GOLF ADVISORY BOARD
MINUTES: Regular Meeting - February 15, 1984
The meeting was called to order at 7:32 p.m. by Chairman Tom Skillman.
Board member Carl Kansala called, and could not attend. Councilman Ed
Stoner, City Council liaison to the Golf Board, was welcomed to the meeting.
Agenda Review - No changes to the printed agenda.
Citizen Participation - Jeff Boulter, President of the Collindale Men's
Golf Association informed the Board about their proposed Club project.
They desire to attach a patio cover to the south side of the golf club-
house. They have a budget of $700-$800, and most of the labor will be
donated. There will be no cost to the City. On a motion by John Drescher,
seconded by Eileen Banks, the Board voted unanimously to accept the patio
covering donation from the Collindale Men's Golf Association (pending
design approvals from Parks and Recreation, and the Planning Department,
as required).
Minutes - The minutes of the last Regular Meeting of November 16, 1983,
were approved unanimously, as submitted, on a motion by Bill 'ech,
seconded by Eileen Banks.
Administrative Modifications of Golf Annual Pass Fees - Staff prepared
two reports for the Board entitled, Adm n strat ve odification of
Senior Citizen 'Husband/Wife' Annual Pass Fees" and "Junior Pass Fees."
Both reports described the special circumstances that have become apparent
since the original adoption of the fee structure, and what our actual
1983 experience showed. For example, we lost 29 Junior Golfers from
1982, or approximately 30 percent of the Juniors. This was not our
intent, and our policy is to try and encourage junior golf in Fort Collins,
not discourage it. As far as the seniors' problem, we decided that we
were unfairly penalizing a senior citizen married to a non -senior by
continuing to charge them both full prices until both were senior citizens.
After much discussion, the Board, on a motion by Eileen Banks, seconded
by John Drescher, voted unanimously to implement both staff proposals
to administratively modify the fee structure for Annual Passes as follows:
1. Charge the senior citizen the regular rate of $200, but only charge
their non -senior citizen spouse the regular "wife" rate of $200,
for a total cost of $400, instead of $465.
2. Charge the existing family rates of $265 to the first adult/husband
and $200 to the second adult/wife, but reduce the rate of the first
child from $135 to $65, and lower the maximum family charge from
$665 to $595.
Other Business
- In addition to the proposed patio cover to be donated by the Collindale
Men's Golf Association, the C.M.G.A. also agreed to assist us in painting
the new interior remodeling to the snack bar. The "Pub" should be
completed by March 20.
- The Collindale Women's Golf Association has agreed to donate locking
devices for the water cans on the course, to prevent anyone from adding
foreign substances to the drinking water.
- We are purchasing two new San-O-Let portable toilets for City Park Nine,
replacing the one old San-O-Let, which has been vandalized and has
deteriorated over the years.
- Staff is still investigating options toward recarpeting the City Park
Nine Clubhouse, and improving on the kitchen area.
- Neil Johnson updated Board members on the status of South Ridge Greens,
which they plan to open around July 1. Neil also reported on various
topics discussed at the International Golf Course Superintendents
Association Conference in Las Vegas, which he recently attended.
- John Drescher questioned Ed Stoner about Council policy toward the
Horsetooth Road improvements adjacent to Collindale, as well as the
South Lemay construction also next to Collindale.
- Jerry P. Brown reported he had attended the first year of the two-
year National Golf Management School in Oglebay, Wheeley, West Virginia,
in January. It was excellent.
The meeting was adjourned at 8:40 p.m.
