GOLF BOARD
MINUTES: Special Meeting - May 7, 1986
The meeting, held at City Park Nine Clubhouse, was called to order at
7:35 p.m. by President Dick Zubradt. Board Member Bill Zech called and
could not attend, and Alternate Member Al Cavallaro is still ill.
Agenda Review: No changes to the printed agenda
Citizen Participation: No citizen participation
Minutes: The minutes of the last regular meeting of April 16, 1986,
were approved unanimously, as distributed, on a motion by John
Drescher, seconded by Dan Preble.
City Park Nine Clubhouse Renovation/Maintenance Building Project
Board members and staff toured the site of the proposed maintenance
building. Superintendent Dave Sadler explained the location of the
office, unisex restroom, cart storage, and work areas. The 80' x 40'
building is set approximately 25 feet north of the clubhouse. One
dying Russian olive tree will be removed, and one elm tree is
potentially in the pathway. Board members expressed concern to try and
attempt to save the tree.
After the site tour, there was much discussion about the total proposed
plan. The consultant, Carl Glaser, and his assistant, David Lingle, as
well as Project Manager Leslie Beckmann, answered some questions and
provided input to Board members. If we proceed with the full
renovation of the clubhouse and the construction of a new maintenance
building, we are looking at conceptual costs of $125,000 for a new
maintenance building and up to $145,000 for renovating the clubhouse
for a total of $270,000. The Facilities Maintenance Division has
pledged $15,000 toward the cost, so we have to find roughly $255,000
for both projects.
Staff suggests that we use approximately $100,000 cash in surcharge
reserve funds which lowers our debt to around $155,000. We then will
need to borrow that amount and pay off principal and interest over a
10-year period. Not knowing specifically what the interest costs will
be, we can guesstimate a new total debt of approximately $200,000+.
Therefore, the annual debt would be roughly $20,000, which we couTd
guarantee out of the surcharge reserve collections, which are around
$40,000 annually. Obviously, if we are able to reduce the $155,000
debt further because of contributions from the City, the annual
payments would be substantially less.
John Drescher again stated his strong belief that the City should
somehow find funds to contribute to this project. Even though golfers
are the prime beneficiaries, it is a City building and is occasionally
used for non -golf purposes. The building is a benefit to all citizens,

not just golfers. Dick Zubradt basically agreed with John. Other
Board members also don't feel golfers should necessarily have to pay
for all the renovation costs of a 45-year-old building.
After further review and discussion, it was decided to hold one public
meeting for citizens/golfers input on Tuesday, May 27, at 7:30 p.m. at
the City Park Nine Clubhouse. The Board then voted unanimously to
approve the conceptual plans and costs of the maintenance building and
the clubhouse renovation projects, and authorize staff to start the
process for financing the projects. The motion was made by Tom
Skillman and seconded by Eileen Banks.
Staff will put together a fact sheet on the projects. The conceptual
plans will then be put on display at the City Park Nine Clubhouse for
citizens to review prior to the public meeting. The Board agreed to
consider the May 27 meeting a special meeting of the Board so action
can be taken that night if necessary.
Fee Structure Modification
Staff previously prepared a detailed report for the Board responding to
the five scenarios the board fee structure committee developed. The
five possible fee structures are as follows:
1. Keep annual passes and fees as they are and add a percentage for
inflation.
2. Disband annual passes and set budget each year and divide by the
anticipated rounds as a flat fee for all golfers. Giving a break
for senior golfers and junior golfers.
3. Sell a season pass punch card with 50 numbers on the card. Cards
would be punched each time they play. Variable charges depending
upon whether you are a senior, junior or regular.
4. Sell season passes at a reduced rate and charge each cardholder a
flat fee of $1.00 each time they play.
5. Sell season passes at a reduced rate and each time the golfer plays
nine holes, he pays $1.00 or each time he plays 18 holes the golfer
pays $2.00.
Eileen Banks reiterated her long-time position that all adult golfers
are equal and should all pay the same fee. Senior Citizens and spouses
are no different than any other adult golfer. They should not be given
discounts, especially considering the fact that full fee paying golfers
subsidize their golf. Juniors are the only ones who should pay less.
After further discussion, on a motion by Tom Skillman, seconded by John
Drescher, the Board unanimously voted to retain the existing fee
structure (Option 1) at least through 1987, and to again reconsider
this topic again annually.

Other Business
- President Zubradt reported he had talked to Mr. Rusty Hamill, the
citizen who complained that our golf finances were incorrect. He
will be meeting with him soon as Mr. Hamill said he has a plan to
increase our revenues to the fund.
- Staff distributed copies of two recent news articles from Denver on
methods that Aurora and Denver have adopted to speed up play. As
stated previously, our play is generally not that slow (especially
for the average golfer) and we don't plan to implement any "time
clock" system at this time. We still plan to find ways to educate
our golfers through a voluntary program.
- Our May 21 meeting will be at the Collindale brick maintenance
building. The two main agenda items will be fencing needs along
Lemay and Golf Rules and Regulations.
- Dan Preble asked about Junior High School golf teams and coaches
playing with their teams at tournaments.
- Jerry P. Brown informed Board members about the $500 in serious
vandalism that recently occurred to #10 and #16 greens at
Collindale Golf Course. By using ballwasher stands, benches,
trash containers, and flag poles, the vandals punched holes and dug
up greens. Damage required one full day for two men to repair.
The Police investigated. The Board agreed to send a letter to Golf
Tech Paul Brauer and Assistant Superintendent Doug Evans thanking
them for their hard work and professionalism in repairing the
damage.
- Miscellaneous correspondence and statistical reports were
distributed.
The meeting was adjourned at 9:11 p.m.
