Minutes Staff Mike Powers Jaime Mares May minutes approved as distributed. June minutes approved as distributed. III. Committee Reports: A. CED - No report - will meet July 23. B. Police - No report C. Martin Luther King Day Committee: David presented minutes of the June committee meeting. D. CAB - David reported on June meeting, presented by Project Self-sufficiency. CAB is considering time -commitment of Loveland and Fort Collins, HRC members to CAB. E. Anti -discrimination - Tabled to retreat IV. Unfinished business: A. EEO -AA Plan report Chuck moved, seconded by Sam, to accept plan as presented. Discussion followed with suggestions to encorporate goals and time lines into the plan. When put to a vote, HRC members voted unanimously to not DEVELOPMENT Human Relations Co•ssion • July 15, 1987 Minutes Page 2 HRC members discussed ways to modify the presented plan to include suggestions discussed. Mike Powers presented suggestions for Phase I, as discussed. Commission members then took a 10 minute executive session to prioritize Mike's suggestions with the addition of the Commission's suggestion. Decided on were: Phase 1 I. Address the impact on women and minorities of promotions from within a department (the pyramid effect). Give departments a "report card" with a time frame. Not in compliance - go to Phase 2. 2. Institute a stranger system of accountability with more specificity. Example: applicant tracking. If not in compliance, go to Phase 2. Evidence of past abuse of system should be used as incentive. 3. Contractual and hourly employees should be added to the computer and included in computerized report. Mike indicated a computer program for tracking and addition of numbers of women and minorities could be implemented immediately. 4. Employee Development Department is asked to provide career -development training, both in-house and out, to alleviate the problem addressed in #1 above. 5. More specific recruiting should be implemented to find women and minorities to fill positions. Recruiting can be instituted locally by advertising in regional women's magazines, and nationally, by advertising openings in magazines of specific application to the job. Mike Powers will rewrite the EEO -AA plan incorporating the Commission's suggestions. He will contract a member of the EEO -AA committee and the chairwoman of the Commission to go over with them the rewritten plan. If the redone plan is acceptable to these people, the plan will be presented to the Commission at the retreat in August. We are only acting on Phase 1 now. V. New Business: HRC annual retreat will be August 19 at 4:30 p.m. at REA. Members signed up to bring dishes. HRC Regional Retreat will be sponsored by Boulder in the fall. VI.
