GOLF BOARD
MINUTES: Regular Meeting of June 19, 1991
The meeting was called to order at 7:30 p.m. by Acting Board President, Steve
Jouard. Steve passed the gavel to Dick Zubradt to conduct meeting as this is
Dick's last Golf Board meeting. Board President, Roger Sample, called to say he
could not attend this meeting.
Agenda Review: There were no additions or changes to the printed agenda.
Minutes: Minutes from last meeting of April 17, 1991, were approved unanimously,
as presented.
Citizen Participation: There was no citizen participation.
Poudre School District R-1 High School and Junior High School Golf Teams Usage

Jerry P. Brown reviewed the previous policy with Poudre R-1 wherein five rounds
of play could be used for qualifying. This has been changed to three rounds per
student trying out for golf teams. Other prime time, as noted in the policy
presented, includes weekdays after 3:00 p.m. Jerry requested input/changes to
the proposed policy. Dick Zubradt felt the proposed policy was equitable. After
review and comments by board members, Terry Gilmore moved and Steve Jouard
seconded that the policy on Poudre School District R-I High School and Junior
High School Golf Teams Usage be accepted and approved as presented. Motion
carried (5:0) unanimously.
1992 Proposed Golf Division Budgets
The proposed budget submitted to the City Manager by staff was presented to the
board for their review. The budget presented is not final, but is a preliminary
budget that goes through City Manager to City Council, etc. In preparing 1992
budgets, all General Fund accounts were required to submit their 1992 budgets
with a 4% cut. As the Golf Fund is an enterprise fund, we did not have to deal
with this reduction. The presented budget is at City Manager's office. He has
until the first of August for any changes. The Golf Fund budget has an increase
of 7.3% in personal services, and 8% in contractual services. The major reason
for increases in Principal 8 Interest payments, as other expense areas are
decreasing slightly. The total fund increase for 1992 is 4.8%.
Steve Jouard questioned the community value of golf and how it relates to 1992
budget presented. Jerry stated that a community value of golf policy has not
been adopted at this time and therefore is not taken into account on the proposed
1992 budget.
Surcharge revenues are now included as a part of operating revenues. In
preparing the budget, Jerry tried to keep at least $100,000 in reserves to carry
over to following years. Operating revenues were increased across the board,
taking into account inflation. Jerry then reviewed capital expenses/purchases.

For 1992 we are committing at least $10,000 for Collindale clubhouse improvements
and $30,000 for desired capital improvements to be determined by the Board later
this year.
Operating revenues submitted with the budget were reviewed. Jerry is not
recommending an increase in green fees or annual pass fees. Any possible
increases will most likely be the result of City Council keeping SouthRidge and
the Golf Fund acquiring operation costs for SouthRidge. It has also been
proposed there will be no increase in golf car rental fees in 1992. However,
there is a change in fees charged on the use of privately owned golf cars. Staff
is recommending a fee $100 for one course, $200 for two courses, $300 for all
courses for the annual use of privately owned cars. Staff will develop a card
to be presented by owners of private cars when using on courses.
Steve Jouard questioned if the Golf Fund is paying for water at the golf courses.
Jerry replied that we have not received a bill as yet for water used at the
courses.
Jerry reported we are still feeling our way through budget at SouthRidge, and are
discovering a need for more funds under contractual. Jerry is recommending to
Council there be no increase in fees and charges at SouthRidge. For 1992 capital
expenses, only equipment is listed. Jerry cut the budget at capital outlay to
make the budget break even at Southridge and will bring a list of capital
projects to the next Golf Board meeting.
If any board members would like details on how we arrived at submitted budget
figures, set a meeting time with Jerry Brown for review.
Community Value of Golf
The Golf Board has been trying to put together a report on values of golf to the
community. This would define what the City taxpayers should pay and what users
should pay. Cathy Fromme (ex -Golf Board member) is now on City Council and
encouraging other Council members to be responsive to the community value of
golf. Council has asked the Golf Board to come up with a community value. This
has been put on hold a bit as we wait until there is a resolution/decision on the
SouthRidge sale issue.
Discounts for seniors and others is a definite community value. We are still
working on putting together a list of community values offered by golf. Al
Bednarz remarked that any decision on fees for 1992 should be settled regardless
of what is decided on community value of golf. The first priority of the Golf
Board is to provide quality services to our citizens. If there is more demand
than what is provided by the private sector, we (as a board) should look to
supplying these added features. Jerry Brown reiterated that any policy statement
on Community Value of Golf will be a statement from the Board and not a
recommendation from staff.
Citizen Mary Hodge asked for clarification on the SouthRidge issue. Will Council

go back on the sale of SouthRidge? Jerry stated that the City is repackaging
SouthRidge Golf Course for sale. Staff is currently working on the issue of
encroachments and raw water usage, etc. There are two factors affecting this
issue; 1) Council has directed there be a bid opening by October, 1991; 2) If
there is a buyer, title transfer needs to occur by February, 1992. If SouthRidge
Golf Course is not sold by that time City Council will re-evaluate selling. We
are currently in the process of putting together a bid/information packet.
Council may direct that we get a professional golf course broker. A broker
usually would charge 7-10% on commission on the sale price. Jerry will have all
encroachment issues on the July 2 City Council agenda.
Al Bednarz remarked that Council only sees SouthRidge as an albatross. Steve
Jouard inquired as to what additional information might be given to Council to
help in their decision in October? Steve reiterated his feelings that if
SouthRidge is sold, it should remain open to the public.
Jerry remarked that the value of the course is in eye of beholder and Council has
set their minimum value of SouthRidge as the debt. Jerry then reviewed the
history of previous offers and the bid process.
Jerry reported that total gross revenues at SouthRidge are $750-800,000 per year.
Because of the layout of the SouthRidge course, the number of rounds that can be
played is limited. A brief discussion was held on the liability factor with
SouthRidge Golf Course layed out in a residential area. Steve Jouard feels that
in terms of liability, there is an immunity for government entities.
Citizen Henry Fry asked if any feasibility study been made on adding an
additional 9 holes to south end of SouthRidge. Presently Council is stated they
are not willing to invest money into a project that currently has debt. Steve
Jouard then asked about the possibility of lottery money for additional holes.
As per Council policy, any lottery monies received by Fort Collins are to be
directed toward the acquisition and development of trails and open space. Al
Bednarz feels the largest investment on the City's part would be for the land,
then operation expenses would be responsibility of golfers.
Dick Zubradt would like to see the community value of golf statement ready prior
to the October 1 bid opening on SouthRidge. Steve Jouard feels the Golf Board
should push forward on the Community Value of Golf Policy Statement, and target
the September meeting for having a report put together.
Dick Zubradt then inquired about the status of construction of the proposed
course on South College (Knickers). Jerry reported that Kickers Golf Course is
still in the planning process. Looks like the private sector is doing their
share.
Jerry Brown is skeptical about pursuing the community value of golf for City Park
Nine or Collindale as this might affect golf fund assets. He feels the community
value is truly a SouthRidge issue, but we can't do community value on SouthRidge
only. Staff can put together data on the community value of golf for the August
Golf Board meeting. Dan Preble speculated on the possibility of emphasizing

SouthRidge Golf Course if we pursued issuing a policy statement before the
SouthRidge issue is settled. Henry Fry feels the Golf Board members should
pursue meeting with the Chamber of Commerce and Visitors Bureau for their input
on the community value of golf.
Other Business
- Jerry introduced two individuals who have been appointed by Council to Golf
Board, Mary Hodge and Tom White. They will begin their terms on the Golf
Board beginning in July, 1991. Mary and Tom each provided a brief biography
of themselves.
Jerry reported the Collindale restroom is scheduled to be open Thursday,
June 20
Al Bednarz questioned Joe Nance on how things were going at Collindale. Al
also requested information on the progress of the sprinkler system project
at City Park Nine. Joe replied everything seems to be going very well. He
is surprised that play was a little more than in 1990 considering all the
rain this season. Jerry reported Dave Sadler is hoping to have holes 1
through 4 set up in July, after the 4th, as staff and volunteer help is
available at this time of year. Holes 5 through 9 are scheduled for 1992;
then, in 1993, connect the computerized central control.
Joe Nance stated the Collindale Invitational Tournament went off, with no
thanks to the weather. They had the largest turnout ever with 230
participants.
The Colorado State Association Tournament started Friday, Saturday and
Sunday. Public Links will be the following two days, played by people who
use public facilities. This is a national qualifying tournament. Hazards
on the course have been marked for this tournament.
Terry Gilmore requested the topic of people sneaking on to SouthRidge course
for play purposes be added to a future agenda for discussion. Also, he
would like to extend an invitation to the Golf Board to go up to Fox Acres.
Jerry Brown said green and cart fees would have to be paid by individuals
(approximately $50.00). Cost for food could probably be picked up by the
Golf budget. Jerry will meet with Terry to put together plans for the event
to be scheduled for July 17.
Farewell to Dick Zubradt
Jerry stated that losing Dick Zubradt from the Golf Board is a blow to many. He
is very knowledgeable and has been a voice of reason. We all wish him the best.
Thanks for your service, Dick. Steve Jouard expressed thanks as well for help
with High School programs. Of course, Dick is expected back once a month for his
invaluable input at Golf Board meetings.

for Dick.
