HomeMy WebLinkAboutGolf Board - Minutes - 08/19/1987CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF BOARD MINUTES: Regular Meeting - August 19, 1987 The meeting was called to order at 7:35 p.m. by Vice President Dan Preble. Board members Roger Sample (secretary) and President Richard Zubradt both notified us they could not attend the meeting. Alternate Member Steve Jouard was given voting status and was appointed acting Secretary for the meeting. Agenda Review: No changes to the printed agenda. i Minutes: The minutes of the last regular meeting of June 24, 1987 were approved unanimously, as submitted on a motion by John Drescher, seconded by Tom Skillman. Citizen Participation: Jean Haggard, President of the City Park Nine Women's Golf Association, spoke to the Board. She asked that we allow their organization to continue with their Lunches next year when the Clubhouse renovation is completed; that we trim a large tree on the #5 ladies tee box as it greatly interfers with play; and wanted to tell the Board that City Park Nine is in beautiful shape. Cliff Buckley of SouthRidge Greens introduced their new Golf Professional Kent Heusinkveld. He replaces Bill Zech who resigned July 31. Kent was Assistant Pro in Loveland for many years and has worked the last few years for Downs Golf Supply Company of Denver. Kent plans on attending Golf Board meetings representing SouthRidge. Board members welcomed him. John Drescher suggested we also mail an agenda and minutes to the management of Link-N-Greens Golf Course. Staff agreed. City Park Nine Projects Staff previously distributed a report to the Board regarding the status of the City Park Nine Clubhouse renovation and Maintenance/Golf Car Storage Building projects. The revised final estimated total cost for the project is $315,000, which is an increase of $25,000 over the estimated preliminary costs of $290,000. The new building will now cost $140,000 rather than $125,000 and the renovation of the Clubhouse will cost $175,000 instead of $165,000. Many factors contributed to the 8.6 percent cost increase. For example, the $125,000 figure was a number provided by Facilities several years ago based solely on the size of the metal building (40' x 80') and did not include elements specific to our needs or conditions. Site improvements, new electrical service and a transformer, new water service, a fire access road, gas service extension, telephone lines, etc. were the main causes for the increase. With regards to the Clubhouse renovation, the $10,000 increase was primarily due to additional requirements by the Health Golf Board Minutes August 19, 1987 Page Two Department in the concession area, additional electrical improvements, additional air conditioning units, and a security/lighting system. Consultant Dave Lingle was present to answer questions. He showed the Board the various plans. If City Council approves all the financing on September 1, we could actually start the renovation work the last week of September, pending bids, and expect completion by mid -February. After much discussion, the Board, on a motion by Irv,1ilson, seconded by John Drescher voted unanimously to approve the increase in the costs of projects and recommend approval by City Council. SouthRidge Surcharge Staff informed the Board that management will probably be recommending the implementation of a new surcharge at SouthRidge to help pay for the construction debt. We will most likely add at least $1.00 to 9-hales of golf and $2.00 to 18-holes of golf, plus $1.00 for each golf car rental at SouthRidge only. This surcharge should generate roughly $100,000 per year, and would be applicable only during the period of the debt. Mr. Buckley fully agrees with this concept. 1988 Proposed Budget and Financial Statements Staff previously distributed the 1988 Golf Fund proposed budget and financial statements. Jerry P. Brown fully reviewed all the documents and answered questions. There were no objections to the budget as presented. 1988 Fees and Charges Schedule Staff previously distributed a report on the proposed 1988 fees and charges. The structure is exactly what the Board agreed on earlier this year so there were no objections. After brief discussion, the Board, on a motion by Tom Skillman, seconded by Iry Wilson, voted unanimously to approve the proposed 1988 fees and charges schedule as presented by staff, and recommend adoption by City Council. September Board Meeting The Board agreed to hold the annual dinner meeting this year in September rather than June or July. Staff suggested we meet in September at Link-N-Greens Golf Course and inspect their facilities, including playing 9-holes of golf. We then can adjourn to the Charco Broiler Restaurant for dinner. Board members unanimously agreed. Other Business Neil Johnson updated the Board on the status of the potential water shortage due to the drainage of Warren Lake and our options. He C� Golf Board Minutes August 19, 1987 Page Three also updated the Board on the status of the Horsetooth Road improvement project adjacent to the Number 1 Fairway at Collindale. His main concern is drainage. The Collindale Parking lot was resurfaced last month. - Jerry showed Board members the conceptual lay -out of a new golf information brochure to be printed for next season.., - John Drescher suggested an open house celebration for City Park Nine Golf patrons next spring when the renovation/construction projects are completed. Jean Haggard said her City Park Nine Women's Golf Association would love to assist in this activity. - Financial and statistical reports through July 31 were distributed. - Jerry reviewed correspondence on the CSU usage of two of our golf cars during their upcoming football season for transportation of handicapped or elderly individuals; and his memorandum on clarification of the tee time reservation policy at Collindale.
