GOLF BOARD
MINUTES: Regular Meeting - February 19, 1986
The meeting was called to order at 7:35 p.m. by President Dick Zubradt.
Board Members Eileen Banks and Alternate Al Cavallaro called in ill and
could not attend the meeting.
Agenda Review: No changes to the printed Agenda.
Citizen Participation: No citizen participation.
Minutes: The minutes of the regular meeting of January 15, 1986, were
approved as distributed.
City Park Nine Clubhouse Renovation/Maintenance Building Project
Staff previously distributed the two proposal documents from Glaser
Associates, the City contracted architectural/engineering consultant.
The revised cost for their services is $5,600 to be paid by the Golf
Fund. After brief discussion, Board members unanimously concurred with
the elements of the proposal documents. We will probably schedule a
special meeting for early April to provide conceptual input prior to
deciding on a public meeting with golfers in mid -to -late April. Board
members need to think about potential kitchen/concession plans, etc.
Sidewalk on Mulberry
Staff updated the Board on the proposed continuation sidewalk to be
constructed adjacent to Mulberry on Hole #6 at City Park Nine. Weather
prevented construction last fall. Also, the ditch bridge provides a
barrier to continuing the sidewalk beyond golf course property. Board
members again voiced concern for the necessity of this sidewalk. On a
motion by Tom Skillman, seconded by Dan Preble, the Board voted
unanimously (5:0) that this sidewalk is not a good idea due to safety
hazards and potential liability problems. We do not need to encourage
non -golfers to walk/jog on the golf course. Some Board members
suggested that the City should remove the existing sidewalk which goes
about half the distance of #6. -- (Note: see related item under "Other
Business").
Horesetooth/Lemay Project
Staff reported that Engineering currently has no plans for a sidewalk
on the south side of Horsetooth Road adjacent to #1 fairway at
Collindale when they improve that section of the street. Also, as
agreed to by Rich Shannon, the Board can decide in May whether or not
fencing needs to be installed along Lemay adjacent to the driving range
to the maintenance building. Alternatives include heavy landscaping of
the area.

Fee Structure Committee Report
Dick Zubradt distributed copies of a document of the various
alternatives available regarding the structure of fees. The committee
is comprised of John Drescher, Tom Skillman, Bill Metier, and Dick
Zubradt. All agreed that the non-resident green fees for each 9-holes
of golf is no longer valid and should be eliminated. After
discussion, the Board voted unanimously to recommend to City Council
to immediately eliminate out -of -city green fee charges and have one
flat rate for all golfers. The motion was made by Tom Skillman and
seconded by John Drescher. Staff will prepare a City Council Agenda
item summary for March 18 with implementation for April 1, if passed by
Council. We will continue to discuss the structure of fees at our next
meeting.
Other Business
Dick Zubradt brought up the idea of speaking to Anheuser-Busch
about our golf courses and suggested that we should maybe publish a
pamphlet with information about the value of golf to our community.
Board members feel strongly that golf courses are for golfers only
as golfers pay 100 percent of the costs. The Mulberry sidewalk
issue is a point in question. Because of safety reasons and
obvious liability concerns of non -golfers getting hit with golf
balls, the Board is philosophically opposed to sidewalks, joggers
and walkers utilizing the course. People think City Park Nine is
part of City Park and are constantly cutting across the course.
Collindale is starting to also experience this problem as more and
more houses are built near it. Law suits today are outrageous and
we must regulate non -golfers access. Currently there is not a
legal method to keep non -golfers off the courses. Therefore, the
Board wants to go on record regarding this issue. After further
discussion, on a motion by Tom Skillman, seconded by John Drescher,
the Board voted unanimously to ask City Council to ban all joggers,
walkers, bikers, etc. from the golf courses, except in designated
areas or if permits are issued. Also, people should not be
permitted to fish, swim or wade in lakes, ditches and other water
hazards unless given permits.
The soffit at the Collindale Clubhouse has deteriorated and will be
replaced in the next few weeks. Facilities will also paint the new
doors and the entire exterior of the building, as well as install
new paneling on the lower portion of the building. Golf Fund will
pay two-thirds of the cost.
The proposed Collindale field restroom is located approximately 600
feet from the sewer so we are not required to connect to it. We
have checked with the Health Department and are finalizing cost
estimates.

- We have received another letter from Dick Ward about pin placements
and the #9 tee box at Collindale. Staff wrote a letter to the
Collindale Women's Golf Association asking for their input on the
tee box issue as it would relocate the 'ladies tee' to in front of
the ditch, changing it from a Par 5 to a Par 4. Generally, Board
members don't agree with Mr. Ward's requests. We will discuss it
further at the March and/or April meeting.
- City Park Nine Assistant Golf Professional Rick Frye recently
passed his second PGA Business School. Board members congratulate
Rick for his accomplishment.
- The next meeting is scheduled for March 19 and is in the middle of
Spring break. Several Board members will be out of town. Also,
with the need for a special meeting in early April on the City Park
Nine Clubhouse renovation project, all agreed to cancel the March
19 meeting and meet between April 2 to 9 as to be verified by
staff.
- Staff will issue a press release next week reminding golfers that
annual passes must be renewed by March 1.
- The Board conducted an Executive Session to discuss personnel
matters.
The meeting was adjourned at 9:20 p.m.
