GOLF ADVISORY BOARD
MINUTES: Regular Meeting - April 18, 1984
The meeting was called to order at 7:30 p.m. by Vice -Chair Eileen Banks.
Chairman Skillman is out of the country. Alternate member Shirley Adams
was given voting status.
Agenda Review: No changes to the printed agenda.
Citizen Partici ation: Several citizens were in attendance to talk about
eves. — t was dec a to include that as part of the agenda item regarding
fee structures - no other citizen participation.
Minutes: The minutes of the last Regular meeting of February 15, 1984.
were approved unanimously (7:0), as submitted, on a motion by Bill Basow,
seconded by Dick Zubradt.
Impact of the Smoking Ordinance at Golf Facilities:
Staff previously distributed copies of Ordinance No. 23, 1984 (The Smoking
Ordinance) to the Board members for review. Staff requested Board input
on the implementation of the Ordinance at golf facilities, stating that
it was our obligation to accommodate both smoking and non-smoking golfers
within the law. Staff presented a proposal for the City Park Nine and
Collindale Clubhouses, which had been reviewed by other appropriate City
staff. The Board unanimously concurred with the staff proposal.
Fee Structure:
Much discussion was held on fee structure. Several senior citizens in
attendance complained about the cost for seniors, stating that they had
written letters to the Council. Councilman Stoner (Golf Board Liaison)
suggested that they attend this meeting. Board members and staff explained
in great detail the reasons for the fees and their current structure. The
existing fees are equitable, with more catagories of golfers paying fees
in relation to their amount of play. The Golf Board is basically very
satisfied with the existing fee structure. One suggestion by John Drescher
which will be reviewed further is the concept of charging a set fee amount
(say $50 for seniors, $75 for adults, $25 for Juniors, etc.) for an annual
pass card; and then collecting another set amount such as $2 each time a
golfer plays. Then, golfers that play more will pay more.
Several of those in attendance said they now understood the fees better
after explanations. Shirley Adams suggested a public information program
answering some of these other misunderstood issues. Staff will investigate
and report back at the next meeting.
Other Business
- Jerry P. Brown reported on the status of South Ridge Greens. He spoke with
Cliff Buckley today, and Cliff said SouthRidge came through the winter in
good shape, with only a few irrigation line breaks... the course will open
to the public on July 1. Golf Board, City Council, City Staff and others
responsible for the course will be invited to inspect the course probably
on June 30. There will be free golf and refreshments ... the Clubhouse is
still in the P&Z process... Bernie Cain is no longer a majority partner.
Mr. David McCarry replaced him.
- Jerry noted that the terms of Carl Kansala, Bill Zech, and Shirley Adams
expire on July 1, 1984. He encouraged them to reapply for Board membership,
if they so desire.
- Jerry asked for Board Member and Golf Professionals input on caddies.
The meeting was adjourned at 8:48 p.m., on a motion by John Drescher, seconded
by Bill Basow, passed unanimously.
