HomeMy WebLinkAboutGolf Board - Minutes - 09/20/1989CITY OF FORT COLLINS PARKS AND RECREATION DEPARTMENT GOLF BOARD MINUTES: Regular Meeting - September 20, 1989 The meeting was called to order by President Roger Sample at 7:30 p.m. Member Richard Zubradt called to say he could not attend the meeting so Alternate Member Al 8ednarz was granted voting status. Agenda Review: No changes to the printed agenda. Minutes: The minutes of the regular meeting of August 16, 1989 were approved unanimously, as submitted, on a motion by Iry Wilson, seconded by Terry Gilmore. Citizen Participation: No citizen participation. City Park Nine Snack Bar Concession Committee Jerry P. Brown reported that we received no applications for the committee from City Park Nine golfers. Several people had expressed an interest, but no one applied. Jerry suggested that we use the five other members of the committee rather than having six members as originally decided. There were no objections from Board Members. Therefore, the members of this review committee will be Dick Zubradt and Roger Sample from the Board, Opal Dick from Purchasing, Jo Allbrandt representing the City Park Nine Women's Golf Association, and Jerry P. Brown. The bid should be out in October and hopefully the Board will make a recommendation at their November meeting. Golf Fee Structure Committee Jerry reported that we received 25 applications for this committee. He asked Board Members what process they wanted to use to select the citizen members of the committee, and if the Board wanted to provide focus to the committee's approach. Jerry said he originally wanted a staff member (either Bill Metier or himself) on the committee, but now he feels staff should not be included to avoid problems of perceived influencing the committee recommendation. Board Members agreed and they will now select three citizen members to this six person committee rather than the two we had agreed to at the August meeting, and staff will not serve directly on the committee, but will provide input and information for the committee. Dan Preble suggested we might want to appoint one male, one female, and one senior citizen to the committee. Terry Gilmore asked whether we needed only annual pass -card holders or could we appoint non -card holders. Roger Sample said we should try to appoint the top three people and one would probably be a senior annual pass -card holder. Al Bednarz said he would not necessarily like to see us appoint people who we know already have one point of view. At this point, the Board went through all 25 applications individually and anyone who knew of that person spoke about them. All, but a couple of the applicants were known by someone, and virtually all of the comments were positive in nature. It was decided that each Board Member would take the applications home and decide on their personal top three to five applicants. The Board will vote on three appointments at the next meeting. Al said he would like to understand the history of annual passes and the relationship of annual passes to green fees. He also would like comparative data Golf Board Minutes--2 September 20, 1989 from other municipal golf courses. He asked other Board Members if they would provide a statement of philosophy to help guide the committee? Roger Sample said staff would be able to provide all that information to the committee. Cathy Fromme suggested that the three Board Members on the committee (Al Bednarz, Iry Wilson, and herself) might want to meet next Thursday, September 28, at 4:00 p.m. to work out some details. It was agreed. Rescheduling of October 18 Meeting The next meeting of the Board is scheduled for October 18. Jerry said that he will be in San Antonio, Texas at the National Recreation and Parks Conference and he wondered if the Board might want to consider rescheduling the meeting to an earlier date. Also, the Board can make its appointments to the Fee Structure Committee sooner. It was unanimously agreed to reschedule the October 18 meeting to Wednesday, October 11, at 7:30 p.m. Other Business - Jerry discussed the Youth Sports Scholarship Fund Golf Tournament scheduled for September 23 at City Park Nine. This event is co -sponsored by KCOL/KIMN Radio with all proceeds going to help pay for youth who cannot afford to participate in our City Recreation sports programs. - Jerry was asked if he knew what fees SouthRidge was planning on charging in 1990. He said he does not know for sure, but he suspects it will be $9 for 9-holes and $14 for 18-holes. He said Bucain has recommended building several asphalt golf car paths next year which will increase the budget. There was some brief discussion about the SouthRidge situation. - Cathy thanked staff for the enjoyable dinner/event held last Sunday at Collindale. Other Board Members concurred. - Jerry briefly reviewed the August financial and statistical reports. He noted that we had more annual pass rounds played in August at both courses than we have ever had in any previous month. Revenues are running about two percent higher than the 10-year average, and expenditures are 65 percent at 66 percent of the year, meaning we should end up at 98 percent to 99 percent by December 31. SouthRidge revenues and play are slightly higher than projected. Iry Wilson made a motion to adjourn, which was seconded.
