I. Meeting called to order at 4:35 p.m.
II. October minutes approved.
III. Ed Gibbs discussed training Housing Discrimination Testers.
A. There have been housing discrimination complaints filed
in Fort Collins.
B. Three forms of testing
1. General complaints
2. Alleged but not formal complaints
3. Testers make preventative checks
C. Colorado Civil Rights Division is willing to train testers if
there is sufficient interest.
D. Training would take about 2 hrs.
E. No guarantee testers will be used.
Motion by Mary Schultz seconded by Sam Blanco that housing testers
be trained passed.
To impliment motion:
- Ed will have dates at the next HRC meeting for training.
- Jaime and Ed will contact individuals for training.

IV. Attendance Policy of Commission Members
- The Chair should contact people who violated the policy to
rectify or for a requested resignation.
- Members should call Jaime if they will miss a meeting.
- See the enclosed policy.
V. Other Business:
A. Committee will be listed on the agenda whether or not there
is a report. If there is no report, the committee will pass.
B. David Lipp will represent the Fort Collins HRC at the Boulder
meeting of November 20, 1986 entitled "The Unfinished Business
of Civil Rights in the 80's".
C. The Community Action Board may need two HRC members to participate
in the work.
U. Barbara Rutstein is looking into Colorado Council for the Humanities
grant money.
E. HUD housing discrimination tapes will be viewed at Paula's
home at 619 Jones on 11/25/86 at 7:00.
F. Final Bylaws have been sent to City Council. See enclosed.
VI. Next meeting is December 17, 1986, 4:30 City Hall.
