October 15, 1986

I. Meeting called to order at 4:35 p.m.
II. Minutes of September meeting are approved as amended -
Bud Reed of the Police Department, sought clarification of #7-C of the
proposed 1986-87 goals. David Lipp explained the matter.
III. Goals Directions that would be worked toward by the HRC include:
- EEO Committee will work on #3
- CAB Committee will work on #4 & #5
- Police Committee will work on #7C
- AIDS Committee will work on #9
- Randy Ross and Paula Christina -Huddle will work on #8
- David Lipp will work on #713
- A special committee on Discrimination will work on#6, #13, #11 and
other discrimination matters. Mary, Paula and Susan volunteered and
will invite Ed Gibbs to give any input.
- #15 - The hidden human and economic costs of wasted human potential
underlies all cost benefit analysis of Human resources.
- #1,2,10 and 16 may be pursued if interest is expressed by
commission members
- VA and #12 were eliminated as priority goals
- #14 is considered part of #6

IV. CAB - 30 agencies asked for a total of $344,000.
- 28 agencies (24 in Fort Collins) received $236,808 of the available
money.
- Fort Collins contributed 55% of the money but received only 49% of
the allocation.
V. Moment with a member - David Lipp shared the opinion that if CAB
funds were doubled there would still be need. Physical needs are
barely cared for while psychological health of people is not.
VI. AIDS - Instead of a forum there will be an article distributed to
help educate the community about HRC concerns about AIDS. The
article will be ready in November if all goes well.
VII. Annual report - Accepted and will go to Council.
VIII. Other Business:
1. Moment with a member - Needs a volunteer for November
2. HRC will sponsor ACLU General Counsel, David Miller to talk
October 30, 8:00 p.m, in the Council Chambers. David Lipp
is organizing the event.
Ix. Next meeting is November 19, 1986 at 4:30 in City Hall.
