MINUTES: Regular Meeting -- October 28, 1992
President Bob McCluskey called the meeting to order at 7:05 p.m. Poudre R-1
Representative Dave Danielson and Board Members Cathy Mulcahy and John Barnett
called to say they would not be able to attend tonight's meeting.
AGENDA REVIEW: No changes to the printed agenda.
APPROVAL OF MINUTES: The minutes of the regular meeting of September 28,
1992 were unanimously approved on a motion by Elery Wilmarth, seconded by Marilyn
Barnes.
CITIZEN PARTICIPATION
ADOPT -A -PROGRAM
No citizen participation.
Parks Manager Virgil Taylor spoke to the Board about the Adopt -A -Program. He
specifically addressed the adopt -a -median program. He said the savings to the
department for the three medians that Taco Bell has adopted is over $300 a year.
Mary Ness questioned if there is a time table that the adopter must contract to
when they accept this responsibility. Virgil said the time table is one year. The
responsibilities can range from low maintenance to high maintenance. The
maintenance level that Taco Bell has accepted is the same level of maintenance
the Parks Division has kept for these medians. Bob McCluskey asked if the adopt -
a -trail program is more popular because of the low maintenance responsibilities
of the adopter. Virgil said there is more recognition and less work on the
trails than the medians.
The Parks Division has had several inquiries into the program, however, for
various reasons those four or five companies have not come forward to participate
in this program. Staff will expand on advertising during the coming year to
improve the participation in this program by spring of 1993.
NORTH COLLEGE AVENUE BRIDGE PROJECT
Mike Powers updated the Board on this project. The State of Colorado will begin
work on replacing the North College Avenue bridge over the Poudre River in 1993.
The Park Planning staff has worked closely with the State Engineers on the
enhancements of the bridge, as well as the trail passage under the new bridge.
As part of this project, the State plans to acquire several pieces of property

for this bridge right-of-way. While these estimates aren't final, the State
anticipates spending $580,000 on this right-of-way acquisition. With significant
purchases by the State, City staff began to explore the possibility of creating
an even greater gateway amenity into the City of Fort Collins on North College.
The City's contribution of $280,000 would redevelop this entire area and enhance
this project. The construction for the bridge will start in 1993 and be
completed in 1994. Elery questioned if the City's portion of this project has
been funded. Mike replied that it has not yet been funded. There are several
funding strategies that staff is studying right now.
In addition, the City Engineering Department has Federal grant money that they
will use to farther enhance North College Avenue. On the East side of College
from Willox Lane, a commuter trail will be constructed to run through Redwood
again connecting to the Poudre Trail. This will allow a north/south trail on the
north end of College Avenue.
1993 BUDGET UPDATE
Mike updated the Board on the results of the Council's budget meeting. The
Recreation Fee Policy (year 3) for 1993 has been funded in the amount of an
additional $145,000. Also, $100,000 for the Parks and Forestry Infrastructure
has been allotted for 1993. This will be a good start for this program.
In addition, $100,000 has been allotted for natural areas and $70,000 for bike
paths in the Front Range Community College area.

Jerry Brown reminded the Board that the December 9 meeting (combination of
November and December meetings) will be held at the "Mulberry Street Pool".
Staff will give the Board members a tour of the renovated facility at that
time.
Jerry spoke on the citizen initiated•ordinance for the 1/4 cent sales tax.
He said that K-Lynn Cameron spoke to Council on behalf of the Parks and
Recreation Board. Also the Natural Resources Advisory Board is an advocate
of this ordinance.

meeting Jean Helburg had this morning, the architect presented these
drawings to the building committee and other interested citizens. The
architect was able to accommodate 95% of the needs that the citizens asked
for in this project. After the architect's presentation, the citizens
present showed their appreciation by giving the architects a standing
ovation. Mike said one of the main features he asked for when designing
this facility was that the rooms could adopt to trends in lifestyle. For
example, the next generation perhaps might not be into billiards so that
room could be converted to computerized games if the need be.
BOARD MEMBERS COMMENTS
Elery Wilmarth said the Board should take a position to encourage citizens
and businesses to donate money to Parks and Recreation programs. Marilyn
suggested an ad in the Recreator. Jerry P. Brown talked about the funding
mechanism we have with the gift catalogue. He said small donations are
common, especially with memorial trees in our parks. He also said that our
Public Relations Coordinator Donna Visocky has spoken about this same idea
and she would like to take on this project. Jerry said he will put this on
the agenda for staff to discuss at our service area retreat in December.
K-Lynn Cameron wanted to thank the Forestry Division for her neighborhood
clean up last Saturday. The Forestry staff brought the wood chipper into
the neighborhood and chipped tree branches for the neighborhood use. The
neighborhood was very appreciative and felt the efforts from staff made it
very successful. Mike Powers will pass on the thanks to the Forestry staff.
Bob McCluskey said he attended the Boards and Commissions Workshop presented
by City Attorney Steve Roy. Bob said Steve spoke on conflict of interest
and steps the Board members need to take if they feel they have a conflict.
Bob felt the workshop was beneficial.
Diane Thies thanked the staff for their involvement with the Respite House
programs. She said that when she took her son to Respite tonight, staff was
discussing plans for a challenge baseball game with the kids at Respite.
On a motion by Elery Wilmarth, the Board meeting was adjourned at 8:30 p.m.
