GOLF BOARD
MINUTES: Regular Meeting - September 19, 1984
The meeting was called to order at 7:32 p.m, by President Eileen Banks.
Alternate Board Member Al Cavallaro called to advise he would be absent.
Agenda Review: No changes to the printed agenda.
Citizen Participation: No citizen participation.
Minutes: The minutes of the last regular meeting of August 15, 1984,
were approved unanimously, as submitted, on a motion by John Drescher,
seconded by Dick Zubradt.
1985 Fees and Charges
Staff provided a written report to the Board. Each fee was discussed
Individually. Staff proposed no increases in any 1985 fees and charges.
Staff requests adding a $5.00/per hundred Annual Pass Installment Payment
Service Fee, and changing collection of the Surcharge to 10 percent of
each green fee rate rather than the existing cumbersome formula, and
maintaining the existing 10 percent of each annual pass rate. Other
topics discussed included: a temporary reduction in green fees if we
go to temporary greens in the winter; expanding the time of senior
citizen golf cart fee reductions to 2:00 p.m. (from 12 noon); and
installing signs in the golf carts stating the City is not responsible
for any items left in the carts. Some Board members questioned the
logic of the authorization of allowing private -owned golf carts on our
courses. Staff will investigate all of the above concerns.
Bill Zech pointed out that our terminology of "Club Storage" could be
legally implying that we are responsible for the loss or theft of clubs,
bags, equipment, etc. even if we provide a disclaimer of our respon-
sibility. Board members agreed to change the name to "Club Service"
rather than storage. After further discussion, the Board on a motion
by Bill Basow, seconded by Tom Skillman, voted unanimously (7:0) to
approve the 1985 fees and charges schedule submitted by staff with
the corrections agreed to tonight. The Board furthermore voted un-
animously (7:0), on a motion by Bill Basow, seconded by Tom Skillman,
that the City Council and citizens of the City of Fort Collins should
be made aware that 1985 golf fees will not be increased because of
efficient and prudent use of funds by staff, and the diligent management
practices of the Board and staff.

Golf Professionals Agreement Committee
The agreements with Bill Metier and Jim Greer expire on December 31, 1984.
President Banks appointed John Drescher, Tom Skillman, and Dick Zubradt
as a Board Committee to review the renewed agreements for 1985 and 1986.
Collindale Snack Bar Concession Committee
The agreement with Derek Cordova expires on December 31, 1984. President
Banks appointed Dan Preble and herself to serve on the committee to
review the bids and interview perspective concessionaires for 1985 and 1986.
Board By-laws
Staff requested that Board members provide their written input for the
proposed revised board by-laws at the October meeting.
Other Business
- The handicap sheets haven't been sent in since July. The Men's
Association has been the cause. They get $2.00 in fees for this
service. A letter should be sent to the CMGA by'the President expressing
concern. It isn't the golf professionals' fault that the handicaps
haven't been sent in even though they get the blame most of the time.
- Junior/Youth Golf was discussed. Staff is requested to provide the Board
with a complete list documenting our total involvement in this area.
Dan Preble and Al Cavallaro were appointed as a Board Committee and
will work together on a program for the future.
- Brief discussion on the status of the FMC signs at City Park Nine
Golf Course, and the exchange of CSU football tickets for low-income
youth and senior citizens for usage of our courses for the CSU Men's
team qualifications.
The meeting was adjourned at 9:00 p.m.
