Learn to be a catalyst for other members. b. Explore ways for HRC to succeed; when HRC is successful, individual members are successful_ Direction of the Future A. City Council - stimulate more contact with the Council. Let them know what our projects are and seek advice. Make more policy statements to Council, after hearing both sides to the issue. B. Advocacy - consider HRC as an advocacy group, not regulatory. HRC should be the conscience of other boards and commissions. HRC should take risks to discover ongoing discriminations and after investigating, make recommendations. Define where our jurisdiction begins and ends. To be an advocate means to be proactive and flexible. C. Orientation Packets - Susan Lamb suggested organizing an orientation packet for the next new HRC members. Such packet may include the Bylaws and purpose of HRC, flow chart of City government with departments, listing of local agencies, Roberts Rules of Order, HRC City ordinance, goals, grievance procedure, minutes, etc. Further discussion will take place next month. HRC Retreat Minutes August 20, 1986 Page 2 IV. Committee Goals Goals of the five standing committees were reviewed; CED, EEO/AA, HRC Award, Police. These goals will be reviewed in January, 1987. Brainstorming Session A. How can HRC meetings be improved? 1. Come on time to meetings and have all materials read. 2. Be current with ongoing issues. 3. Have materials before meeting. 4. Have a more detailed and structured agenda. 5. More Chair control. 6. Members need to stick to the issue; stay on task. 7. Encourage others to speak out as they feel. 8. Need to restructure seating arrangement; have more informal times together. 9. Put more issues to a vote, and 10. Be supportive and give recognition to one another. Committees need to submit a written report 10 working days before the meeting. Such reports will be included with the agenda and minutes and will be mailed 5 working days before the meeting. B. What would we like to see Fort Collins to achieve in the area of HRC in the next year? 1. More employment opportunities. 2. Friendlier atmosphere from established families to new -comers. 3. Decrease discriminatory practices of Poudre R-1. 4. Solve cases of discrimination before it's filed. 5 Obt i a n greater understanding of economic costs. 6. Become familiar with hiring procedures of Anhesuer-Busch. 7. Decrease discrimination against the poor, a. Need rent control b. Improve attitudes of City officials and City services towards the poor, c. Improve general manners of police. 8. Have 98% turnout at elections. 9. Have day care facilities that are economically available. 10. Express more concerns towards single heads of households. 11. Establish a quarter cent sales tax for social services. 12. Obtain greater understanding of AIDS and its victims. 13. Prevent judicious inequality. 14. Decrease excessive pursuit of drug users. 15. Decrease under and over -employment. 16. Gather major employers together to discuss human relations. The above items will be prioritized next month. • HRC Retreat Minutes August 20, 1486 Page 3 V. Election of Officers Chair - Paula Christina -Huddle Vice -Chair - Susan Lamb Secretary - Randy Ross V1, Next Meeting: September 17th. 4:30 p.m. A report on the retreat results will be due to City Council in October.
