GOLF BOARD
MINUTES: Regular Meeting - June 19, 1985
The annual dinner meeting was called to order at 7:40 p.m. at Brown's
Country Inn Restaurant by President Eileen Banks. (Board Members had
dinner from 6:30 to 7:40). Dick Zubradt called to say he could not
attend, so alternate member Al Cavallaro was granted voting status.
Agenda Review: No changes to the printed agenda.
Citizen Participation: No citizen participation.
Minutes: The minutes of the Regular Meeting of May 15, 1985, were
approve unanimously, as submitted, on a motion by John Drescher,
seconded by Tom Skillman.
Occupation Tax Recommendation
Last month the Board voted 5:1 to request staff to research and prepare
an appropriate document to City Council regarding the Occupation Tax
and possibly suggesting a pro-rata system be investigated for special
circumstances such as the two golf courses. Staff did what the Board
requested, and distributed the information for Board review. Jerry P.
Brown discussed the issue, providing both sides of the argument. He
noted that our concessionaire "bid" the snack bar fully aware of all
the charges and costs of operation, including the Occupation Tax.
Also, as Bill Basow pointed out last month, a reduction for special
circumstances could apply to many 3.2 beer bars who cater to students,
or who have only night operating hours. Where would it stop?
Staff suggested that it is probably in the best interest of the Golf
Fund to not pursue this issue, but would support whatever the Board
desired. Jim Greer and Derek Cordova (our two beer concessionaires)
agreed that it really wasn't worth pursuing at this time. After
further discussion, the Board, on a motion by John Drescher, seconded
by Tom Skillman, voted unanimously 7:0 to drop the issues at this time.
However, the Board will still review the concern of the rising cost of
liquor liability insurance for our concessionaires.
Election of Officers for 1985/86
The existing Golf Board By-laws (which are in the process of being
revised) state that the election of officers will be held annually at
the June meeting. Board members, however, feel it is inappropriate to
hold elections until the "new" board members are appointed by City
Council. Therefore, the Board, on a motion by John Drescher, seconded
by Tom Skillman, voted unanimously (7:0) to table the election of
officers for 1985/86 until the next Board meeting in July.

Other Business
- John Drescher again asked for information about the status of
SouthRidge. There was some limited discussion. Jerry again stated
he is confident that the City is working toward a solution to the
concerns, especially the financial impacts.
- Jerry briefly explained the probable impacts of the Fair Labor
Standards Act on the Golf Fund. It could cost us as much as $6,500
per year.
- Jerry said that Poudre R-1 has decided to play their three "home"
golf matches this fall on Saturdays instead of during the week.
That will mean each participating team will pay us $10, as per our
policy. he said we should think about changing that policy this
winter after we review the impact of the Poudre R-1 decision to
play on Saturday. A larger fee may be appropriate.
- Revenues through May are at 46.7 percent, as compared to 1984 in
May at 40.3 percent, and 1983 in May at 52.8 percent. We are in
good shape.
The meeting was adjourned at 8:32 p.m.
