HomeMy WebLinkAboutGolf Board - Minutes - 08/17/1983CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF ADVISORY BOARD MINUTES: Regular Meeting - August 17, 1983 The meeting was called to order at 7:30 P.M. by Chairman, Tom Skillman. All Board members, including the Alternate member, were present. Agenda Review - No changes to the,Agenda Citizen Participation. - Mary and Al Woodruff complained that they are being forced to remove their private golf cart from storage at City Park Nine on January 1, 1984. Jerry P. Brown reminded them that they had received notice to remove the cart by January 1, 1984, over two years ago. Tom Skillman said the storage space was needed for go -if course equipment which will be relocated from the Park Shop once the new Parks equipment for Community Parks arrives. Mr. & Mrs. Woodruff indicated they may appeal to City Council. John J. Brown complained about the condition of the San-o-Let outhouse at City Park Nine. Staff plans to purchase a new San-o-Let (cost is around $800) later this year, or early next year, depending on finances. Maybe the City Park Nine Ladies' Association will assist with the cost. Minutes - The Minutes of the last regular meeting of July 20, 1983, were approved unanimously as submitted, on a motion by Eileen Banks, seconded by Carl Kansala. 1984 Proposed Budget and Fee Structure An Open Forum round table -type discussion concerning the 1984 Proposed Budget and Fee Structure was conducted. All seven Board members, the Alternate member, staff, and twelve citizens participated. Jerry P. Brown explained the Fee Structure, and the probable 5. to lOk increase in fees for 1984. There was then: much discussion by everyone, questions and answers, and general expression of concerns. Board members commented that the Fee Structure established last year was good, and should be continued. All agreed that the Expenditure Budget should be kept as low as possible and increases held to a minimum. The expenses for maintaining top quality courses cannot be done at a lower cost. City Council will hold public budget hearings on September 6th and 20th. All those interested should plan to attend and make their feelings known. Board members reinterated their previous adopted philosophy that we should maintain about 251 of the budget in the Surcharge Reserve, and consider using the balance for Capital Outlay needs. We currently have around $100,000 in the Surcharge (which is nearly 25% of the budget) and are collecting funds at the rate of $35,000 per year. Since the Surcharge will never have enough money to build another course, it seems appropriate to spend this money for golf purposes today, rather than save it all_ Keeping the Reserve is important, but the money can be used to help offset Capital needs. Jerry P. Brown informed the Board that the Lottery will bring the City $374,000 on September 1st, and that the Golf Fund still could receive a share ($25,000- $30,000 or so) if Council felt it was a good idea. Board members reaffirmed their stated position of several months ago that Golf was basically entitled to some Lottery money since the City solicited votes from golfers when the issue was on the ballot. We will continue to pursue this area_ Dick Zubradt moved that the Secretary be instructed to send a letter to the Collindale Ladies' and Men's Associations, and the City Park Nine Ladies' Association, informing them about the City Council budget sessions on September 6th and 20th. John Drescher seconded the motion. The motion passed unanimously. Bill Basow moved to formally request that if 1984 Golf Fees need to be increased 10%, as seems likely, that 3% of that increase come from user fee increases, 3% come from the Surcharge Reserve Account, and 4% come from a City subsidy. Shirley Adams seconded the motion. The motion passed unanimously. Update on Ranger Experiment Program Jerry P. Brown reported that to date we had spent approximately $1,300 on the Ranger Program, and we expected to spend another $1,300 by Labor Day when the experiment ends. Jerry feels the program is working much better at City Park Nine than Collindale. As we decided at our last meeting, we will devote the October Board Meeting to evaluating the program. Other Business - Neil Johnson provided an update report on SouthRidge Greens Golf Course. - Bill Metier became a Grandfather at 3:00 A.M. today. - Councilman Ed Stoner has been appointed as City Council laison to the Golf Board. Jerry P. Brown invited Mr. Stoner to attend tonight's meeting, but he had a previous commitment . - Jerry pointed out the memo on C_S.U. Men's Golf Team qualifying. - Financial and statistical reports were received and filed. The meeting was adjourned at 10:15 P.M.
