GOLF BOARD
MINUTES: Regular Meeting of August 21, 1991
The meeting was called to order at 7:30 p.m. by Board President Roger Sample.
Jerry P. Brown reported that Steve Jouard would be unable to attend.
Agenda Review: There were no additions or changes to the printed agenda.
Minutes: The minutes of the Regular meeting of June 19, 1991, were approved
unanimously, as presented.
Citizen Participation: There was no citizen participation.
Community Value of Golf
Jerry P. Brown presented the two work plan items that were requested by City
Council for their work plan for the upcoming two years. These two items that
relate to the Golf Division are finalizing the action on the sale of SouthRidge
Golf Course, and consider including Golf in the Recreation User Fee Policy.
The Recreation User Fee Policy has been in effect for the past year. The
Recreation Fee Policy defines how much users pay and justifies taxpayers picking
up the community value portion of recreation activity expenses. Golf, however,
is an Enterprise Fund and pays its own way. Green fees were reviewed during the
past year and some fees were increased. Golf Fund Reserves will remain around
$100,000 through to 1996. This could change if SouthRidge is added to the Golf
Fund. Currently $200,000 to $250,000 is being transferred annually from the
Sales and Use Tax Fund to assist in covering SouthRidge expenses. Fees are
currently higher at SouthRidge because of the surcharge.
The Golf Board has been working on development of a report considering including
golf in the Recreation User Fee Policy for presentation to City Council in late
October. City Council would like to have a draft or conceptual report from the
Golf Board and golfers, not just from staff.
SouthRidge could have up to a $70,000 shortfall in revenue for 1991. Rains and
lower rounds played are chief causes. Approximately 2,000 to 3,000 fewer rounds
have been played at SouthRidge in 1991 than the five-year average used for budget
projections. SouthRidge is a totally separate fund. City Council could decide
that funds be merged and take money from City Park Nine and Collindale
contingencies to cover deficiencies in the SouthRidge budget as one way of
eliminating this problem.

Al Bednarz questioned where funds came from for land acquisition and
construction of other golf courses? Collindale was acquired through Land and
Water Conservation Funds, as well as some taxpayer money, with construction costs
coming from a Land and Water Conservation Grant and some funds borrowed from
Water, which are currently being repaid through the Golf Fund. Repayment will
be complete in 1998. City Park Nine has been owned by the City since the early
1900's and was constructed by the Fort Collins Golf Association as a WPA project
in circa 1940, and turned over to the City for management in 1970.
In 1982 the City tried to acquire a "free" golf course in the SouthRidge
arrangement. After that experience, City Council today will probably not try any
creative land deals. Basically the Golf Board needs to justify their position
on who will pay? -- Golfers, taxpayers, or a combination of both.
Roger Sample feels the Golf Board will need to come up with an in depth report
that City Council can use to defense their position against critics. This report
should also serve as justification to Council for continued funding of $250,000
per year to the SouthRidge Fund. Financial condition of the City may not be as
good as presented. Comment was made that maybe by relieving the City of the
SouthRidge debt, we can then start saving for construction of a new course in the
future.
Tom White asked if staff has the capabilities of developing a summary along the
lines of the Recreation Policy. In reviewing budgets at City Park Nine and
Collindale, Jerry reported that around 10% could be chargeable expenses to the
General Fund as golf has a much lower overhead. In theory, the entire debt of
SouthRidge should be acquired by taxpayers.
In what direction should we, as a Board, head to generate a presentation for City
Council by October. Staff suggested the Golf Board come up with an amount and
work backward to a point of compromise. Tom White suggested starting high then
working down to final figure.
Jerry sees the Golf Board drafting the document, and the role of staff as putting
together the detailed information for the Golf Board to use in the draft. City
Council may agree to 50-50. Roger Sample and Steve Jouard will be contacting the
Chamber of Commerce and Convention and Visitors Bureau for facts and figures used
in their brochures sent to vacationers and people moving to the area. This
information can then be used to show how golf is influential in the decision of
people coming to the Fort Collins area. Jerry will gather environmental data for
the report. Al Bednarz will bring information from the financial side. Roger
Sample will do a chart or graph showing contribution of $250,000 through the year
2002; then $150,000 income from that point into the future.
Committee Appointments
A) City Park Nine Snack Bar RFP Review -- The agreement with Beth McKenney
expires this year. The bid package is established and will probably involve

Hodge.
B) SouthRidge Golf Professional RFP Review -- Roger Sample and Steve Jouard will
be Review Committee members.
C) SouthRidge Snack Bar RFP Review -- Review Committee will consist of Dan
Preble and Tom White.
The two SouthRidge Committees are contingent on the potential sale of SouthRidge.
Other Business
- Jerry reported that the process for the sale of SouthRidge will run from
August 26, 1991 through February 1992. Jerry also presented the proposal
mailed out, "Proposal Package For Sale of SouthRidge Golf Course." City
Council has authorized contracting and hiring a broker to sell the course.
If the City agrees to a sale through a broker, the broker can get a
commission of up to 8% of the sale price. A price was not set in the
package, but the City will not accept less than the current debt. After
approval of the proposal package by the City Attorney's office, Jerry will
distribute copies to the Board members. Legal descriptions and a re -plat of
SouthRidge are part of the proposal package. The map of SouthRidge was
revised because of various sales and exchanges, and all easements are noted.
- The issue of irrigation water has come up with SouthRidge Golf Course and
the SouthRidge Homeowners Association. The Homeowners Association thought
water for common areas in development was to be supplied by SouthRidge. The
City is entering into an agreement that Homeowners Association can use water
for the next 35 years in exchange for five easements that will allow access
to the golf course for maintenance and golfers. The Homeowners Association
will pay for the amount of water they use as well as an annual rental fee
for using the golf course irrigation system.
Board Members and Staff Comments/Reports
- Mary Hodge reported there is no drinking water at City Park Nine. Jerry
stated that there was a major water line break and City Park Nine staff has
set up a temporary water station on the back side of the course.
- Jerry reported that the Collindale Restroom project is complete. The total
project came to $31,000.
- A copy of an article on golf from the. Loveland Daily Reporter -Herald was
shared.
- The excursion in July to Fox Acres was great. Everyone attending had a good
time.

- A letter from Jim Doyle was discussed regarding the parking situation at
City Park Nine. A committee has been formed to review the problem and
develop a solution for implementation next spring.
- A letter from Mr. Charles Patten was presented..
Applications were handed out to fill the vacancy on the Golf Board caused by
Terry Gilmore's resignation. This term will run until 1993.
The meeting was adjourned at 9:05 p.m.
