MINUTES: Regular Meeting -- July 22, 1992
President Bob McCluskey called the meeting to order at 7:07 p.m. Board Members
Mary Ness and Cathy Mulcahy called to say they would not be able to attend
tonight's meeting. New member Diane Thies was welcomed to the Board.
AGENDA REVIEW: No changes to the printed agenda.
APPROVAL OF MINUTES: The minutes of the regular meeting of June 24, 1992
were approved unanimously on a motion by John Barnett, seconded by Roger Tarum.
CITIZEN PARTICIPATION: No citizen participation.
FORT COLLINS-LOVELAND BASEBALL ASSOCIATION PROPOSAL
Rick Zier, President of the Fort Collins -Loveland Baseball Association, reviewed
last month's meeting with the Parks and Recreation Board. Tonight Rick is asking
for a motion by the Board to support their proposal. As a point of reference,
in his recent meeting with City Manager Steve Burkett, Mr. Burkett asked that the
Association also look at Provincetown (south of SouthRidge Golf Course).
Provincetown was the Association's second choice as it is in the Fort Collins
Urban Growth Area, however it may not be attractive to Loveland. It could create
a conflict with the two cities in a joint effort for this project. The
Association is still in favor of the proposed area on the West side of 287
between Loveland and Fort Collins.
The Association is recommending that Fort Collins' share of $2,000,000 for Phase
I be taken from City reserves and Choices 95 money ($1.4 million) that has been
earmarked for a Southwest Community Park/Youth Sports Complex. Diane Thies asked
for clarification of Choices 95. Jerry P. Brown explained the process that took
place in 1989. The voters chose to tax themselves with a 1/4 cent sales tax to
raise money for capital projects. Of this money, $7,500,000 has been designated
for Parks and Recreation projects with the Senior Center's $4,700,000 being the
largest project. The Southwest Community Park/Youth Sports Complex acquisition
money is scheduled for 1996.
Board Member John Barnett abstained from opinions/conversation on this matter
because of his position as Larimer County Planning Director. K-Lynn Cameron
asked if the proposal meets the criteria of the Southwest Community Park/Youth
Sports Complex? Jerry replied that the Choices 95 money would allow us to
acquire between 100 and 180 acres of land, and then we would have to request
money for development in a future capital construction program. Rick Zier said
that collections on Choices 95 has been greater than anticipated. Council would
have to redirect the funding to move the Southwest Community Park/Youth Sports
Complex allocation from 1996 to 1993/1994. Roger Tarum asked, assuming that the
Fort Collins' share is $2,000,000, would the amenities be greater than if the
City built a sports complex itself? Jerry said spending the money to acquire the
80 acres and development of Phase I (4 ballfields, 4 soccer fields, tennis, etc.)

would be a better deal than if it was a sole venture by the City of Fort Collins.
Roger said he spoke with several youth sports representatives and this location
is not favorable for the little league children. Rick said this is not intended
for little league. It would be programmed for older baseball/soccer kids. Bob
McCluskey said the plus is that we would have more than the Choices 95 money
could give us. With the needs assessment, Bob feels comfortable asking Council
to pursue this bi-community sports park. Elery Wilmarth has mixed feelings about
this and feels this would be building a park for the benefit of a private sector
interest. K-Lynn Cameron said the joint efforts of Loveland and Fort Collins is
a great opportunity and the Youth Sports Complex is a plus since there is such
a demand for youth fields. She doesn't want this project to interfere with the
completion of the trail system or other park priorities.
Roger Tarum said he feels much more comfortable about this proposal this month
since he has had time to discuss this and think about the amenities this would
offer. After discussion, the Board, on a motion by Roger Tarum, seconded by
Marilyn Barnes, supports the concept of the specific proposal submitted by the
Fort Collins -Loveland Baseball Association, and supports the concept of working
jointly with the City of Loveland and the private sector on the site identified;
and further supports the concept of the linking of this proposal with other
priority Parks and Recreation needs and ideas such as the Youth Sports
Complex/Southwest Community Park, and/or other Parks and Recreation
programs/activities; and recommends to City Council the use of Choices 95 and
City reserves for this purpose. The motion passed 5-1-1 (K-Lynn Cameron, Marilyn
Barnes, Diane Thies, Roger Tarum, Bob McCluskey, yes; Elery Wilmarth, no; and
John Barnett, abstained).
Jerry P. Brown complimented Rick Zier and the Association for their hard work and
the progress they have made on this project.
ADOPTING RULES AND REGULATIONS GOVERNING THE USE OF CITY
CULTURAL, LIBRARY, AND RECREATIONAL SERVICES FACILITIES
Mike Powers addressed the Board on this issue. In 1988, the City Council adopted
by ordinance; rules and regulations governing the use of parks, trails, and open
space. The proposed ordinance as presented tonight would include Recreation
facilities, Golf Courses, the Library, Lincoln Center, and the Museum. On a
motion by Marilyn Barnes, seconded by K-Lynn Cameron, the Board voted unanimously
(7-0) to accept these rules and regulations.
OTHER BUSINESS
Jerry P. Brown, as a staff member of the Legislative Review Committee,
spoke to the Board about the City's position on Greater Outdoors Colorado.
He said that the committee will recommend a neutral position on this to City
Council because of the capital construction projects that could affect CSU.
Therefore, this becomes a community issue for the City.
Jerry said the Parks and Recreation Board's September meeting coincides with
the State Parks and Recreation Fall Conference meeting in Colorado Springs.
He asked the Board if they could meet on September 30 (the fifth Wednesday)?
All Board members agreed that the 5th Wednesday in September would work in
their schedules.

Mike refreshed the Board's memory on the life cycle renovation and
replacement project for Parks, Cemeteries, and Forestry. He recalled the
presentation staff made to the Board last September. Channel 27 will
feature a taped presentation on this subject prior to the August 25 City
Council Worksession when they discuss this Life Cycle Program. Bob
McCluskey asked if Parkland Fees could be raised to accommodate these costs?
Roger Tarum asked if a fee could be added for parks such as storm water?
Mike said staff will study these suggestions and keep the Board informed.
BOARD MEMBERS COMMENTS
K-Lynn Cameron, referring to the July Update Report, asked about the trail
to LaPorte. Mike said it would enable LaPorte to hook into our trail. The
route is still open for discussion with area residents.
Diane Thies said there aren't any handicap accessibility routes on both ends
of Stuart and Spring Creek. Jerry replied that this is not our trail and is
either a part of the Homeowners Association or a Streets project. He will
check into this, and he assured Diane that all of our Parks and Recreation
trails (with the exception of the Foothills Trail and several highway bridge
ramps) are handicap accessible.
Roger said we need to redesign the Foothills Trail before encouraging more
intense use by mountain bikes. This would be affected once the trail loop
is complete.
Jerry reminded Board members to put the September 17 (6:30 p.m.) Boards and
Commissions Workshop on their calendars.
The meeting was adjourned at 8:40 p.m.
