GOLF BOARD
MINUTES: Regular Meeting - April 17, 1985
The meeting was called to order at 7:30 p.m. by President Eileen Banks.
Alternate Member Al Cavallaro called to say he could not attend the
meeting.

Citizen Participation: No citizen participation.
Minutes: The minutes of the Regular Meeting of March 20, 1985, were
approved unanimously, as submitted, on a motion by John Drescher,
seconded by Dick Zubradt.
Review of Smoking Ordinance Impact at the Collindale Clubhouse
Jerry P. Brown stated that many golfers have requested that we review
our implementation plan of the Smoking Ordinance at Collindale
Clubhouse. Snack Bar Concessionaire Derek Cordova, discussed the
situation as it impacts him as an independent contractor. He said he
estimates a large percentage of snack bar customers are smokers, and
our previous implementation plan may have been overly restrictive. The
small areas around the television set does not provide enough area for
smokers. Since he is legally classified as a 3.2 beer bar, as per his
occupational tax license, he would like to see us open up the entire
area to smokers. However, Jerry said that that was unacceptable. We
should look for an alternative.
Jerry said he had discussed the matter with Assistant City Attorney
Kathy Allin, and she suggested a medium solution. Jerry drew a
proposed plan on the chalkboard. Several Board Members expressed
concerns about the negative nature of the Smoking Ordinance, but Jerry
clearly explained the parameters so all would understand the situation.
The Golf Board and Staff should try to accommodate golfers and allow
the concessionaire to operate in a manner that does not punish him.
Derek is in a unique situation operating a beer bar, but his bar is
owned and managed by the City, and all City rules, regulations, and
policies apply to him. The bid documents and his contract clearly spell
this out. It is possible to search for loopholes in the Ordinance, but
staff will not liberally interpret the Ordinance to overly accommodate
smokers at the expense of non-smokers.
After further discussion, the Board, on a motion by Tom Skillman,
seconded by Eileen Banks, voted 5:0 with John Drescher abstaining, to
allow the Snack Bar Concessionaire to utilize his snack bar room as a
smoking area, and expand the smoking section in the Clubhouse to add
six smoking tables adjacent to the television area. This would make
the room about 40 percent smoking, with all common areas declared
non-smoking. Also, Derek will provide a special non-smoking service

window on the south side of his snack bar so customers do not have to
enter the snack bar room for food and beer service. All smoking tables
will be marked with a sign.
Staff Report On Corridor Alternatives
Jerry distributed copies of the staff report on corridor alternatives
prepared by the Community Development Director Curt Smith. Jerry asked
Board Members to study the report, and provide comments as per the
instructions. We can talk about this at a future meeting, if desired.
Several Board Members said that it is a good idea to allow a golf
course to be built in the corridor area.
Lemay/Horsetooth Construction Project
Jerry updated the Board on the status of the project. He said Mark
Sears informed him that no final decision had been made on whether or
not a sidewalk and/or fence would be built adjacent to Collindale along
Lemay. That section of South Lemay is now closed for one month.
Construction should occur from roughly June through August. Bob Lee,
Director of Transportation Services, has requested to meet with
concerned Board Members. Eileen Banks, John Drescher and Golf Pro Bill
Metier will meet with Bob Lee and Mark Sears on Friday, April 19, at
9:00 a.m. at the Collindale Clubhouse.
Other Business
- Dan Preble reported on Junior Golf with some information provided to
him by Al Cavallaro; Bill Metier and Dave McCoy had 35 kids attend
their free clinic on April 7. There will be another free clinic this
Sunday at Collindale at 1:00 p.m; Jerry provided a written summary
of our total Junior Golf Program, as well as the Junior High School
Program, as prepared by Dan Preble.
- Board Members complimented Derek Cordova for doing a good job at the
Snack Bar and for upgrading his menu and improving his area condit-
ions.
- Board Member Bill Zech, for the record, stated he is working
contractually for SouthRidge Green Golf Course marketing tournaments,
lessons, and trying to attract play. He will abstain from any
discussions or votes regarding SouthRidge.
- Neil Johnson reported that Collindale is two weeks ahead of last year
regarding growth conditions, etc. It is in excellent shape.
- Dave Sadler reported that we will build a cart path behind #6 Green
at City Park Nine. We discovered through a survey that we owned 10
more feet to the east.
- Derek Cordova briefly discussed his liquor liability insurance,
occupational tax, and fire insurance rates. Even though we serve 3.2
beer only seven months of the year, and only until dusk at night, he
has to pay full rates the same as any other 3.2 beer bar. They are way

too high, and Board Members may request City Council to assist us with
the fairness of the matter. The occupational tax should have a pro
rated scale, for example. Jim Greer, City Park Nine Golf Pro, (who has
the 3.2 beer license at City Park Nine) concurred.
- Financial and statistical reports through March were distributed.
- Jerry reviewed various correspondence, including his letter
responding to Mr. Larry Scott regarding the new golf score cards; the
letters from the Boards and Commissions coordinator advising of
application deadlines for applying to the Board; and a copy of the
magazine story noting Jerry as the first and only Colorado graduate
of the Golf Management School.
The meeting was adjourned at 8:40 p.m.
