HomeMy WebLinkAboutGolf Board - Minutes - 02/18/1987CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF BOARD MINUTES: Regular Meeting - February 18, 1987 The meeting was called to order at 7:30 p.m. by President Richard Zubradt. Board Member Iry Wilson called to say he could not attend. Alternate Member Steve Jouard was granted voting status. Agenda Review: No changes to the printed agenda Minutes: The minutes of the regular meeting of January 21, 1987, were approved unanimously, as submitted... Tom Skillman commented that he personally did not agree with a statement made on page 2 of the minutes referring to the "Country Club Atmosphere" of the proposal made by Jeff Boulter for reserved tee times in the evenings for Collindale Men's Association League play. Jerry P. Brown noted that the statement was attributed to himself, and he stood by the statement. Citizen Participation: No citizen participation. Implementation of Sales Tax on Golf Car Rentals Staff previously distributed a report on this topic. As noted, the City Attorney and Finance Departments have informed Parks and Recreation that the City is required to charge sales tax on all rentals of tangible, personal property. The department prepared a list of all the rental items we provide, and essentially the only golf item involved is the rental of golf cars. There was various discussion relating to propriety and alternatives. Options include adding the 5.75 percent sales tax to the existing fees, absorbing the tax within the existing fees, or some combination of both. If we absorb the tax for 1987, we will lose roughly $3,693 in revenues based upon 1986 gross golf car receipts of $64,226. Staff suggested it is more appropriate to pass on the sales tax to the consumer as every other business in Fort Collins does. However, we have tried to set fees that are "rounded off" rather than dealing with pennies. Therefore, staff recommends the following 1987 fees plus sales tax structure: - The $ 5 rate will become $ 5.25 instead of $ 5.29 - The $ 8 rate will become $ 8.50 instead of $ 8.46 - The $10 rate will become $10.50 instead of $10.58 - The $14 rate will become $14.75 instead of $14.81 We plan to implement the new sales tax April 1. The Finance Department will help us modify our reporting systems and advise on changing our cash registers, etc. After further discussion, on a motion by Roger Sample, seconded by Tom Skillman, the Board voted unanimously (7:0) to accept the staff recommendation as presented herein. Golf Board Minutes February 18, 1987 Page Two Update on Scorecards, Tee Marker Signs and Bench/Ballwasher Advertisin - Jerry discussed that he is very dissatisfied with the Tee -Off Company of Fort Collins, owned by Sark Arslanian and Al Paone. They prepared and printed our current scorecards. They sold the company without our knowledge to "Pro Card" which is owned by Rand Resources of Fort Collins. Pro Card has decided that they cannot sell the necessary advertising to pay for the scorecards, so they are getting out of the scorecard business. Jerry said our current supply of cards will last through Memorial Day in May. Board members agreed our thrust will be to to maintain a four-color card at no cost to the Golf Fund, if possible. Tom Skillman will provide his expertise to staff in this area. - Fairways Marketing Corporation of Denver, our current provider of tee markers signs and advertising, is in financial difficulty. They will know by June whether or not they can fulfill the terms of our contract with them. If not, we will take over the signs for maintenance and can, if we desire, sell advertising space on them. We will make that decision at a later time. - We have received a proposal from American Bench Company of Fort Collins to take over our bench/ball washer advertising program on a two year trial basis. They will fully maintain and service all golf course benches and ballwasher advertising and will pay the Golf Fund $5,000 over the two year period. $2,500 per year is approximately our current annual "profit" for totally handling this program in-house. Bench/ballwasher advertising has been very time consuming to the staff over the years and we are glad to try this experiment with American Bench. If it proves successful, we may negotiate a long-term agreement for City Council approval. Other Business - Because several Board members and staff members will be out of town for the next scheduled meeting of March 18 (spring break), the Board unanimously voted to cancel the March 18 meeting on a motion by John Drescher, seconded by Dan Preble. We will call a special meeting if necessary. - Jerry discussed the golf car situation. An 'off brand" known as Columbia Par Car was the low bidder. Staff is very concerned as this company is not known. Tom Skillman expressed concern that we are required to take the low bidder and he feels golfers should have more of a say on golf car selection. After much discussion, the Board on a motion by Tom Skillman, seconded by John Drescher, voted unanimously to request staff to thoroughly review the Columbia Par Car product to ascertain if it will actually meet the golfers needs, and if not to work toward disqualifying it from purchasing Golf Board Minutes February 18, 1987 Page Three consideration and look at the next lowest bidder. - Jerry briefly mentioned the alcohol/beer situation at SouthRidge. Beth Cordova has signed an agreement with Cliff Buckley to manage the SouthRidge Concession. She is also applying for a transfer of the current liquor license to her from Buckley. Unless they are able to also obtain a separate 3.2 beer license, no beer or alcohol will be allowed out of the clubhouse building on the course. - As a point of information, Derek Cordova will remain responsible for Collindale Snack Bar and will have the 3.2 beer license at that location. Beth Cordova (Derek's new wife as of February 14) will be responsible for SouthRidge as a separate company from Derek.
