Brown, Assistant to the Director MINUTES: Regular Meeting -- August 25, 1993 ORIENTATION FOR NEW BOARD MEMBERS: Staff conducted an orientation session for new Parks and Recreation Board Members. Sylvia Cranmer, Rich Feller, Jessica MacMillan, and Eric Reno all attended this session. Board President Roger Tarum also attended most of the session. CALL MEETING TO ORDER: The regular meeting was called to order at 7:00 p.m. by Board President Roger Tarum. Board Member Diane Thies called to say she could not attend the meeting. AGENDA REVIEW: No changes to the printed agenda. APPROVAL OF MINUTES: The minutes of the last regular meeting of June 23, 1993 were unanimously approved on a motion by Marilyn Barnes, seconded by Roger Tarum. CITIZEN PARTICIPATION: No citizen participation. CACHE LA POUDRE ENVIRONMENTAL LEARNING CENTER Dr. Glenn Haas, Director of CSU Environmental Learning Center, gave the Board an overview of the Environmental Learning Center. He began by explaining that Coors had donated $500,000 to build an environmental education building at the CSU Environmental Learning Center. He is looking for input from the community as to where they would like to see the building constructed on the land and who has in interest in being a potential partner in this building. He is looking for local, state, federal, and private partnerships in this project. Because this area is in a flood plain, they are looking to the City for a possible trade of 20 acres to construct the building. He said that the Colorado Tourism Board has decided to build a Colorado Tourism Welcome Center at the entrance to Fort Collins at Prospect and I-25. CSU is suggesting that they construct their site at the Environmental Learning Center, which will be approximately 3/4 of a mile west of I-25, and will be visible from the highway. K-Lynn Cameron said the cooperation of all the governmental entities will benefit and add clout to Northern Colorado. Dr. Haas will keep the Board informed on the progress of this project. Parks and Recreation Board Minutes August 25, 1993 Page 2 OTHER BUSINESS The Board received a letter from Tom Shoemaker, Natural Resources Director, inviting them to a special meeting on September 15 to tour the natural areas proposed acquisition sites. On a motion by Marilyn Barnes, seconded by Eric Reno, the Board voted unanimously (8-0) to hold a special meeting with the Natural Resources Board on September 15. Enclosed in tonight's packet was a memo from staff regarding Board Member Mary Ness' concern about traffic problems at Rolland Moore Park and Shields. Mary said he spoke to Traffic staff and to the Police regarding this problem. He said the Police told him that they have written 299 tickets this year in that corridor. Marv's concern is that he feels a traffic light is warranted in this intersection. He said with the ball players, families, tennis players, picnickers, and spectators at the ball fields, there is a tremendous need to control the traffic coming out of Rolland Moore. Councilman Gerry Horak said that if there is signal light warranted at this intersection because of the traffic coming from the park that the Traffic Department could charge this back to the Parks and Recreation Department. He encouraged the Board to look at Traffic's reports and to listen to their advice. K-Lynn Cameron said the concern is not as much traffic, but the safety in this area. On a motion by K-Lynn Cameron, seconded by Rich Feller, the Board voted unanimously (8-0) to request a copy of the July traffic study in this area and that a formal safety concern be documented with the Traffic and Police Departments in regards to the traffic congestion at Rolland Moore Park and Shields during peak season. The Board further requests copies of future studies in this area. Councilman Horak suggested the Board request a Traffic Engineer come to a Board meeting to discuss the study and analysis with the Board. BOARD MEMBERS/STAFF COMMENTS Board Member Sylvia Cranmer said there is a big problem in City Park with the traffic and noise. It is very dangerous because the cars are traveling on Jackson at a high rate of speed between Mulberry and Oak. She said the neighbors have talked to the Police Department and Parks Division. Jerry P. Brown said this is also a Streets Department issue as the streets in City Park are dedicated streets. The Parks and Recreation Board encourages a representative from Traffic to come to a Parks and Recreation Board meeting to discuss this issue also. Mike Powers updated the Board on the Parkland Fees. The new fee is lower than what was originally proposed. He said a focus meeting will be held next week and he will keep the Board updated. Mike Powers also informed the Board that the negotiations with the neighbors at Overland Trail and LaPorte seem to be going good. Parks and Recreation Board Minutes August 25, 1993 Page 3 Jerry P. Brown asked the Board if they would like to take a tour during the September Board meeting? They all agreed that would be advantageous. The Board will meet at EPIC at 4:30 p.m. on September 22, and tour Greenbriar Neighborhood Park, Eastside Neighborhood Park site, Buckingham Park improvements, Trail (west of Taft Hill), Mulberry Pool, and possibly new land purchases. The tour will conclude at EPIC and the Board can review recent improvements.
