Golf Board
MINUTES: Regular Meeting - August 21, 1985
The meeting was called to order at 7:33 p.m. by President Eileen Banks.
Board members John Drescher and alternate Al Cavallaro called to say
they could not attend.
Agenda Review: No changes to the printed agenda.
Citizen Participation: No citizen participation.
Minutes: The minutes of the last regular meeting of June 19, 1985,
were approved unanimously, as submitted, on a motion by Dick Zubradt,
seconded by Dan Preble.
Election of Officers for 1985/86
At the June meeting the Board voted unanimously (7-0) to table the
election of officers for 1985/86 until the next meeting. The existing
by-laws, which are in the process of being revised, state that the
election of officers will be held annually at the June meeting. Staff
recommended that it makes more sense to have Golf Board offices elected
in January rather than during the summer. The Board then voted
unanimously (5-0) to table the election of officers until January, on a
motion by Dick Zubradt, seconded by Dan Preble. All three officers
agreed to serve in their present capacity until that time. The revised
by-laws to be sent to City Council, will reflect this change.
Modification to Annual Pass Fee Structure
Earlier this year, the Board unanimously voted to retain the present
fee structure for 1986. Since that time, staff has been investigating
the possibility of a modification to the current structure of annual
passes by adding $1 per usage. Annual pass play is now high again and
green fee play is down considerably. Many other public/municipal
courses that still offer annual passes are going to this type of system
because it provides a more equitable situation for players financially.
Staff estimates that several hundred of our nearly 600 annual pass card
holders play between 100 to 300 rounds of golf, meaning that a senior
citizen, who plays 200 rounds, which is very common, actually pays only
$1 per round to play, whereas green fee players pay an average of
approximately $6.50 per round. Staff firmly believes that there needs
to be more fairness and equity to this structure, and currently these
avid golfers have the best recreation deal in town.
Board members discussed this issue thoroughly, including the other
options available. Dick Zubradt supports the concept of the
modification as long as we don't burden Junior golfers financially.
Tom Skillman also generally supports the idea, but feels the timing now
is not good. Staff suggested the need for one or two public meetings

with golfers to explain the options. Eileen Banks concurs that the
modification may be appropriate, but needs time to be accepted. Staff
noted that the above scenario of the senior golfers of 200 rounds would
under this new plan pay only $1.75 per round, which is still very
reasonable, but all golfers would pay more to play more. Board members
then unanimously agreed to hold off on this proposal until after the
first of the year and have a couple of public meetings, with the intent
of implementing change for the 1987 season.
Other Business
- Staff briefly updated the Board on the status of SouthRidge Greens,
including the general context of the new agreement.
- Dick Zubradt talked about high school golf.
- Dan Preble questioned Jim Greer about recent tournaments and there
was some discussion.
- Jerry P. Brown stated that Par Pal had been taken over by
"Tee -Off", a subsidiary of SanCor Marketing of Fort Collins (owned
by Sark Arslanian),and that they will be revising our score cards.
The meeting was adjourned at 9:10 p.m.
