University of Colorado Health Services Center.
F. Police - Committee has been on goals for the August retreat.
G. Polygraph - The Fort Collins Police Department submitted
written qualifications for the postion of Polygraph Examiner.
IV. Next month's meeting is August 20, 1986, 4:30 p.m. at The Farm
Community Center, Lee Martinez Park.
