HomeMy WebLinkAboutParks And Recreation Board - Minutes - 09/15/1993CITY OF FORT COLLINS NATURAL RESOURCES BOARD AND PARKS AND RECREATION BOARD JOINT MEETING COUNCIL LIAISONS TO THE BOARDS: Chris Kneeland, Council Liaison to the Natural Resources Board Gerry Horak, Council Liaison to the Parks and Recreation Board STAFF SUPPORT TO THE BOARDS: Tom Shoemaker, Staff Support to the Natural Resources Board Jackie Rael, Staff Support to the Parks and Recreation Board CALL MEETING TO ORDER: The special joint meeting of the Natural Resources Advisory Board and the Parks and Recreation Board was called to order at 6:00 p.m. in the City Hall West Second Floor Conference Room by Natural Resources Board Chair Bill Miller. The members of both boards and staff departed.on a Transfort bus to tour the Whitham Property and Stuart Property. Staff has negotiated purchase for 147-acres of natural undeveloped land in southwest Fort Collins in the Foothills adjacent to the Pineridge Open Space. RECOMMENDATION TO CITY COUNCIL ON THE PURCHASE OF WHITHAM AND STUART PROPERTIES: The Boards reconvened at City Hall West at 7:55 p.m. The Boards discussed the advantages of the purchase of these properties. On a motion by Wil Smith, seconded by Tim Johnson, the Natural Resources Advisory Board unanimously (5-0) voted to recommend to City Council that they purchase the properties as described in Natural Resources Director Tom Shoemaker's memo (dated September 15, 1993). The reasons for their decision are as follows: - Contiguity with Pineridge Open Space - The visual aspects from the City looking west - The threat of immediate loss of the area to development if the land is not purchased quickly - Wildlife habitat On a motion by Jessica MacMillan, seconded by Eric Reno, the Parks and Recreation Board unanimously (5-0) voted to support the purchase of these properties for the reasons stated above by the Natural Resources Board. Director of Cultural, Library, and Recreational Services Mike Powers, then asked the Natural Resources Board if they are in favor of the purchase of the 103 acre parcel of the Whitham property for the acquisition of land for a future youth sports complex/south west community park. The Natural Resources Board is in favor of this arrangement. They felt that the property will serve as the basis/entrance to the natural areas of the Whitham and Stuart properties. They were concerned only with the design of the sports complex and request that the lighted fields be developed near Olander School and that the soccer fields in the park be adjacent to the natural areas to serve as a buffer. The Parks and Recreation Board will consider this park purchase at their September 22 meeting.
