MINUTES: Regular meeting of June 17, 1992
The meeting was called to order at 7:35 p.m. by Board President Al Bednarz.
Jerry P. Brown introduced Mike Powers, Director of Cultural, Library, and
Recreational Services. Jerry also introduced and welcomed two of the four new
Board Members Henry Fry and Hank Hoesli.
Agenda Review: Jerry P. Brown requested an item be added to the agenda prior to
Item N5 "Round Table Discussion". The item to be added is in reference to
"Smoking In The Clubhouses". The Board members present had no objections to this
addition; it was therefore placed on the agenda.
Approval of Minutes/Regular Meeting of April 15. 1992: It was moved by Jim Doyle
and seconded by Steve Jouard that the minutes of the regular meeting on April 15,
1992, be approved as submitted. Motion Carried (4:0)
Citizen Participation: No citizen participation.
Smoking In Golf Course Clubhouses:
Jerry distributed copies of a letter recently received by the Mayor and City
Council regarding smokers and designated areas at the City -owned courses.
Historically in all public buildings, smoking is allowed only in private offices.
Smoking is not allowed in public areas of City -owned buildings. The position
that we currently use today is a compromise decided on by the Golf Board in 1985.
This compromise allowed smoking in the "Cantina" at Collindale and in the corner
by the television sets of both the City Park Nine and Collindale Clubhouses.
What has happened over the years has been slightly different. In the past, if
no complaints were received, no changes were made. Jerry opened this issue up
to the Board for discussion.
Steve Jouard speculated on whether smoking could be regarded as a disability
under the Americans with Disabilities Act? Jim Doyle was not aware of the
designated smoking area at City Park Nine, but he will gladly comply by using
the designated smoking area of the clubhouse in the future. It was commented
that the smoking area at City Park Nine Clubhouse is not clearly designated.
Dan Preble commented that with the openness at the Collindale Clubhouse it seems
smoke does not spread but goes up to the ceiling ventilation system. Henry Fry
was not aware of signage in the clubhouses regarding smoking areas, but has not
heard any complaints regarding smokers in non -designated areas. Hank Hoesli
stated he used to smoke and is now so allergic to smoke he can't go into a room
where smokers have been.

Joe Nance has had only one complaint over the years he has been at Collindale,
and feels the placement of signs could cause a lot more waves. At this time
there is no smoking allowed in the pro shops at the clubhouses. Randy Bonneville
reported that smoking is allowed in the restaurant at the SouthRidge Clubhouse
only.
Dan Preble is not a smoker, and if this is not causing lots of problems, he sees
no need to add additional rules and regulations.
Al Bednarz summarized the Board's comments that we need to re -enforce all
designated smoking areas, but we should not over -react to the situation.
Round Table Discussion on Any Golf Issues
Al Bednarz would like to see preparations begin for next year's fee review, and
would really like the fee review committee to use the research and
recommendations done a couple of years ago on the 9-hole fee structures. Citizen
Henry Fry commented that the main reason for the recommendations made two years
ago is that Fort Collins was not in proportion with rates being charged for other
9-hole play in the area. When the fee structure was reviewed a couple of years
ago, we only looked at rates and did not look at total rounds played.
Joe Nance has noticed that if groups only play 9 holes, there always seems to be
a group ready to play the back nine. The staff a Collindale has received many
compliments on how accommodating we are with walk-ons who have no tee times.

Jerry related there are three major packages that will be put out for bid this
year. The largest Request for Proposal (RFP) this year is the RFP for the
SouthRidge Golf Pro. Jerry is presenting this to the Board now as there may not
be a July meeting. Activity on these RFPs really starts to pick up in August.
The RFP package for the SouthRidge Golf Pro should be out at the end of August,
no later than September 1. This contract will be awarded for a three-year period
(1993, 1994, and 1995). Jim Doyle volunteered to serve with Roger Sample on the
review committee. This committee will consist of five people: two board members,
one community member, one person from the Purchasing Office of the City, and
Jerry P. Brown. A meeting of this committee will be called. They will probably
have several meetings before the Board meets again in August.
The RFP for the snack bar concessions will be coming out around October 1, so
there is a little more time to appoint review committees for the Collindale and

SouthRidge snack bar concessions. Jerry commented that bids for both snack bars
will be out at the same time. The RFP will also be asking for bids to cover a
three year period. Henry Fry questioned if these two committees should be
combined?
Other Business
- Jerry brought to the board's attention the status of the City Park Nine
Restroom project. We are still within the project's budget; however we may
exceed the budget amount, but not by a great deal. This project will be
completed before the summer is over. Jim Doyle questioned what deadlines, if
any, are established for the contractor. Henry Fry noticed, and brought to
the board's attention, that 20% of the project cost is for the building
permit.
- Jerry reported that City Council decided to increase golf board
representation to nine members. The second reading of this ordinance is
scheduled for July 7 and would go into effect July 17. Council received a
lot of applications for appointment to the Golf Board. One complaint they
heard regularly was that there is no representation from the SouthRidge
community on the Golf Board. Al Bednarz hopes that appointments to the Golf
Board do not progress to the point where there is required representation
from each golfing community.
- Jerry stated that after July 17 we officially will have nine members on the
board. Hank Hoesli requested if there is no regular board meeting held in
July, maybe there could be an orientation for the new board members. Jerry
remarked if an orientation session is held it would held on the original date
of the regularly scheduled Golf Board Meeting, and would request that Al
Bednarz be present.

- Steve Jouard questioned statistics and the larger revenue amounts at the
beginning of the year. Jerry responded the increased revenue at the
beginning of the year is due to golfers renewing or purchasing their annual
passes.
- Jerry distributes facts and figures on the Golf Fund periodically. The month
of May seems to be a "bell weather" month. Al Bednarz questioned why, with
the Golf Fund being an enterprise fund, we do not put together a traditional
profit and loss statement? Jerry responded that the Accounting Department
has established reports which can be requested. However, these reports will
not be the same as an established profit and loss statement form as those in
the private sector. Hank Hoesli asked if anyone could go by the accounting
office and get a copy of the financial report? Jerry felt this was not an
essential piece of information, but he would request reports from accounting
if board members felt it necessary.

Steve Jouard enjoyed serving on the Golf Board. He still believes Fort
Collins has the greatest opportunities for golf. The Golf Board and Jerry
have done a good job in keeping these opportunities available. Dan Preble
expressed the same thoughts. He may be going off the Golf Board, but he will
still be playing golf. Jerry Brown expressed his thanks to both Dan and
Steve for the time they have given to the golf board. They have always made
themselves available for input and decisions on some very controversial
issues. We will really miss these two individuals.
Joe Nance reported this year's Collindale Invitational was exceptional. We
had to shut a lot of people out, and had quite a waiting list. The Colorado
Municipal League golf tournament was held yesterday and went very well except
for the wind storm which had everyone chasing napkins, plates, etc.
Randy Bonneville stated everything is going quite well at SouthRidge. Rounds
of play seems to be increasing. His crew has made some improvements on the
course. The road is dug out through N12; the cart path will be placed behind
the green. This 30-day project may turn into 60 to 90 days.
Henry Fry has heard from several people who have noticed the improvements of
the greens at SouthRidge. We have to keep in mind the quality of golf that
we offer because of all the new courses opening up.
On motion by Jim Doyle and second by everyone the meeting adjourned at 8:27 p.m.
for the traditional "farewell cake" in honor of Steve Jouard and Dan Preble.
