GOLF BOARD
MINUTES: Regular Meeting - August 17, 1988
The meeting was called to order at 7:33 by Vice President Richard Zubradt.
Board Members Steve Jouard, Iry Wilson, and President Roger Sample notified
us that they would be unable to attend. Alternate Member Terry Gilmore was
granted voting status for the meeting.
Agenda Review: No changes to the printed agenda.
Minutes: The minutes of the last meeting of July 20, 1988 were approved
unanimously, as submitted, on a motion by Tom Skillman, seconded by Dan
Preble.
Citizen Participation: No citizen participation.
1989 Fees and Charges
Staff previously distributed a report and recommendation on 1989 Golf Fees
and Charges. At the Board meeting of May 18, it was agreed to maintain our
existing fee structure for 1989. For 1989, our operating revenues are
budgeted to increase a minimum of $23,650 or 4.4 percent. In addition, it
is a staff goal to project a positive ending cash/investments balance in
the Golf Fund through the five-year budget period. We greatly reduced our
Golf Fund reserves during the past year due to expenditures on the City
Park Nine Clubhouse/Maintenance Building Projects and we need to again
build up our reserves. To accomplish what we need, staff recommends the
following 1989 fees and charges:
- Increase green fees from $6.00 to $6.50 for 9-holes and from $10.00 to
$11.00 for 18-holes of golf.
- Increase annual passes for single adults from $300 to $315 (5%);
students/seniors/spouses from $225 to $235 (4.4%); juniors from $150 to
$155 (3.3%) and the maximum family charge from $675 to $700 (3.7%).
- Increase/restructure golf car rental rates from $8.50 to $9.00 for
9-hole regular and from $5.25 to $6.00 for 9-hole seniors/discounted;
from $14.75 to $15.00 for 18-hole regular; and from $10.50 to $10.00 for
18-hole seniors/discounted. The seniors/discounted rate now equals a 33
percent savings in both cases.
- Increase private -owned golf car usage from $8.00 to $9.00 daily and from
$150 to $175 annually.
- Increase Collindale locker rental from $20 to $25 annually.
All other fees and charges will remain the same.

Tom Skillman and John Drescher both commented on the fees and charges
stating that we don't need to build up Golf Fund reserves to ever support
SouthRidge. Staff does not feel that is the case. The Golf Fund is
currently structured/projected to only take care of Collindale and City
Park Nine through the five-year budget period. After further discussion,
the Board, on a motion by John Drescher, seconded by Dan Preble, voted
unanimously (5:0) to approve the 1989 Golf Fees and Charges as recommended
by staff, and recommend the same to City Council.
Role of Council Liaison
Golf Board Council Liaison Chuck Mabry had planned to attend the meeting
tonight, but could not make it because of a family commitment. Staff read
portions of Resolution 88-78, which was previously distributed. The
Resolution defines the role of Council liaisons to Boards and Commissions.
Golf Board members agreed that it is helpful if the Council liaison could
attend Board meetings, but it is understood that the liaison will not be
able to attend all meetings.
Future Golf Courses in Fort Collins
Discussion on this item was continued from the last meeting. Tom Skillman,
who is a member of the CHOICES 95 Parks and Open Space Subcommittee,
explained the CHOICES 95 process and role, and why there was no push for a
new golf course. Tom stated that he believed that the City probably would
not consider a new golf course until SouthRidge is financially sound.
There was some discussion about the Pineridge site, as well as
Link-N-Greens and Ptarmigan.
Tom asked the Board what they want to do to try and achieve any future golf
courses. John Drescher said we should try to cultivate the local media by
providing them statistics and publicity about the need, and we should
inform and work with local major corporations (and even the Chamber of
Commerce). Major corporations locate in a community because of the local
schools, medical care, labor force, and the quality of life, including the
golf courses. Tom also suggested that the City consider maybe refinancing
the SouthRidge debt over a 20-year period, to reduce or eliminate the
General Fund contribution. Fees could be raised if the quality of the
course and service remained high.
Annual Dinner Meeting/Event
Staff would like to cancel the September 21 meeting and change it to Sunday
afternoon, September 18, at City Park Nine. We will provide golf for Board
members, Association Presidents, Administrative Golf Staff and spouses,
starting at 3:00 p.m. A barbecue steak dinner will be served around 6:00
p.m. for those in attendance, and we will informally dedicate the renovated
clubhouse. Mayor and Mrs. Stoner and Councilman and Mrs. Mabry will also
be invited, as well as all staff who worked on the City Park Nine projects.

Other Business
- Tom Skillman asked Neil Johnson to provide information on the course
damage/tree loss situation with the recent storm. Twenty-two trees were
lost and many others were damaged. Neil noted that the drainage on the
first fairway worked as designed.
- Neil explained the pump refurbishing problems at Collindale, and
Jerry P. Brown noted the pump problems at City Park Nine and SouthRidge.
- Correspondence distributed included a letter from the Colorado Golf
Association complimenting Collindale; the newly required waiver for
minors; a memo on CSU usage of three golf cars at home football games;
and the Golf Division quarterly report for April to June.
- Financial and statistical reports through July 31 were distributed and
briefly discussed. Revenues are at the second lowest percentage of the
last 10 years, but are still expected to achieve 100 percent.
Expenditures are at 69 percent and will probably end at or over 100
percent because of several factors, including the unbudgeted pump
repairs, unbudgeted employee benefits, and non -carry over
clubhouse/maintenance building expenses, as well as the unbudgeted
parking lot street light.
- Jerry briefly discussed SouthRidge statistics, and about their great
Junior Golf program.
The meeting was adjourned at 8:50 p.m.
