A regular meeting of the Cultural Resources Board was held on
Wednesday, April 23, 5:30 p.m., at the Fort Collins Museum. The
following members were present:

III. Consideration of minutes of March 26, 1997

IV. Discussion re: City Budget for 1998 - 1999.-
The Board was informed of a change in the way that the
Lincoln Center staff determines the rate structure for room
rentals. The rates will now be submitted as part of the city's
budget and will be budgeted as revenue at the same time that staff
budgets for expenses. In the past, staff budgeted expenses first
and then determined the rate structure at a later date with a
separate resolution.
Staff will present the proposed rates to the Board at
the regular meeting on May 28. Rates are due to the city's Budget
Office by June 4. There will be opportunities for public input on
the rates and the rest of the proposed budget after the rates have
been submitted.
Also in May, any supplemental items the Lincoln Center
or the Museum would want to purchase in 1997 will be presented to
the Board.
V. Fort Fund Guidelines Discussion -
The proposed changes that the Board made to the Fort
Fund Guidelines at their regular meeting in March will go before
the City Council on Tuesday, May 6. A letter was sent to all past
Fort Fund recipients on April 18 informing them of the proposed
changes. If the proposed changes are approved, staff will send
out copies of the new guidelines and application forms to past
Fort Fund recipients. The next deadline for submitting
applications to Fort Fund is Tuesday, June 3 for the funding
session of Wednesday, June 25.
Marcella Wells informed the Board that she will not be
able to attend the Fort Fund funding session on June 25.
Fran Johnson will represent the Board at a Fort Fund
informational meeting at the Lincoln Center on Monday, May 12 at
5:30 p.m. in the Mini Theatre.
VI. CIP update -
The tax initiatives supported by the Citizens Building
Community Choices group were passed in the city election on April
8, including the initiative that will raise approximately $1.5
million to purchase land for a new Performing Arts Center.
Staff handed out a draft of a proposed time line for
the completion of the capital projects that relate to the purchase
of land for the Performing Arts Center.
The Board discussed the time line and the process for
gathering public input on the completion of the capital
improvement projects. A suggestion was discussed to hold a joint
open house meeting with other affected city departments to
maximize the turnout for gathering public input on all of the
capital improvement projects.

VIII. Committee Reports -
Art In Public Places - The Board discussed the
Timberline Road extension and Wood Street Service Center projects.
CVB - No report.
Museum - No report.
Lincoln Center Board - The Board discussed the passage
of the tax initiatives at the election on April 8.
Ft. Collins Council on the Arts - The Council
scheduled their first community "arts mixer" for Monday, April 28
at the Colorado Academy of the Arts to get more arts groups
involved with the Council. The Council is also in the midst of
building a mailing list. Staff will request that the names and
addresses of the Board members be included on the Council's
mailing list.
City/CSU Study - The feasibility study report on the
City/CSU joint performing arts center is due the last week in
April. A meeting has been set with the City/CSU advisory
committee for May 15 to discuss the study.
IX. Other Business -
The regular meeting for May will be held at 5:30 p.m at
the Fort Collins Museum. At that meeting the Board will discuss
future meeting times and the meeting times and locations for the
Fort Fund funding session in June. At the May meeting a member of
the Museum staff will take the Board members on a twenty minute
tour of the La Gente exhibition.
The application deadline for new Board members was
Friday, April 18. Karen Warren suggested that the Board in some
way communicate with Will Smith, the Board's City Council Liaison,
its recommendations for the selection of new Board members.
Jennifer Beccard will call Mr. Smith to discuss with him the
Board's suggestions which include making sure that potential Board
members are aware of the time commitment involved with being a
member of the Board and working towards creating the most diverse
Board possible.

EXHIRITS
La Dante: The Hispanics of Fort Collins opened on May 2nd. Approximately 175 attended the gala
event and expressed their sincere appreciation for the first exhibit to recognize the contributions of the
Hispanic community. It is a prototype of one portion of the NEH permanent installation. The museum
will be testing exhibit design, graphics & content while building support and enthusiasm for the project.
Numerous Hispanic items from our wish list have been donated to the collection in the past week. The
museum is grateful to the Hispanic Advisory Committee (which Includes former CRR member, Deborah
Romero) for their guidance, support and volunteer contributions.
EDUCATION
The popular Upper Roxelder School House programs will begin in June. We are pleased to report they are
filled to capacity. Two Hispanic programs will be offered to supplement the Le Canto exhibit Tortillas and
Tales will be held the 24th of May. A pinata workshop will be offered the and of June. The museum
hosted a noon day event in cooperation with the National Association of Interpreters conference on May
2. Antoine Janis provided a living history program in the museum's courtyard.
COLLECTIONS
The Auntie Stone Cabin State Historical Fund Grant is finished. The cabin now has a new roof, plexi-
glas barriers in the doorways on the 2nd floor so people can view the tiny rooms upstairs and the south
wall has been re -chinked. This preservation work will be followed by the Auntie Stone Questers
purchasing an object for the cabin collection with their 5500 grant.
STAFF
Agnes Dix announced her retirement effective the and of June. Agnes has served as Curator of
Interpretation for 12 years at the Fort Collins Museum. She first worked as a museum volunteer.
A celebration was given in her honor on May 15th with a variety of community members attending to
express their appreciation for her dedication to the museum over the years.
Long time volunteer Judy Phillips passed away recently. A memorial was established in her memory for
the Fort Collins Museum. Family and friends have contributed over 0,000. Mr. Phillips requested the
funds be earmarked for the Harper Goff painting of the Jolly Green Giant the museum acquired last fall.
In response to her love of flowers, a flowering tree has also been planted near the Auntie Stone Cabin.
SHOP
The Museum Shop is gearing up for the tourist season. The Museum Shop participated in the Earth Day
Festival in City Park during April. It is anticipated that the Museum Shop will set up a booth for the June
7th River Pest.

LINCOLN CENTER REPORT
May 28, 1997
ADMINISTRATION:
Volunteer Recognition - The annual volunteer recognition reception will be held
on Tuesday June 17th in the Canyon West room. This is the time when we honor
all of our volunteers. Theme for this year is Viva Las Vegas.
Lincoln Center staff will attend our annual retreat on June 4th and 5th Laurie
Fonken-Joseph from the Human Resources Dept. will conduct the seminar on
cultural diversity in the workplace.
Plans are progressing on renovating the Main Box office. The design committee
has met several times with the Facilities Department to finalize the design.
Facilities is working on a proposed budget and hopefully we can start work during
the Christmas holiday break.
The ladies room in the main lobby will be renovated in August. Work includes
new tile floor, wall painting, new counter tops, repainting the stalls and creation
of a handicap accessible stall which meets ADA requirements. Work is expected
to take approximately 5 weeks.
A new traffic light has been installed at the comer of Mulberry/Meldrum. City
streets department will also renovate the south parking entrance off of Mulberry
Street. Access will be blocked for a few days during construction.
Facilities Department will start re -painting of interior corridors, etc. beginning in
June and continuing through August.
VISUAL ARTS:
Opening reception for the new art exhibits will be Thursday May 22 from 5:30 to
7:00 PM.
The new exhibits include the mixed media work of Jean Marie Casbarian and
Florence Alfano McEwin in the Intimate Gallery through June 26.
The Lobby Gallery features the drawings and paintings of Colorado artists JD
Hillberry, Ken Tiessen and California artist Diane Remick through June 26.
The work of two additional Colorado artists are exhibited in the Walkway
Gallery. Fred Myers will exhibit drawings and paintings, Darlis Lamb will
display sculpture in an exhibit that continues through June 24.
