PARKS AND RECREATION BOARD
MINUTES: Regular Meeting -- March 27, 1991
President Bob McCluskey called the meeting to order at 7:05 p.m. Board Member
Karen Schubert called to say she would be late for the meeting.
Agenda Review: Staff asked the Board to move the discussion of the Indoor Pool
ahead of the Master Plan Audit because there were citizens in the audience who
were interested in the Indoor Pool discussion.
Minutes: The minutes of the regular meeting of February 27, 1991 were approved
unanimously on a motion by Elery Wilmarth, seconded by Bob Alexander.
Citizen Participation: Rob Uhlrich, representing citizens from Clarendon Hills,
distributed a neighborhood survey they took which indicated that 68.2 percent of
the citizens in this neighborhood want the neighborhood park located in the north
area adjacent to the new elementary school. Board President Bob McCluskey
encouraged the citizens in Clarendon Hills to attend the neighborhood meeting
scheduled for April 10 at the REA building at 7:00 p.m.
Fort Collins Community Pool
Mike Powers updated the Board on the status of the indoor community pool. On
March 19, the City Council unanimously adopted an ordinance on first reading
appropriating prior year reserves in the General Fund for operation of the Fort
Collins Community Pool from June 1 through December 31, 1991.
Citizen Beryl Younkin, representing the Fort Collins Area Swim Team, asked that
the competitive swimmers be kept in mind when making the final selection as to
location of the new pool. Her concerns were as follows:
- How can you program three high school teams and a swim team at EPIC?
- Where will Parks and Recreation lesson classes be held?
- What are the plans for high school dual swim meets on Tuesdays and
Thursdays?
Mary Ness asked Beryl to put her concerns in writing to the Parks and Recreation
Board and to Recreation Manager Jean Helburg. Jean assured Beryl that all of her
concerns will be addressed.
Parks and Recreation Master Plan Audit
Superintendent of Park Planning and. Development Randy Balok sent the Board an
audit on the Parks and Recreation Master Plan for their review.
Youth Sports Complex - Bob McCluskey asked if we could acquire this earlier than
1996. Randy said we may be able to acquire the land, but we don't have the
funding to develop it.
Development of an Eastside Neighborhood Park - Bob Alexander questioned that if

Laurel School is closed, where would the money for the neighborhood park be
funneled? Randy said that the money would have to be used for an Eastside
neighborhood park. However, it does appear that Laurel School will remain open.
Poudre R-1 Representative Dave Danielson wanted to follow up on the
questionnaires that PR -I sent asking for possible usage of Fort Collins High
School. Jerry P. Brown confirmed that the questionnaire had been filled out and
returned to Poudre R-1. We also requested potential usage of Harris School as
well.
John Barnett asked if the philosophy for a neighborhood park and a community park
should be adjusted to allow Parkland Fees to develop community parks. Randy said
the fees have been $625 since 1985. Other communities use parkland fees for
both, but their charges are upwards of $1,100 per residential dwelling. We
currently use Parkland Funds to acquire and/or develop the neighborhood element
of a community park. North/South Trail - Roger Tarum said his major concern
would be the north/south trail for commuting.
It was the consensus of the Board that the amount of completed projects was
impressive.
Board Service Issues or Program Suggestions for the 1992 City Budget
With regards to the letter Mayor Susan Kirkpatrick sent to the Board, Mike asked
if there were any significant issues the Board wanted brought to Council before
the 1992 budget process began.
The Board developed the following list, which they suggest be their "introductory
list," which will be sent to the Mayor and Council --
- Tree Pruning request for maintenance.
- Parks Funding Formula - Customer -driven funding levels.
- Trails - Maintenance, planning and funding.
- Recreation - Year two of the policy.
- Second sheet of ice - ongoing 0&M if this passes on April 2.
- Parkland Fee - Increase? Restructure? Maybe an increase is needed to cover
inflation since 1985. Should it be included to develop community
parks/regional parks?
- Greenways should be integrated with Natural Resources, Stormwater, and bring
Transportation into the project to benefit bicycle trails especially for
north/south bike commuter routes.
- Prioritize budget add ons, i.e., Fort Skate -- where does it fit,
particularly "off budget?"

- Water issue -- if departments have to pay, do it through conservation
retrofitting.
Elery Wilmarth wanted it to go on record that he feels uncomfortable submitting
the list in its entirety.
Other Business
- John Barnett attended the Boulder Parks and Recreation Board meeting and was
impressed at how many times the City of Fort Collins Parks and Recreation
Department was positively mentioned, i.e., EPIC and Frisbee Golf.
Board Members and Staff Comments/Reports
- K-Lynn Cameron said she has had citizens ask her about the questionnaires
the department sent out and what are they going to be use for? Mike
responded that 1,000 surveys were sent to random households in all four zip
codes in the City. Staff is also performing personal interviews on the
trails and in the parks. The information compiled will be the basis for a
formula of what level of maintenance the citizens want to see in Fort
Collins parks and trails system. The survey results will be brought to the
Board in May.
- Mary Ness asked what the cages are used for at all four fields at Rolland
Moore Park? Staff will investigate and get back to Mary and the other Board
Members.
- Jean updated the Board on the Senior Center. The Council directed staff to
proceed with the second phase of the project. During this phase, staff will
work with the community to identify viable sites for this facility. Jean
said that Rene' Clements Cooney from the Board and Billie Higgins from the
Senior Advisory Board represented the Building Team at the Council
Worksession and they did a great job.
- Jean announced the Board will receive an open house invitation to the Senior
Center for May 1.
Water -Based Recreation Survey:
Jerry distributed surveys for the Board to fill out.
