GOLF BOARD
MINUTES: Special Meeting - May 27, 1986
The meeting, held at the City Park Nine Clubhouse, was called to order
at 7:38 p.m. by President Richard Zubradt.
There was a moment of silence in memory of Alternate Board Member
Alfred A. Cavallaro, Jr., who passed away on May 25. Mr. Cavallaro was
very active in youth baseball and golf programs. He cared a great deal
and had a very good heart. He will be missed.

The purpose of this meeting is to take public input on the proposed
renovation of the City Park Nine Clubhouse and the construction of a
new maintenance and golf cart storage building. An information sheet
on the projects and the conceptual plans have been available and on
display at the clubhouse for golfers and citizens to review. The fact
sheet included background information, improvement options and costs,
potential financing, and a project's time frame. Meeting notices were
distributed and appeared in the Coloradoan.
Staff briefly outlined the facts of the projects. Jerry P. Brown said
he had been contacted by only one citizen prior to the meeting to
provide input. Doc Pike stated he supported the renovation and feels
that the club room might possibly be named after Dick Smelser who was a
long-time supporter of City Park Nine prior to his death several years
ago. Doc also suggested that a trophy case be built into the
renovation.
Public discussion, questions and answers ensued. There was a question
about the west wall, one on various alternatives for bidding purposes,
on the west doors, the half circle windows, the facade, etc. Staff
stated we intended to spend money only where it was needed and not on
unnecessary items. At the minimum we need to spend around $40,000 to
tear down the condemed portion of the Clubhouse and close off the torn
down section, and provide basic repairs. We also must spend an
additional $125,000 for the new maintenance and golf cart storage
building. Therefore, the minimum amount is about $165,000; with the
maximum amount being roughly $325,000 if we totally replaced and
rebuilt a new clubhouse of approximately the same size and built the
new maintenance building. Staff recommends a middle option of $270,000
which is $125,000, for the new maintenance building and $145,000 for
clubhouse renovation.
Superintendent Dave Sadler commented on the need for a maintenance
building and he outlined the set-up for such a building. One lady in
the audience made a comment on how nice the course is maintained.
Jerry then again explained our conceptual plan for financing the
projects using a combination of cash from the Surcharge Reserve,
Facilities funds, and debt payments. At this point in time, the Golf
Fund is 100 percent responsible for the financing of the projects.

John Drescher9sated he has asked to meet with4lity Council to discuss
possibly getting some City Capital Project funds to reduce our debt
payments.
Jean Haggard of the City Park Nine Women's Golf Association wanted to
know about a possible concessionaire and how improvements to the
clubhouse and kitchen area might impact their normal Wednesday Ladies
Day activities? Jerry said we need to bring the kitchen up to code and
make it ready to turn over to a concessionaire, however, we didn't need
to make that kind of decision until next January. The ladies seemed
satisfied for now. Also, someone asked about the need for a walk-in
refrigerator, and Jerry said he didn't think it would be necessary at
City Park Nine, but that we should probably plan for the potential
possibility of one if and when a concessionaire might want one.
After further discussion, the Board, on a motion by John Drescher,
seconded by Dan Preble, voted unanimously (6:0) to approve the staff
recommended option of $270,000 for clubhouse renovation and the
construction of a new maintenance building and golf cart storage
building. The Board desires only the necessary options and wants to
save as much money as possible.
Other Business
- At our May 21 meeting, there was a question on the Golf rules and
regulations concerning payment of damages. Kathy Allin, Deputy
City Attorney, informed staff that fines and/or jail terms are
separate from damage claims, and are all appropriate and will be
sought.
- The Board unanimously voted to cancel the regular meeting of June
18 because of several conflicts, and the July 16 meeting, on a
motion by Dan Preble, seconded by Tom Skillman. We will be subject
to special meetings during the period should the need arise. Tom
will host a party for the Board in mid -July.
The meeting was adjourned at 8:25 p.m.
