GOLF BOARD
MINUTES: Regular Meeting - March 20, 1985
The meeting was called to order at 7:30 p.m. sharp by President Eileen
Banks. All board members and the alternate were present.
Agenda Review: No change to the printed agenda.
Citizen Participation: Jeff Boulter, President of the Collindale Men's
Association, announced that his group is close to submitting plans to
the City for their major project, which is the patio cover to the
Collindale Clubhouse. Jeff also said that he is working with Snack Bar
Concessionaire Derek Cordova on the tile sealing project.
Minutes: The minutes of the regular meeting of February 20, 1985, were
approved unanimously, as submitted, on a motion by John Drescher,
seconded by Dan Preble.
Junior Golf Committee Report
Al Cavallaro reported that the Collindale Men's Golf Association, in
conjunction with Taco Bell, Gojo Sports of Fort Collins, and Elks Lodge
#804, will co-sponsor an advanced/competitive junior golf program this
summer. The program will compliment, and is an extension of our
regular junior golf program, which is run by the two golf
professionals. The eventual winner of the various tournaments will
receive a $200 scholarship to the Colorado PGA Junior Academy. All
prizes will be furnished by the sponsors with no City or Golf money
involved. Players will pay full fees as for any other tournament.
Play will be at City Park Nine, Collindale, and SouthRidge. The CMGA
will sell bag tags as a fund raiser. Dan Preble then reported on the
Poudre R-1 Junior High School involvement, and their program plans.
Bill Metier will hold various free clinics, as well.
Lemay/Horsetooth Construction Project
H. R. Phillips briefly outlined the scope of the project and introduced
Project Manager Mark Sears. He further explained the project, and
introduced the consultant, Steve Blue of ARIX of Greeley. Steve
provided all the detailed information. The Golf Board was most
concerned about four elements of the project as follows: 1. Adjacent
to Lemay; 2. Adjacent to Horsetooth; 3. the closeness to #8 tee box;
and 4. Water flow to the golf course during the project.

Dr. Basow was called away from the meeting for an emergency, so
alternate member Al Cavallaro was granted voting status.
Board members were extremely concerned about the potential liability
problems associated with a proposed sidewalk on the east side of Lemay,
adjacent to the maintenance buildings/yard and the driving range. It
seems obvious that children will enter the course to take golf balls,
as well as use the course as a short cut.
A sidewalk "invites" children, even though it was agreed that people
would probably walk on the course side with or without a sidewalk. The
liability question remains. Board members suggested a fence from near
#8 tee box north to the driving range tee box, most likely directly
behind (east) the line of Russian olive tPees.
Dick Zubradt stated that Poudre R-1 will be building a new school south
of Collindale, so children should not be walking to Shepardson School
in the near future. Steve Blue said there will be no interruption of
water flow to the course during construction. If the project ends up
including Horsetooth east to the railroad tracks (if funding is
available), no sidewalk is planned for the golf course side.
Each board member expressed their opinions. After further discussion,
the board, on a motion by Tom Skillman, seconded by Al Cavallaro, voted
unanimously 7:0 that the project should not include sidewalks adjacent
to golf course property. Board members stated, for the record, that it
should be fully understood that the Golf Fund will not pay for any
fencing that is not included in the project; if at a later date it is
determined that fencing is needed because of liability problems. Both
Bill Metier and Neil Johnson will attend the project public meeting on
March 21 to represent the interests of the golf course.
Update on Beer and Wine Potential Sales
Several meetings ago, board members requested staff to check into the
possibility of securing a beer and wine license for the courses. Jerry
P. Brown reported that he has discussed the mater with the City Clerk's
office, and that it appears to be a very difficult process if we wanted
to expand from our current 3.2 beer licenses. Among potential
problems: any license more than a 3.2 needs state approval; both City
Council and the Fort Collins Liquor Licensing authority would probably
have concerns; facility remodeling to accommodate two separate alcohol
servicing stations; question about course fencing if liquor is served;
unknown impact of impending law change in legal drinking age for 3.2
beer. Some board members also expressed concern about the impact of

SouthRidge taking away some potential revenues. After further
discussion, it was agreed to take a wait -and -see attitude, and seek no
immediate changes.
Structure of Fees
President Banks suggested that it is time again for the board to
annually examine its fee structure policy, and to consider the
possibility of potentially eliminating annual passes. Jerry stated
that he fully believes that if we eliminate annual passes that the cost
of green fees could go down for everyone, and that we could offer
further discounts to special groups, such as juniors and seniors.
However, the financial condition of the Golf Fund is healthy, and
golfers seem fairly content with the existing fee structure.
Jerry said he projects 1986 fees will be increased five percent for
inflation ($5.50 for 9; $9.00 for $18; $280 for adult pass; $210
senior pass, etc.) He said the Parks and Recreation Department is not
pushing for the elimination of annual passes at this time, even though
he believes it is a future goal for 1987, 1988, 1989 or so. There was
much discussion. It was noted that there are several new courses
planned to be constructed in the Fort Collins area (Boyd Lake, Del
Webb, etc.) so if those courses become realities, we then will have to
give serious consideration to our structure. Jerry said if board
members want a change, then we definitely will want to hold several
public meetings on the topic. Eileen said she felt the problem will
probably take care of itself as fees rise and business decisions must
be made, and Tom Skillman suggested if the current system isn't broken,
we shouldn't try to fix it. Board members unanimously concurred to
continue with the existing fee structure for 1986.
Other Business
- Jerry said the Traffic Department has informed him that they will
paint the stripes in the Collindale Parking Lot the week of April 8.
- Jerry received a call from Collindale Women's Golf Association
President Nan Rubin, in response to our letter suggesting a Clubhouse
project for their organization. Nan stated that the CWGA treasury is
at "rock bottom" and they cannot do a Collindale project this year.
- John Drescher again inquired about the possibility of publishing a
golf financial report. Jerry again said he is concerned about the
complicated nature of the data, and there is no easy way to simplify
the information. He said board members are supposed to represent the
interest of the golfer and that our meetings are open to the public

and our files are available should people desire explanations. Jerry
will look at the possibility of an annual report -type format, or
perhaps posting the revenues/expenditure summaries monthly at the
courses.
- Board members expressed an interest in receiving a SouthRidge update.
Jerry briefly responded, telling them that staff is monitoring the
situation. SouthRidge is projecting 42,000 rounds in 1985.
- February financial/statistical reports were distributed. Jerry noted
the revised 1985 revenue projections.
The meeting was adjourned at 9:38 p.m.
