HomeMy WebLinkAboutGolf Board - Minutes - 02/17/19880 CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF BOARD MINUTES: Regular Meeting - February 17, 1988 The meeting was called to order at 7:30 p.m. by President Roger Sample. Alternate Member Steve Jouard was granted voting status in the absence of Dick Zubradt. Agenda Review: Jerry P. Brown asked that we add to the agenda a discussion regarding our trade -out with the CSU golf teams and other requested trade -outs. Minutes: The minutes of the last regular meeting of January 20, 1988 were approved unanimously, as submitted. Citizen Participation: No Citizen Participation. City Park Nine Concession Dot Hoff, City Park Nine Women's Golf Association President, was present to discuss the concession and concessionaire working with the Women's Association at City Park Nine. Currently it is somewhat in limbo, however, Dot expressed that the cooperation has been greatly received by her association. Concessionaire Derek Cordova and Golf Professional Jim Greer stated that they are going to work up a proposal for two or three luncheon selections a week in advance for the Women's Association's Wednesday luncheons at City Park Nine. The Board asked Dot if they could meet with the Women's Association to review this matter. Dot felt that would be fine. The Board commends Derek Cordova and Jim Greer for their work with the Women's Association. Viewing of Golf Video "Tee'd Off" The tape was reviewed on golf etiquette and to encourage faster play. This is a pilot program that will be seen on Channel 27. It was suggested that we take this tape to the various golf associations for their review. Golf Course Liability Issues During the discussion on golf course liability, the question was raised by President Roger Sample that the City Attorney's Office should give us more direction than a confidential memo. Also, during the discussion Steve Jouard, an attorney with Fischer, Brown, Huddleson, and Gunn questioned how many liability cases have been filed with the City for Golf. Steve suggested that we build more landscaping and redesigning the tee boxes on the driving range to make the driving range safer. With regards to City Park Nine, there are several areas of concern as follows: 1) The ballfields/parking lot adjacent to #1 fairway; 2) Taft Hill Road and Mulberry adjacent to the 5th and 6th fairways; and 3) the driving Golf Board Minutes February 17, 1987 Page Two range. There are three options regarding the driving range -- A. Signage, alerting golfers of possible hazards. B. Deleting the driving range at City Park Nine altogether, which would be very costly to the pro and unfair. C. Building a screen on the 4th and 8th fairways protecting the golfers coming down. At Collindale the hazards are Horsetooth Road adjacent to the #1 fairway, the houses adjacent to the #6 fairway, and those problems associated with the driving range including ball hit onto Lemay and the adjacent #9 fairway. Our biggest concern at SouthRidge is the #17 fairway adjacent to the driving range. Relationship with CSU In discussion with the relationship with CSU and the past play for the golf team, it was indicated by staff that CSU had also contacted us for 10 additional passes for coaches with the assumption to take dignitaries or visitors to Fort Collins or CSU for free rounds of golf. It was recommended during the discussion that this not be allowed and to review the existing policy of the possibility of giving the students and coaches only at CSU a reduced rate With regards to the Men's and Women's Golf teams, it was recommended at this time to ask staff to write a letter to the CSU Athletic Department regarding our past trade -outs and discounted rates stating that since Golf is an Enterprise Fund, and is totally self-supporting, that a change is forthcoming to terminate the existing policy that we have with CSU. Also, the reason for the discounts no longer exists. Tom Skillman made a motion to terminate the existing policy as we perceive no advantage to the trade -outs, and inform them in the future they will have to pay a set fee rate. This was seconded by Bill Zech. The vote was unanimous. Board Members and Staff Comments/Reports -- Tom Skillman issued some concern on the operation of SouthRidge and hopefully the Golf Board can continue to monitor and get the information on the SouthRidge matter. Roger Sample requested a audi.t report ongoing;:;, .,. for the last eight months so we could review the financial status of the golf course. It was suggested by President Sample that Councilman Ed Stoner attend the next Golf Board meeting to give us an update on the financial status of the SouthRidge Golf Course. -- Jerry P. Brown brought to our attention that Skip Noe is acting director of Cultural, Library, and Recreational Services. 9 • Golf Board Minutes February 17, 1988 Page Three -- The Golf Board 1987 annual report was distributed.
