GOLF BOARD
MINUTES: Regular Meeting - January 21, 1987
The meeting was called to order at 7:30 p.m. by President Richard
Zubradt.
Agenda Review: No changes to the printed agenda.
Minutes: The minutes of the last regular meeting of November 19, 1986,
were approved unanimously, as submitted.
Citizen Participation: No citizen participation.
Election of Officers for 1987
As per Board By-laws, election of officers occurs at the January
regular meeting. President Dick Zubradt was unanimously re-elected
Board President for 1987. Secretary Dan Preble was unanimously elected
Vice President. Roger Sample was unanimously elected Board Secretary.
Collindale Snack Bar Concession Agreement
Staff previously provided Board members with a written report and
recommendation from the Collindale Snack Bar Concession Review
Committee. The Committee, composed of Golf Board members Dan Preble
and John Drescher, Collindale Women's Golf Association Representative
Mary Pagel, Collindale Men's Golf Association President Jeff Boulter,
Opal Dick from the Purchasing and Risk Management Office, and Jerry P.
Brown from staff, unanimously recommended that the agreement for the
Snack Bar Concession at Collindale be awarded to Derek Cordova for 1987
and an option for 1988. Derek has been the contracted concessionaire
since 1983, winning the bids every two years. He will continue to pay
the Golf Fund 18 percent of gross sales, or a guaranteed annual minimum
of $10,000, whichever is greater.
The Committee also recommended that the Golf Board and staff strongly
support Derek in his monitoring of illegal beer or alcoholic beverages
on the Golf Course, and authorize him to make sure the liquor laws are
fully enforced. After some brief discussion, the Board voted
unanimously (7:0) to recommend to the Purchasing Office, Director of
Parks and Recreation, and eventually to the City Manager, that the
agreement with Derek Cordova as Collindale Snack Bar Concessionaire for
1987 and 1988 be approved. The motion was made by Iry Wilson, seconded
by John Drescher.
Reserved Tee Time Equitability Discussion
Jerry P. Brown discussed the history of this item. A citizen has
complained that he cannot get reserved tee times for his private
tournament prior to 11:00 a.m. on Saturdays, and he does not feel it is

fair that the Collindale Men's Golf Association does get 8:00 a.m.
Saturday tee times for their tournaments. Essentially, the CMGA has
six to eight (6-8) tournaments per year that start at 8:00 a.m. They
have roughly 30 to 60 golfers per event, which puts them all off the
tee between 9:30 to 10:00 a.m. Also to note, the Collindale Women's
Golf Association Reserves Thursday mornings each week during the season
for Ladies Day as well. No other regular group has any guaranteed tee
times. Jerry reviewed the pros and cons of the existing policy and
raised the question of equitability. The Martinez and Elks Tournaments
were also discussed.
Jeff Boulter, President of the Collindale Men's Golf Association,
addressed the issue. He said that in return for the special tee times,
the CMGA has provided special services and projects to Collindale,
including painting of the clubhouse interior, finishing the waxed snack
bar floor, bought and paid for championship plaques on the walls of the
clubhouse, repainted course shelters, original purchase of clubhouse
furniture, built and paid for the practice green, etc. The CMGA also
hosts two to three banquets per year providing revenue to the
concessionaire and City, not to mention breakfasts/lunches on Saturdays
and support of the Golf Pro Shop. The CMGA administers the Collindale
handicap system for all men golfers, and the organization is open to
all men golfers. In 1987 the CMGA plans to measure and mark all holes
with 150 to 200 yard markers. Essentially, the Men's Association is
more than a one-time tournament.
Board members discussed this issue thoroughly. There was support for
both viewpoints, but it was agreed upon that at this time the
Collindale Men's and Women's Golf Associations should continue to
receive this special privilege and that no other private or commercial
tournament be granted special tee times in violation of existing
tournament policies.
Jeff brought up a proposal for some reserved tee times in the evenings
for league play for the CMGA. Jerry P. Brown vehemently opposed the
idea stating it would provide an exclusive privilege for only a few
golfers at the expense of all other golfers during a prime time of the
day. Currently all golfers have an equal opportunity to reserve tee
times. We don't need a country club atmosphere, and staff will not
even consider it. This is not the same as tournaments which are open
to everyone.
Other Business
Jerry received the December Revenue and expenditure reports today.
We ended 1986 with 115 percent revenues and around 95 percent
expenditures. We set all-time records in virtually every revenue and
play category in 1986.

- Staff will prepare an annual report for the Board and try to have it
ready for the February meeting.
- Jerry stated we ended 1986 with enough funds to probably purchase
outright the new golf cars for Collindale for 1987 rather than
lease/purchase them as we originally budgeted. There were no
objections from Board members to proceed with a cash purchase, if
appropriate.
- Dick Zubradt said the high school golf season starts with their
first match on August 17.
The meeting was adjourned at 8:43 p.m.
