GOLF BOARD
MINUTES: Regular Meeting of September 19, 1990
The meeting was called to order at 7:30 p.m. by President Roger Sample. Members
Terry Gilmore and Dan Preble both called to say they could not attend the
meeting.
Agenda Review: Staff had no changes to the printed agenda. Cathy Fromme asked
about the explanation of the $43,000 Golf Fund shortfall that she requested at
the last meeting. Jerry P. Brown said it would be discussed as a part of the
1991 Golf Fees and Charges agenda item.
Minutes: The minutes of the Regular Meeting of August 15, 1990 were approved
unanimously, as submitted, on a motion by Dick Zubradt, seconded by Al Bednarz.
Citizen Participation: No citizen participation.
Staff previously distributed a written report explaining the background for the
staff recommended 1991 Fees and Charges. The report highlighted the
recommendations of the Golf Fee Structure Committee and previous Golf Board
decisions, approvals, and consensus. Jerry explained the additional $40,000
increased cost of doing business in the 1991 Golf Fund (Collindale and City Park
Nine only) budget over the 1990 Budget as being caused by $20,000 of higher
Personal Services Costs, $10,000 more in contractual costs, and the remaining
$10,000 for commodities and other expenses.
Jerry then fully explained the separate $43,000 Golf Fund shortfall projected
annually through 1995. He used the original and revised Golf Fund Comparative
Statements of Income and Comparative Statements of Cash and Investments from the
Budget process to illustrate his points. Essentially, since 1988, the Golf Fund
has been using nearly $43,000 of the Golf Fund Reserves annually to achieve a
'balanced budget.' If we continue this practice, the Golf Fund projected
reserves will fall below $100,000 (the amount desired by the Board) in 1992, and
will show a Fund deficit by 1994. The City Manager and Budget Officer requested
that staff either increase annual revenues or decrease annual expenditures by the
$43,000 to eliminate the deficit and maintain the acceptable level of $100,000
in reserves. Staff was able to make some minor expenditure reductions. The
$43,000 was then added to Operating Revenues which accomplished both objectives.
The Golf Board at its March 21, 1990 meeting decided to adopt a fee structure for
1991 as it currently exists, and to consider $20,000 increment increases as
recommended by the Fee Structure Committee should they be needed. Staff had
originally proposed establishing a new annual pass per play fee of $1.00 per
round to achieve the $43,000 in new Operating Revenues. However, the first
priority option of the Fee Structure Committee to raise around $40,000 in new on-
going revenues was to add 50 cents as the new per play fee on all annual pass
player rounds, and to increase 9-hole green fees an additional 50 cents.

Cathy Fromme asked that since we will not go into the hole until 1992, why should
we raise the new fee for 1991? She suggested we should still look for ways to
cut expenses. Al Bednarz pointed out the differences in the 1989 ending Golf
Fund Balances on the original and revised comparative statements, and Jerry
explained that changes in accounting procedures due to the audit caused the
numbers to change. Jerry also explained that we need to initiate the annual
$43,000 fee increase in 1991 or we will end up with the new shortfall by 1994/95.
Board members said they understood the issue.
Collindale and City Park Nine Fees and Charges for 1991
Staff recommended the following Golf fees and charges at Collindale and City Park
Nine for 1991:
- Increase Green Fees from $6.75 to $7.00 for 9-holes (up 3.7%); and from
$11.50 to $12.00 for 18-holes (up 4.3%).
- Increase the base rates for Annual Passes for adults by $15 from $330 to $345
(up 4.5%); students/seniors/spouses by $12 from $248 to $260 (up 4.8%);
juniors by $5.00 from $165 to $170 (up 3%); family children by $5.00 from $80
to $85 (up 6.2%); and maximum family rates by $37 from $738 to $775 (up 5%).
- All other fees and charges for golf car rental, privately -owned golf car
usage, tournament fees, Collindale locker and club service fees, and
miscellaneous fees (clubhouse rental, tables and chairs rental, etc.) remain
the same as in 1990.
- Establish a new "Per Play Fee" on all annual pass player rounds of 50 cents
for each 9-holes of annual pass play. This staff recommendation is a
compromise from the original staff recommendation of $1.00 per play. This
modification will allow us to track 9-hole and 18-hole annual pass play and
it will provide more equity to 9-hole annual pass golfers especially those
who play almost exclusively at City Park Nine.
Cathy Fromme said that she thinks that the modified recommendation from staff
is a good compromise. Al Bednarz agrees. Citizen Cecil Ralph said he is a
new resident to Fort Collins and is on a fixed income. He said those persons
on fixed incomes are concerned about the increased costs of golf. He said
Seniors can only take so much and that it is inequitable to increase fees.
President Roger Sample addressed Mr. Ralph's concerns and talked about the
equity issue. Al Bednarz reiterated that Fort Collins rates are very
reasonable.
Citizen Art Solow said Seniors play in the mornings and the courses would be
empty with increases. Citizen Al Pettine asked why the Golf Fund needs a 20
percent reserve? Staff explained that $100,000 (which is only 12%)
represents a potential two-year shortfall in revenues as based on historical
data. Mr. Pettine also asked why there is not a Senior discount for daily

green fees? Cathy Fromme responded that the committee considered that, but
chose not to recommend it for 1991.
Jerry said that if we bring in a surplus in revenues that the additional
funds would go toward the list of desired capital improvements, such as
flushing restrooms on the courses, the automatic irrigation system at City
Park Nine, Collindale Clubhouse improvements, etc. Jerry also explained the
basic philosophy of the new Recreation Fee Policy recently passed by the City
Council. Jerry said that during the next year, we will be reviewing the Golf
policies to be as consistent as possible with the Recreation Fee Policy.
After further comments, the Board, on a motion by Cathy Fromme, seconded by
Al Bednarz, voted unanimously (5:0) to adopt the 1991 Golf Fees and Charges
for Collindale and City Park Nine as recommended by staff and to recommend
the same to the City Council.

The Board separately discussed the SouthRidge Fees and Charges for 199I. Staff
recommended the following fees and charges for SouthRidge for 1991:
- Maintain the 9-hole green fee rate at $9.00, and increase the 18-hole green
fee rate from $14.00 to $14.50 (up 3.5%), with $1.50 of the 9-hole rate and
$2.50 of the 18-hole rate attributed to the surcharge. (Me will still honor
a 10% discount for pre -payment of 10-play punch cards).
- Set golf car rental rates the same as those at Collindale and City Park Nine,
which will increase 9-hole regular rates up $1.00 from $8.00 to $9.00. This
excludes sales tax as it has already been paid when the Bucain Corporation
acquired the golf cars. Privately -owned golf car usage rates also will be
the same as Collindale and City Park Nine.
- No annual passes at SouthRidge as long as the taxpayer debt for course
construction exists, or until a new golf fee policy is adopted.
- Establish a tournament fee of $2.00 per player for private and commercial
events (same as Collindale and City Park Nine).
- No locker or club storage offered.
Al Bednarz asked why staff was recommending raising the 18-hole rate and not the
9-hole rate. Jerry said the 9-hole rate of $9.00 is already very high and the
18-hole rate of $14.50 maintains a $2.50 differential (for the surcharge) higher
than the Collindale and City Park Nine 18-hble rates. Dick Zubradt mentioned
that SouthRidge currently won't let 9-hole rounds be played prior to 1:00 p.m.
on weekends. Jerry said the Board would review operating policies for SouthRidge
(such as this) later in the year. Citizen Al Pettine thinks the Board should go
on record. Citizen Art Solow thinks the Golf Board should go on record in the

newspaper that golf supports itself in Fort Collins.
After further discussion, the Board, on a motion by Dick Zubradt, seconded by
Cathy Fromme, voted unanimously (5:0) to adopt the 1991 Golf Fees and Charges for
SouthRidge as recommended by staff, and to recommend the same to the City
Council.
Appointment of Collindale Snack Bar Concession Review Committee
Staff stated that the existing agreement with Collindale Snack Bar Concessionaire
Derek Cordova expires on December 31. Staff would like to use the same format
as in past years with a six -person committee composed of two Golf Board Members,
the President or appointed representative of the Collindale Men's and Women's
Golf Associations, a representative from the Purchasing Division, and Jerry P.
Brown to review the RFP's. Dick Zubradt and Cathy Fromme volunteered to serve
on the committee.

Sealed bids will be opened on December 7. Magazine and newspaper ads will appear
around November 1. Staff is currently putting together an announcement brochure,
bid package and picture portfolio of SouthRidge. Costs for this are currently
coming from the General Fund, not the Golf Fund, as desired by the Golf Board.

Dick Zubradt said the High School Golf season is nearly over and he said that
the schools had outstanding cooperation from the golf courses. Jerry said he
really appreciates Dick's work in coordinating the program.
Jerry distributed financial and statistical reports through August 31. We
are at 66% of our expenditures through 66% of the year, and at 91% of
revenues. Our 10-year average at August 31 is 91.6% for revenues.
Jerry distributed correspondence from Mr. Charles D. Patton regarding his
synopsis of the SouthRidge situation and his opinion on Senior Golf.
