HomeMy WebLinkAboutGolf Board - Minutes - 11/19/19869 0 CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF BOARD MINUTES: Regular Meeting - November 19, 1986 The meeting was called to order at 7:35 p.m. by President Richard Zubradt. Board Member John Drescher called to say he could not attend the meeting. Alternate Member Steve Jouard was granted voting status. Councilman Stoner attended. Agenda Review: No changes to the printed agenda. Citizen Participation: No citizen participation. Minutes: The minutes of the last regular meeting of September 17, i9S6, were approved unanimously, as submitted. Renewal of Agreements with Golf Professionals Staff requested final Board approval and recommendation to City Council for the renewal of the agreements with Bill Metier as Golf Professional at Collindale and Jim Greer as Golf Professional at City Park Nine. The Board Committee composed of Tom Skillman, Bill Zech and Roger Sample met to review the agreements and recommended approval for renewal by the entire Board. Staff previously distributed copies of the agreement documents to Board Members for review. Staff noted several minor additions and corrections to the documents since distribution. The essential elements of the agreements are similar as in the past, except that there are two major changes. These include the City providing additional funding to the Golf Professionals to have them hire and manage all pro shop personnel rather than have these starters and/or assistant golf professionals be City seasonal employees as they have been. This move will "privitize" the entire clubhouse operations. Also, by providing this additional funding it will increase the annual payments to the golf professionals to over $20,000, which means City Council must give final approval of the agreements. The other change is to increase the agreements from two years to three years, with annual option renewals by both parties. At the meeting of August 20, 1986, the Board voted unanimously (7:0) to pursue renewal of the agreements with Bill Metier and Jim Greer. The Board is satisfied with the performance of Bill and Jim, and considering the special nature of these agreements for personal services, the Board did not feel it necessary to seek new golf professionals at this time. Because of the timing, and personal nature of the services provided by Bill and Jim, staff did not feel Request For Proposals (RFP's) were necessary nor desirable, even though we may want to consider them at the expiration of the new agreement period in 1989. There was no objection from Board members. Golf Board Mies November 19, 1986 Page Two After further discussion, the Board, on a motion by Iry Wilson, seconded by Bill Zech, voted unanimously (6:0) to approve renewal of the agreements with Bill Metier and Jim Greer to be Golf Professionals at Collindale and City Park Nine, respectively, and to recommend the same to City Council. Collindale Snack Bar Concessionaire Proposed Process Staff provided an update to the Board on this process, including a schedule for bidding activities and review/approvals. Notices for RFP's should be out around November 21. The walk-through will be at 10:00 a.m. on December 3 at the Snack Bar. Sealed proposals will be opened by Purchasing at 2:00 p.m. on December 16. The committee members will independently evaluate the proposals ranking them in order. The top applicants will be invited to an oral interview at 4:00 p.m. on January 7. The committee and staff will make a recommendation to the full Board at the January 21 regular meeting. The City Manager has final approval. The six -person committee is composed of Dan Preble and John Drescher from the Golf Board, Mary Pagel from the Collindale Women's Golf Association, the President or representative from the Collindale Men's Golf Association, Senior Buyer Opal Dick from Purchasing and Jerry P. Brown from Parks and Recreation staff. City Park Nine Clubhouse/Maintenance Building Projects Staff updated the Board on the status of the projects. We are having some internal debate determining who will be the architect/engineer consultant for the projects. Once we make a decision, it will take us until April 1 to start construction if we continue with Glaser Associates as the consultant, or we won't start construction until July if we go through the RFP route to hire a new consultant. Board members expressed concern that all the delays will now mean a direct impact to golfers next spring, summer and fall, something we had been trying to avoid. Jerry stated that he will work toward minimizing impact to the golfers meaning he will work toward either a late March or late summer start on construction. We won't start the project after April 1, if possible. Staff will notify users as much in advance as possible. Board members concurred with this approach. Other Business - Staff distributed copies of a report comparing golf fees and play records for 1975, 1980 and 1985 for information. This data will be used in the Master Plan for Parks and Recreation process. - There was some discussion about Ptarmigan Golf Course and the potential impact of them opting for a private management firm. Staff has heard American Golf Corporation is negotiating with them. There was also a brief discussion about the impact of the opening of Link-N-Green next spring. Golf Board Mies • November 19, 1986 Page Three Revenues are at 108 percent through September and staff is projecting we could end up around 115 percent depending on weather. Staff projects expenditures will be around 98 percent. - Board members agreed to cancel the next meeting of December 17 unless the need to have the meeting arises.
