PARKS AND RECREATION BOARD
MINUTES: Regular Meeting - November 28, 1990
President Bob McCluskey called the meeting to order at 7:05 p.m. Board Member
K-Lynn Cameron called to say she was ill and could not attend the meeting.
Agenda Review: No changes to the printed Agenda.
Minutes: The minutes of the regular meeting of October 24, 1990 were approved
unanimously (8-0) on a motion by John Barnett, seconded by Roger Tarum.

The C4 is trying to develop a value of cycling in Fort Collins. They would like
to see more maintenance on bike lanes; wider lanes; lanes on Harmony Road; a
North/South Trail; connection of CSU to a bike system. John Barnett added that
Taft Hill is a definite problem for bicyclists. John also asked how
Transportation is funded. Jerry P. Brown responded he understands that the
bicycle lanes are funded in the General Fund. However, bicycle trails (off
street) are funded through the Lottery.
In filling out the questionnaires, the Board Members made the following comments
on how the City should support or promote bicycling as transportation in Fort
Collins: Tax dollars subsidize automobiles, but not bicyclists; there should
be recognition of bicycle transportation as an alternate mode of transportation
by employers in Fort Collins; development of commercial property should be made
around bus stops; the City needs to be more aggressive on bicycle transportation;
College Avenue is a definite barrier for bicyclists. After completion of the
questionnaires and much discussion, the Board went on record as supporters of
bicycling as a mode of transportation in Fort Collins.
Introduction: Recreation Supervisor Dave Mosnik introduced Poudre R-1 Athletic
Director Dave Danielson, the new Poudre R-1 representative to the Parks and
Recreation Board. Keith Goosman will be Dave's alternate.
Downtown Community Pool
Mike Powers gave a background on the indoor pool. Through the Choices 95
process, it was determined that the indoor pool be renovated for $1,400,000. The
City is now rethinking the renovation with the following as factors in this
decision:

The renovation will cost $1,700,000
Consideration to build a new pool along with the Senior Center
- The existing pool land could be used for the extension of the Lincoln
Center.
Council's concern is that the citizens voted to renovate the pool. Mary Ness
doesn't think the citizens will be critical of the City making a smart business
decision to not renovate the pool as long as they see the money is used for a
pool. John Barnett said the problem Council is facing is the same as when EPIC
was constructed. The original figures and the actual construction costs were not
the same. This produces a politically sensitive issue.
Jean Helburg said we will not close the indoor pool in May as scheduled unless
facility circumstances with the boiler or the main drainage force the closure.
The indoor pool is presently losing 3,000 to 4,000 gallons of water daily.
John Barnett said laying out this information to the citizens as Mike did tonight
is a good approach. Jerry Brown said the Choices 95 Subcommittee voted to budget
$2,400,000 for the renovation or relocation of the pool. Karen Schubert
remembered that when Rocky Mountain High School was constructed in 1974, the
plans incorporated a future addition of a pool. She thought it might be a good
idea for the City to give the School District $1,400,000 towards a pool for Rocky
Mountain High School as a joint City/School project.
Mike summarized by saying because this is politically sensitive, Council will
hear from:
- People who use the existing pool and they are a very vocal group.
- Seniors who don't want anyone else in their facility.
Location groups.
Revised Work Plan
Jerry distributed copies of the Board's revised work plan for 1991. The Board
approved the plan as submitted.
Cancellation of December Meeting
The Board agreed that because of the Christmas Holiday, the regular December
Board meeting is canceled. If there is need to hold a meeting, it could be
scheduled the December 19 or January 9.
Other Business
- Edora Park Disc Golf Course: Dave Mosnik reported that this Choices 95
project is complete (under budget) and is getting high usage. There is a
local group "Grateful Disc Club" that will be hosting tournaments.

Clarendon Hills Park: Mike Powers updated the Board on the status. Staff in
1985 were looking at a 12-acre parcel of land for a park site. The developer
wanted $30,000 an acre for the land, which was too high. The most the City
has paid is $15,000 an acre for parkland. The Parkland Fund for this area is
$220,000. Staff is negotiating and will report back to the Board.
Board Members and Staff Comments/Reports -
Jean Helburg updated the Board on Recreation programs that are occurring
during the Holiday season. The EPIC ice show will be the weekend of December
14 with four performances. Christmas at the Farm is underway with a craft
sale, wreath -making classes, Santa, Christmas Tree sales, etc. December 8 at
Northside Aztlan Center is gift wrapping for Toys for Tots program.
Mike said that when Harold Fisher donated the 20-acre parcel of land at
Highway 14 and Lemay, staff put an ad in the paper thanking Harold. Staff
has taken that ad and is writing a letter based on the theme "donate land and
become a legacy to Fort Collins." This letter will be sent to all land
owners from Overland Trail to I-25 on the River.
