GOLF ADVISORY BOARD
MINUTES: Regular Meeting, February 16, 1983
The meeting was called to order at 7:30 P.M. by Chairman Skillman. All Board
members were present.

Citizen Participation
of January 19, 1983, were approved unanimously, as
noted that Mr. Jim Wagner (The Senior Citizen who
s stating staff lies, etc.) telephoned him the next
rudeness and remarks. However, his position on

- Mr. Bill Turnbull, President of the Collindale Men's Golf Association,
announced that on March 18th, a member of the Colorado Golf Association
will be at Collindale to discuss the course rating and handicap systems.
The C.M.G.A. will provide refreshments.
Mr. Jeff Boulter of the C.M.G.A. stated that the Men's Association was very
willing to participate in efforts to make improvements around the course and
Clubhouse. Staff will work with the C.M.G.A. on their offer.
Special Privileges Discussion
The first item for discussion was tournaments. The two Pros stated that
tournaments won't be scheduled simultaneously at both courses. Jim Mitchell
spoke against shotgun starts. H. R. Phillips said that very few tournaments
are permitted shotgun starts. Jim Mitchell then moved that shotgun starts be
prohibited. Motion failed for lack of a second.
It was felt that based on past performance, tournament scheduling would continue
to be left to the discretion of the Pros. Bill Zech questioned the policy of
waiving fees for tournaments. H. R. Phillips and Bill Metier stated that this
occurred on a very limited basis, particularly in the post Labor Day season
(C.S.U. Women's Golf Team fund raiser, etc.). Tom Skillman commended the Pros
for their efforts in balancing tournament play with public play. Jerry P. Brown
reminded Board members that revenues from tournaments was the 4th top money
producer in 1982.
Poudre R-I and C.S.U. privileges were next to be discussed. Both Junior and
Senior High School team members can practice for free (most student players
are already Family or Junior Annual Pass holders, anyway). Staff will contact
the Poudre R-I coaches to remind them of all present policies. We are having
no problems or excessive use by students.
Jerry P. Brown stated, for the record, that he is not opposed to Ladies' Day.
Many people widely believe that he is against it. No other comments were
offered on Special Privileges policies, so the balance will continue unchanged.
Golf Board Questionnaire
Jim Mitchell pointed out the strong interest in Course Marshalls, as reflected
in the questionnaire of last July. Bill Metier stated that course play at
Collindale averages 4; hours, which is faster than most courses in the South
and West. Bill Basow questioned whether education in golf courtesy might
speed up play. H. R. Phillips felt that only Marshalls would speed up play,
but were not affordable in our budget. Tom Skillman then asked whether the
Men's and/or Women's Association might want to help develop a printed handout
recommending ways for faster golf play.
Jerry P. Brown pointed out that cleanliness standards for the concession area
at Collindale were incorporated into the concession bidding this year as one
of the responses to the questionnaire. Bill Basow pointed out the praise
for the Pros and Maintenance staffs which was reflected in the survey. John
Drescher alluded to comments on wetness of the course and questioned tiling
and drainage options. Neil Johnson felt that what could be done had been done.
Other Business
- The next Board meeting is scheduled for March 16th, which is during Spring
Break. The lowest attended meeting last year was the March meeting. The
Board agreed that Tom Skillman and staff could determine if sufficient agenda
and attendance would warrant a March 16th meeting.
- Jerry P. Brown announced that a professional custodial service was hired
(through City bid) for the Collindale Clubhouse, beginning March 1st and
running at least through October, at a cost of $450 per month.
- Bill Basow raised an issue from a previous meeting regarding requesting the
Men's and Women's Associations to provide a reward for acts of vandalism.
Staff will discuss this further with the Associations.
- Staff pointed out the letter from City Manager, John Arnold, to Bernie Cain
and Clifford Buckley, identifying Neil Johnson as the City Representative
to SouthRidge Golf Course. Neil gave the Board a brief report on the status
of SouthRidge, and he will give a monthly progress report on this topic.
- Jerry P. Brown discussed the monthly statistical reports, noting the changes
in some of their formats. A record number of rounds was played in January.
The meeting was adjourned at 9:12 P.M.
