HomeMy WebLinkAboutGolf Board - Minutes - 04/19/1989CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF BOARD MINUTES: Regular Meeting - April 19, 1989 The meeting was called to order at 7:30 p.m. by Vice President Dan Preble. President Roger Sample and Alternate Member Terry Gilmore both called to say they had conflicts and could not attend. Agenda Review: No changes to the printed agenda. Minutes: The minutes of the last regular meeting of February 15, 1989 were approved unanimously, as submitted, on a motion by John Drescher, seconded by Iry Wilson. Jerry P. Brown noted that in the February 15 minutes on Page 1, under "Fees and Charges Philosophy," that the actual statement in the last sentence should be as follows: Jerry feels that we could increase our revenues upwards of $150,000 (rather than $200,000) if we eliminated annual passes. Citizen Participation: Randy Thompson introduced himself. He has applied for Golf Board membership and he wanted to sit in on a meeting. Review of Annual Pass Card Procedure Change At the February 15 meeting, the Board unanimously voted to endorse the new annual pass card procedure as recommended by staff. Jerry said that the new procedure has not worked well. Bill Metier said the laminating is a good idea, but he doesn't think we need to keep the cards. Jim Greer said there is a problem that players intentionally leave their cards over night and collecting/retrieving the cards is time consuming and not necessary. Joe Nance now feels that showing the card each time would be sufficient to deter cheating the system, and we could ask for a second ID if necessary. He said the golf course is not set up like a health club where there is only one entrance and one exit, so leaving the cards becomes cumbersome. John Drescher said that he has talked to many annual pass players about the new procedure and they don't object to it and like what it is trying to accomplish by protecting the integrity of the system. John feels that the card should be shown each time the annual pass player plays. After further discussion, the Board, on a motion by Dick Zubradt, seconded by John Drescher, voted unanimously (6:0) to recommend modifying the revised procedure to require mandatory showing of the annual pass card (and a second ID, if necessary) for each round played per person. Golf Caoital Improvements 1990-1995 Jerry explained that we currently have no long term capital improvements plan. Our efforts for the past few years were focused on the City Park Nine Clubhouse/Maintenance building projects. We have received requests for several capital improvements including permanent restrooms at Collindale and City Park • C, Golf Board Minutes Page Two April 19, 1989 Nine, additional 'barn' storage at City Park Nine, roof repair at the Collindale Maintenance Building, computerized irrigation system at City Park Nine, a patio at the Collindale Clubhouse, etc. Jerry suggested that perhaps the Board could appoint a subcommittee to identify a list of improvements and develop a priority system as well as discuss potential funding option. Dick Zubradt supports this concept. It was unanimously decided that the following people would serve on such a committee: Jerry P. Brown, Roger Sample, Dan Preble, Steve Jourard, Henry Fry, Dot Hoff (or a representative from the City Park Nine Women's Association). Jerry will also ask the Collindale Women's Association if they want to be represented on the committee. The Board will have the final say as to recommendations. Other Business - Henry Fry briefly mentioned the Collindale Patio Project that the Men's Association is working on. He feels it would be addressed by the Capital Improvements Committee. - Jerry noted that the terms of Tom Skillman and John Drescher expire July 1, and that Tom cannot serve another term as he has been on the Board for eight years. Tom has been an asset to the Golf Board and he will be missed. John has decided to retire after seven years on the Board and he also will be missed. - Dick Zubradt discussed a potential change to our local rules. John Drescher made a motion with regards to the water hazard holes #6 and #13 at Collindale to treat the ball in the hazard as a lateral hazard by local rule. The motion was seconded by Dick Zubradt. The motion passed unanimously (6:0). The motion was amended to include Hole #6 at City Park Nine also. - Henry Fry mentioned the fine rules meeting recently held and the comments he heard from the Colorado Golf Association representatives complimenting the condition of Collindale. Everyone told Neil that he is doing a great job. - Staff distributed revenue, expenditure and play statistics for the first quarter and we are in good shape despite the terrible weather in January and February. Staff also distributed statistics for SouthRidge and they are also about average. - John Drescher commented he recently attended a Greeley Golf Board meeting and he said our staff does a far superior job in providing information to Board members. - Bill Metier noted that Joe Nance recently graduated from PGA school at the top of his class. Joe was given an ovation. - Dave Sadler, Neil Johnson, and Jerry P. Brown recently attended a USGA Conference in Denver which was excellent. Jerry said he learned a lot about irrigation and turf management.
