GOLF BOARD
MINUTES: Regular Meeting - April 20, 1988
The meeting was called to order at 7:35 p.m. at the City Park Nine
Clubhouse by President Roger Sample. Board Members Bill Zech and Secretary
John Drescher both called to say they could not attend. Alternate Member
Steve Jouard was granted voting status for the meeting. Staff will take
the minutes of the meeting in the absence of the Board secretary.
Agenda Review: Jerry P. Brown requested we add one item to the printed
agenda to discuss recent changes in the golf playing policy for staff.
Minutes: The minutes of the last regular meeting of February 17, 1988,
were approved unanimously, as submitted, on a motion by Iry Wilson,
seconded by Tom Skillman.
Citizen Participation: Dot Hoff, President of the City Park Nine Women's
Golf Association, told the Board that her organization is very pleased with
the clubhouse improvements, and are especially pleased how cooperative Jim
Greer and Beth Cordova have been in planning for this year's activities.
President Sample previously mailed copies of the Council provided
information on this item to all Board members, and staff mailed the
information to the Golf Association Presidents, staff, and others who
normally receive Golf Board mailings. Roger said he believes Council is
split on this issue. Dot Hoff asked if citizens should express their
opinion to Council, noting that many citizens want their opinion known.
Henry Fry of the Collindale Men's Golf Association agreed.
Dick Zubradt said he feels the Golf Board is quick to access the pulse of
golfers and provides a valuable link between the City/Golf staff/golfers,
etc. He said he believes that since golfers pay their own way, they want
more to say regarding golf issues and he doesn't feel a subcommittee of the
Parks and Recreation Board can adequately handle it. Dick also likes the
access between the Poudre R-1 Golf programs and the Golf Board/staff. Dan
Preble says he wants a knowledgeable board and that golfers know Golf Board
members.
Roger said he thinks the Parks and Recreation Board already has their hands
full and adding golf would overtax them. Steve Jouard feels that if
volunteers are willing to serve on a Golf Board then the more people the

better. He does not understand the "cost factor" rationale stated in the
Council memo. He thinks Golf should be treated separately as it pays its
own way. Also, with the SouthRidge situation, the responsibilities are
going to increase and golf deserves and merits its own board.
Dick said that the Golf Board provides a forum for all Golf staff, public
and associations that is available on a monthly basis. Board members can
explain the situation to golfers. Tom Skillman wonders if there is really
a long-range plan to eventually combine Golf revenues into other Recreation
revenues and abolishing the Golf Board (which will make it easier to
accomplish) is only the first step. He feels as long as the City asks golf
to pay its own way, there should be a Golf Board.
After further discussion, the Board voted unanimously, on a motion by Iry
Wilson, seconded by Dick Zubradt, to inform City Council that the Golf
Board is a viable entity and provides golfers with a valuable service.
Roger asked Steve Jouard to draft such a letter of response on behalf of
the Board. It was also agreed that Board members and Golf association
members will contact various Council members to "lobby" the Board's
opinion.
Golf Playing Policy for Staff
The Golf Board was previously aware that it was the policy of the Parks and
Recreation Department to allow all permanent classified employees within
the department the privilege to play golf essentially for free or minimal
charge. However, this policy has been revised to a new interim policy as
follows:
Parks and Recreation employees who work in any division other than Golf
must pay full fees for all golf services. Golf Division employees may play
rounds of golf at City Park Nine and Collindale courses and not pay green
fees, but only on a space -available basis. These employees may not
reserve tee times. Golf cars, range balls, lessons, and other related
services are not free to any employees.
There were no objections from Board members regarding this revised policy.
Review of Financial and Statistical Reports
Staff previously distributed summary reports for golf play, revenues and
expenditures through March 31. Revenues are essentially 'average' for this
point in time, and expenses are higher due to the construction costs and
capital acquisitions which occurred in the first quarter. Golf play is
average.

Comments/Other Business
- Jim Greer said the new snack bar concession at City Park Nine will be
open this week (April 21) after final inspection from the Health
Department, and the remainder of landscaping and blacktopping will be
done soon.
- Tom Skillman updated the Board on the status of the Collindale restroom
which is being considered by CHOICES 95.
- Henry Fry said the Collindale Men's Association is trying to finalize
their project for this year and are considering things such as an
entrance sign, picnic tables, trash containers, etc.
- Dick Zubradt noted that the State High School Association has added
girls golf to high school sports this year. He feels Poudre R-1 will
probably have co-ed teams this year.
- Neil Johnson says Collindale is perfect, again. He said trees are being
planted along Horsetooth Road and he has grass seed as well.
- Jerry informed everyone of the status of Collindale Golf Pro Bill Metier
who recently had surgery.
- It was also brought up that Doc Pike would like the Board to consider
naming the City Park Nine Clubhouse Clubroom after the late Dick
Smelser. The Board will think about it.
The meeting was adjourned at 8:50 p.m.
