GOLF ADVISORY BOARD
MINUTES: Regular Meeting, November 17, 1982
The meeting was called to order at 7:30 P.M. by Chairman Tom Skillman. Member
Eileen Banks is absent because of recent surgery. City Park Nine Pro, Jim Greer,
is out of town.
Three Senior Citizen Pass holders expressed their sentiments against the raise in
Senior Pass fees. This took 45 minutes of the Board's time.
The minutes of the October 20, 1982 meeting were approved unanimously as submitted.
Collindale Concession Agreement
The current Agreement with Derek Cordova expires December 31, 1982. Bid Proposals
will go out in December. Jim Mitchell and Eileen Banks were appointed to the
Concession Review Committee, which will also be composed of one member each from
the Collindale Women's and Men's Golf Associations, one staff person, and a repre-
sentative from the City Purchasing office. The committee will review the Proposals
and make their recommendation. The Board will review the Proposal Award at their
January 19, 1983 meeting.
Special Privileges Policy
The Board briefly discussed the Special Privileges Policy. Benefits to the courses
from tournament play (additional revenues) were felt to offset inconvenience to
regular golfers. Tom Skillman requested from staff that each special privilege
be reviewed, with its tangible and intangible benefits and cost itemized. Staff
will provide this data at the January Board meeting.
Other Business
Tom Skillman requested further review of the Golf Survey data at the February meeting.
- The Board reviewed correspondence from Mary Hodge and Anna Zier, and will continue
to follow progress toward the resolution of this disagreement.
- The Board responded to concerns over increases in Annual Pass fees, particularly
for Senior Citizens. It was pointed out that exceptions in the fee schedule, for
reasons of hardship, may be granted by special review. Seniors applications will
be reviewed by individuals from the Retired Senior Volunteer Program. Other re-
quests for hardship will be reviewed by City staff.
Board members, individually, and as a group, expressed support for the adopted fee
schedule for 1983. Bill Basow suggested that since City Council has directed Golf
to be 100% self-supporting, and if City Council feels a reduction in fees for
seniors is advisable, that the City should allocate additional funds to achieve
this goal.
- Golf Division Quarterly Reports for July to September, 1983, were received and filed.
- Bill Basow requested that the Board adopt a policy, similar to that of City Council,
whereby citizens may address the Board for five minutes each and avoid a duplication
of comments. The Board unanimously agreed on said policy.
- Jerry P. Brown reported that projected Golf course expenses should end the year
at 99% of the budgeted amount, and that 19U operating revenues were at 102% of
budget as of October 31, 1982.
- Board members received a magazine article entitled, "Buffalograss - A "new"
Turfgrass for Golf Courses?", which appeared in the National U.S.G.A. Green
Section Record magazine in September. Neil Johnson and Collindale Golf Course
are featured in the story.
- Neil Johnson reported on the recent vandalism at Collindale. It was suggested
that the Men's and Women's Golf Association consider offering a reward for the
arrest and conviction of individuals vandalising golf courses.
- Neil Johnson has been appointed as our City staff representative/liaison to the
SouthRidge Golf Course Project.
- Jerry P. Brown informed the Board that member Sandy Bickel has resigned because
of other obligations. Council will be interviewing for her replacement.
- It was unanimously agreed to abridge the December meeting and to schedule the
next regular Board meeting for January.
The meeting was adjourned at 9:20 P.M.
