Update on Art -in -Public places process and Mayor's award ART IN PUBLIC PLACES A draft of a timeline for preparation of the Art in Public Places proposal was discussed. Consensus was that it seems like a reasonable schedule. It was agreed that this is a new project and much ground -work needs to be in place so that the public, city staff and Council feel comfortable with the process. 417 West Magnolia Street • Fort Collins, CO 80521-2646 • (303) 221-6735 • FAX (303) 484-0424 rI Bill Cordiner suggested that the plan address not only the % for art, but also how donation of works of art are handled. The public comment should include an open house to help explain the Art in Public places process. MAYOR'S AWARD The Board in general approved the concept of having five categories: Literary Performing Arts Service to the Arts Visual Arts Business/organization Possible an award for "Overall Outstanding Achievement" Awards may not be given in all categories each year General public will be asked to submit nominations CRB reviews nominations and makes recommendations to Council Public ceremony to present awards Cost of the awards was discussed and whether the awards should be a piece of art or plaque, etc. Staff will contact the Denver Mayor's office to see how it is handled there. V. Staff Reports - (See attached) Fort Collins Museum - Joy Poole Lincoln Center - David Siever VI. Committee Reports Convention/Visitors Bureau - Deborah Romer Deborah spoke w/Karla Nieden. Karla indicated that the CVB would like a liaison from CVB to CRB and wanted to discuss the liaisons with her Board. David Siever will follow up with Karla Nieden. Lincoln Center Board - Craig Swing No report. The Lincoln Center Board doesn't meet during summer months. Museum Sub -committee - Jennifer Sterling No Report LC/CSU Facilities Committee - Karen Warren No Report Arts Group - Bill Cordiner Talks continue to center around whether to form an arts council and if so, what would be the focus of an arts council. Riverwalk Task Force - Kathryn Stubler No report VII. Final review of changes to Fort Fund Guidelines Postponed until August meeting when full board is present to discuss. VIII. Appointment of nominating committee Jennifer Sterling and Bill Cordiner were asked to serve on a nominating committee for officers for 1993-94. They will report at August meeting. IX. Other Business Karen Warren and Jane Nevrivy are organizing a golf game and picnic for board members and significant others. Date for the event is August 29th. Details to follow at August meeting. X. COLLINS MUSEUM REPORT CULTURAL RESOURCES BOARD JULY 28, 1993 STAFF The volunteer staff participated in a receptionist training. Topics covered included customer service, telephone etiquette, what's what at the front desk and finally fire safety instruction. Part time staff members Alison White and Karin Eberhart have been developing goals and objectives for their individual work areas for the remainder of 1993 and into 1994. Agnes Dix has modified her goals and objectives to accommodate the inconvenience of the remodel. Current exhibits include Powwow Portraits from the Denver Art Museum and Historical Quilts in conjunction with the Fabric of Legacy Crossroads show at the Lincoln Center. PHYSICAL FACILITY MUSEUM STORAGE The museum in their pursuit of permanent storage for its oversized collections and exhibit furniture has begun to explore another option of utilizing the Trolley Car Barn. This building has received federal funds for a new roof. Estimates are being compiled for consideration. COLLECTIONS The museum has been awarded a $500 grant from the Pioneer Association to assist on the restoration of the Frank Miller stagecoach. The museum is grateful to the Pioneer Association for this contribution, the first gift of its kind from them in years. PROGRAMS Fort Fund awarded the museum $800 for Skookum Day. The event was held July 17 and attracted 1,900 people despite the inclement weather. One hundred volunteer shared their talents in branding, blacksmithing, quilting, knitting, embroidery, pottery, butter making, clothes washing and living history dramatizations. The ice cream social generated about $600 and the sales of the clothes pin dolls netted $200. FALL ACTIVITIES ENVIRONMENTAL FAIR SEPT. 93 COLORADO INTERNATIONAL INVITATIONAL POSTER EXHIBIT SEPT. 93 200 Mathews Street • Fort Collins, CO 80524 • (303) 221-6738 Cultural Resources Board Lincoln Center Report July 28, 1993 Facility upgrades New carpeting in the Canyon West, Columbine and Mini -Theatre will be installed in August - Mini -Theatre stage has been re -stained in preparation for next season. Parking lot has been patched and will be resealed and striped before Autumn. New sculpture garden display lighting has been installed to replace and enhance current lights. Bil1,Swets donated sculpture has been permanently installed on the east lawn. Visual Arts Art -on -a -stick curated by Bill Amundson opened in June and closed October 11. "Fabric of Legacies" quilt show was a great success. The Exhibit featured over 70 quilts along with past "Fabric of Legacies" quilts on display in the walkway gallery. Next exhibitions open August 6. Features the paintings and laser prints of Boulder artist Luis Eades in the Intimate gallery. The Lobby gallery will display works by Denver & Boulder artists Joni Parker & Greg Navratil. The jewelry of Fort Collins artist Barbara Patrick will be displayed in the walkway. Mall Box Office Scheduled to open in August. Computers are working, painting and merchandising will be completed by the end of July. Donations Target: Coloradoan: Park/Woodson Fund CO Council on Arts $5,000 to support Children's Series. Sponsor Christmas Hall with color ads. $1,000 to support Lilla B. Morgan Series. $2,000 final payment. Incorporate other good ideas into the draft. Incorporate advice from City legal and budget office into the draft. Take rough draft to Cultural Resource Board. Revise rough draft from CRB input. Awards would be given in the following five categories: Literary Performing Arts Service to the Arts Visual Arts Business/organization The general public will be asked to submit nominations on forms which would be available at the Lincoln Center, Library, City Hall, and Recreation Facilities. The Cultural Resources Board will review the nominations and make the determination as to the recipient of each award. Awards may not be given in all categories each year. The awards will be presented at a City Council meeting during the first week of October, which is national Arts month. Award would be in the form of a COUNCIL POLICY AGENDA 1993-95 1. Council Policy Agenda Item (Objective/Action): Facilitate community planning regarding Culture and the Arts. 2. Relevant Council Goal: Promote Cultural Diversity and Recreational and Educational opportunities. 3. Expected outcomes: A community wide cultural plan will be completed in 1994. 4. Other work activities that will be integrated related to this objective/action: RFP for selecting firm to conduct plan. Hiring of firm. Community panel formed to oversee progress. Forums to receive community input. 5. Anticipated Council actions (decisions Council will likely make): Approval of requested funds from Cultural Resources board to hire consulting firm. Appointment of community panel. Approval of final planning document. 6. Milestone schedule for this objective/action: November 1993 Budget approval. March 1994 Consulting firm hired. Lead Service Area/Department: Cultural, Library, Recreational Services, Lincoln Center/Planning department. u I ORDINANCE NO. , 1993 OF THE COUNCIL OF THE CITY OF FORT COLLINS AMENDING CHAPTERS 2 AND 23 OF THE CODE OF THE CITY OF FORT COLLINS TO ESTABLISH THE ART IN PUBLIC PLACES PROGRAM WHEREAS, art in public places creates a more interesting and enjoyable living environment thereby enhancing the quality of life of Fort Collins citizens; and WHEREAS, the City of Fort Collins recognizes the community benefits of art in public places; and WHEREAS, the City accepts responsibility for expanding the public's experience with art. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF FORT COLLINS as follows: Section 1. That Chapter 23 of the Code of the City of Fort Collins is hereby amended by adding thereto a new Article VIII, to read as follows: ARTICLE VIII. ART IN PUBLIC PLACES Sec. 23-301. Purpose. The purpose of this Article is to provide a means to fund the acquisition of works of art by the city, which shall become the city's collection, to provide a means to select works of art for the collection, to provide for the display of the collection and to provide for the maintenance and repair of the works of art in the collection. Sec. 23-302. Definitions. For the purpose of this Article, the following words or phrases shall be defined as set forth below: Art in Public Places shall mean any visual work of art displayed for two (2) weeks or more in any outdoor city - owned area, on the exterior of any city -owned facility, inside any city -owned facility in areas designated as public areas, or on non -city property if the work of art is financed, either wholly or in part, with city funds or grants procured by the city. CRB shall mean the City of Fort Collins Cultural Resources Board. Iv Construction project shall mean the construction, rehabilitation, renovation, remodeling, equipping or improvement of any building, structure, street, sidewalk, park, utility or other public improvement by or for the city, including all associated landscaping, parking and the like, but excluding any improvements made by any special improvement district and any other improvements exempted by the City Council from the requirement of Section 23-303 after a public hearing thereon. Reserve account shall mean the Art in Public Places Reserve Account established by this Article. Work of art shall mean and include, but is not limited to, a sculpture, monument, mural, fresco, relief, painting, fountain, banner, mosaic, ceramic, weaving, carving and stained glass. "Work of art" does not include landscaping, paving, architectural ornamentation or signs. Sec. 23-303. Funds for Works of Art. All requests for appropriations for eligible construction projects estimated to cost Fifty Thousand Dollars ($50,000.) or more shall include an amount equal to one percent (it) of the estimated cost of such project for works of art and shall be accompanied by a request for authorization to expend such funds after the same have been deposited in the Reserve Account. When the City Council approves any such request, one percent (1%) of the project cost shall be deposited into the Reserve Account. Money collected in the Art Fund shall be expended by the city for projects as prescribed by the Arts Plan. Sec. 23-304. Account established. There is hereby established a reserve account within the Cultural Services & Facilities Fund to be known as the Art in Public Places Reserve Account. Said reserve account shall be credited with such funds as the City Council may determine; with all funds from Section 23- 304; and with all funds received by the city for Art in Public Places, whether contributed, earned, secured through grants or otherwise obtained. Monies credited to such account shall be expended only for acquisition of works of art, maintenance and repair of works of art and expenses of administration of this Article. Sec. 23-305. Administration. The Director of CLRS shall administer the provisions of this Article and is authorized to promulgate reasonable rules and regulations for its implementation. Such administration shall include the preparation, for Council approval, of a plan to carry out the city's Art in Public Places Program. The plan shall provide for: the selection of works of art; the selection of artists to create works of art; the placement and presentation of works of art; the maintenance, repair and care of works of art; the payment for works of art; and to provide for such other matters concerning works of art as the Director deems necessary and appropriate. Sec. 23-306. Cultural Resources Board. The CRB shall review proposals for funding from the Art in Public Places Reserve Account and submit recommendations regarding such proposals to the City Council as provided in Section 2-203(4) of the Code. Section 2. That Chapter 2, Article III, Division 12, Cultural Resources Board, of the Code of the City of Fort Collins is hereby amended by the addition of a new subsection 2-203(4), to read as follows: Sec. 2-203.
